We hope that the information discussed at that meeting was helpful in understanding the general requirements for your project as submitted. This letter summarizes comments given to you at the meeting by the members of the DRC. The members who reviewed your project and provided comments include staff from the City's Planning and Building Divisions, Public Works Department, representatives from Lakehaven Utility District, and South King Fire and Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable codes. In preparing your formal application, please refer to the complete FWRC and other relevant codes for all additional requirements that may apply to your project. For specific technical questions about your project, please contact the appropriate DRC representative as listed below. Otherwise, any general questions about the preapplication and permitting process can be referred to your key contact. PROJECT DESCRIPTION The applicant proposes to construct a new 640 square foot building to loan out tools to the community. MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review. These issues can change due to modifications and revisions in the plans. The major issues section is only provided as a means to highlight critical requirements or issues. Please be sure to read the comments made by all departments in the following section of this letter. • Planning Division 1. The project requires submittal of a Process I Land Use Application. �1 Jeanette Jurgensen December 28, 2017 Page 2 • Public Works Development Services Division 1. As the project was presented at the pre -application meeting, it does not meet any thresholds requiring drainage review. However, as discussed at the meeting, if additional parking spaces and an accessible pathway are required, AND the new and/or replaced impervious surfaces (roof, parking, pathway, etc.) equals 2,000 square feet or greater, then drainage review will be required. DEPARTMENT COMMENTS Outlined below are the comments made by the representatives of each department present at the preapplication conference. Each section should be read thoroughly. If you have questions, please contact the representative listed for that section. COMMUNITY DEVELOPMENT — PLANNING DIVISION Becky Chapin, 253-835-2641, becky.chapin@cityoffederalway.com Zoning Designation and Use — Zoning for the subject property is Commercial Enterprise (CE). The CE zone permits rental/leasing facilities for equipment pursuant to FWRC 19.240.050. This use is an accessory use to the existing Thornton F. McElroy Mason Lodge building on -site. Land Use Review Process — Pursuant to FWRC 19.15.030, review for improvements and additions to developed sites shall be subject to Process I `Directors Approval' if the improvements do not exceed the following thresholds for Minor improvements, modifications and additions: a) Twenty-five percent of the gross floor area of the existing use; or b) Two thousand square feet of new gross floor area. According to the submitted site plan, it appears the improvements will not exceed the above - referenced thresholds; therefore, the proposed improvements require Process I approval. Please see the enclosed `Submittal Requirements for Process I' handout. 3. State Environmental Policy Act (SEPA) — The proposed improvements are exempt from environmental review, per FWRC 14.15.030, Categorical exemptions — flexible thresholds for buildings up to 12,000 square feet. 4. Public Notification — Public notice is not required in order to obtain Process I approval. 5, Application Fees — Please contact the Permit Center at pennitcenter@cityoffederalway.com or 253- 835-2607 for updated fee schedules for Process I Master Land Use application and building permit. 6. Nonconformance — The existing site is nonconforming with regard to site development standards. Per FWRC 19.30.090(1)(a) all nonconforming aspects of the development must be brought into conformance if either 2,500 sq. feet of new gross floor area or more is added, or 25 percent of the gross floor area or more is added to the building(s) on the subject property, whichever is less. As proposed