Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee (DRC) held November 17, 2005. We hope that the information discussed at that
meeting was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department, and representatives from Lakehaven Utility District and Federal
Way Fire Department. Some sections of the Federal Way City Code (FWCC) and relevant information
handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable
codes. In preparing your formal application, please refer to the complete FWCC and other relevant codes
for all additional requirements that may apply to your project.

PROJECT DESCRIPTION
Replace six antennae with nine antennae on and existing lattice tower; equipment enclosures to be located
in an existing compound on an existing concrete pad.
MAJOR ISSUES
No major issues were identified in connection with this project.

preapplication conference. Each section should be read thoroughly. If you have questions please contact

A. Land Use Review Process
Use Process I— Applications for improvements or additions to existing PWSF that are not subject to
SEPA review are processed consistent with FWCC Chapter 22, Article IV.B, "Process I Review —

Director's Approval." This application will be processed accordingly, and for compliance with the
standards of FWCC contained in Chapter 22, Article XI, "District Regulations for the Community
Business Zone (BC)" and applicable sections of Article IV, "Nonconformance"; Article XHI,
"Supplementary District Regulations"; Article XIV, "Critical Areas"; Article XV, "Parking"; Article
XVI, "Improvements"; Article XVII, "Landscaping"; and Article XIX, "Community Design
Guidelines." The administrative review process begins at the time an application is received. At the
conclusion of the staff review, recommendations are forwarded to the Director of Community
Development Services, who then issues a written decision. Neither public notice nor public hearing
are required.
Submittal Requirements — An application submittal must meet minimum requirements, listed in the
enclosed form, "PWSF Development Requirements."
Plan/Drawing Requirements — Drawings must meet minimum standards, listed in the enclosed
"PWSF Development Requirements" under "General Plan Standards."
PWSF Fee for Use Process I— Fees associated with this application total $64. A check for the full
amount of the fees must accompany the application at the time of submittal. Additional time may be
billed later at $59.00 per hour if needed to complete the review. Fees are subject to change annually.
B. Nonconformance
Nonconformance Threshold — This project does not appear to meet any of the conditions that would
trigger FWCC nonconformance requirements. Nonconformance status will be verified at the time of
formal review.
C. Critical Areas
Critical Areas — Based maps and inventories available at the time of my preapplication analysis,
there does not appear to be any critical areas on or around the subject property. Critical area
conditions will be verified during the formal development review process.
D. State Environmental Policy Act (SEPA)
SEPA Review — PWSFs are exempt from SEPA review only if they are not in a critical area and meet
one of three criteria outlined in Washington Administrative Code (WAC) 197-11-800. Your project
meets two of the necessary WAC criteria and, therefore, is exempt from environmental review under
SEPA.
E. District Regulations
Permitted Uses — PWSFs are permitted in the BC Zone, subject to approval of the Director,
consistent with FWCC Chapter 22, Articles Il, V, and XI. This proposal is located in a Community
Business (BC) zone. The height limit is 148 feet and the proposed structure height is 127 feet.
Facility Collocation — The proposal is for a permanent collocation on an existing PWSF. City code
requires that PWSF providers cooperate with other providers in collocating facilities. Please submit a
collocation agreement with your formal application.

F. Development Standards
Cumulative Impacts — City code requires that the formal review consider the cumulative visual
effects of mounting a PWSF on an existing structure. Please submit photos of the existing facility
and photo simulations of the proposed facility. Please include the antennae, the tower or structure
supporting the antennae, equipment enclosures, the ground compound or building, landscaping, and
screening.
Preferred Antennae Location — Pursuant to FWCC Section 22-966, PWSF antennae sites must be
considered in priority order. The location you have proposed (an existing tower) is second in order
of the preference stipulated by. City code. Provide analysis and documentation in support of rejecting
the higher priority sites.
Preferred Equipment Enclosure Location — Pursuant to FWCC Section 22-967, PWSF equipment
enclosure sites must be considered in priority order. The location you have proposed (above ground
on an existing pad) is third in order of preference, as stipulated by City code. Provide analysis and
documentation in support of rejecting the higher priority sites.
Equipment Enclosure Standards — As proposed, the equipment enclosures is not consistent with
FWCC Section 22-967(5), which stipulates equipment enclosure configurations and their
corresponding permitted locations. To comply, the equipment enclosure must be no taller than six
feet, or the equipment enclosure must be located in an enclosed building, or the equipment enclosure
must be located underground.
PWSF Outside Public Right -of -Way — As proposed, this facility is not consistent with FWCC
Section 22-967(1), "Development Standards," which stipulates equipment enclosure configurations
and their corresponding permitted locations. To comply, the antennae must meet the definition of
microcell, or the equipment enclosure must be no taller than six feet, or the equipment enclosure
must be located in an enclosed building, or the equipment enclosure must be located underground.
G. Landscape
Screening — In order to minimize visibility of the facility, the PWSF must be screened to the greatest
extent possible, as stipulated in FWCC Section 22-967(4).

WORKMANSHIP WITHIN SAID PERIOD OF TIME OR FOR ONE YEAR AFTER THE FINAL ACCEPTANCE OF THE
ENTIRE PROJECT, WHICHEVER IS GREATER
11. THE CONTRACTOR SHALL BE RESPONSIBLE FOR DAILY CLEAN UP OF ALL TRADES AND REMOVE ALL DEBRIS
FROM THE CONSTRUCTION SITE. AT THE COMPLETION OF THE PROJECT, THE CONTRACTOR SHALL
THOROUGHLY CLEAN N THE BUILDING, SITE, AND ANY OTHER SURROUNDNG AREAS TO A BETTER THAN NEW
CONDITION
12• THE CONTRACTOR IS RESPONSIBLE FOR ADEQUATELY BRACING AND PROTECTING ALL WORK DURING
CONSTRUCTION AGAINST DAMAGE, BREAKAGE, COLLAPSE, ETC. ACCORDING TO APPLICABLE CODES,
STANDARDS, AND GOOD CONSTRUCTION PRACTICES.
13. THE CONTRACTOR SHALL MEET ALL OSHA REQUIREMENTS FOR ALL INSTALLATIONS.
14. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL DAMAGES TO THE DOTING CONSTRUCTION AND
REPAIR ALL DAMAGES TO BETTER THAN NEW CONSTRUCTION. THE CONTRACTOR SHALL NOTIFY THE
CONSULTANT OF ANY DAMAGE TO THE BUILDING SITE OR ANY ADJACENT STRUCTURES AROUND THE
PROJECT. THE ATE REPRESENTATIVE SHALL BE SOLE AND FINAL JUDGE AS TO THE QUALITY OF THE
REPAIRED CONSTRUCTION. ANY ADDITIONAL MODIFICATIONS WHICH MUST BE MADE SHALL BE MADE AT
THE CONTRACTORS EXPENSE.
15. WHERE NEW PAVING, CONCRETE SIDEWALKS OR PATHS MEET EXISTING CONSTRUCTION, THE
CONTRACTOR SHALL MATCH THE EXISTING PITCH, GRADE, AND ELEVATION SO THE ENTIRE STRUCTURE
SHALL HAVE A SMOOTH TRANSITION.
16. THE CONTRACTOR SHALL MODIFY THE EXISTING FLOORS, WALL, CEILING, OR OTHER CONSTRUCTION AS
REQUIRED TO GAN ACCESS TO AREAS FOR ALL MECHANICAL, PLUMBING. ELECTRICAL, OR STRUCTURAL
MODIFICATIONS. WHERE THE EXISTING CONSTRUCTION DOORS, PARTITIONS. CEILING, ETC-, ARE TO BE
REMOVED, MODIFIED, OR REARRANGED OR WHERE THE EXPOSED OR HIDDEN MECHANICAL, ELECTRICAL,
SYSTEMS ARE ADDED OR MODIFIED, THE GENERA_ CONTRACTOR SHALL REPAIR, PATCH AND MATCH ALL
EXISTING CONSTRUCTION AND FINISHES OF ALL FLOORS WALLS AND CEILINGS. WHERE CONCRETE

Dear Greg.
I spoke with Jim Harris this morning and he suggest 1 get in touch with you with
regard to a wireless project I am currently assisting on for Cingular. There are 4
existing sites within the city that require upgrading of both antennas and ground
equipment and need some assistance as to the submittal requirements. The
modifications include removal and replacement of antennas (similar in size) and
additional ground equipment (also area for future cabinets) within the existing
leased compound. At this point, there will be no modifications in the lease area;
thus, the existing screening will remain in tact.
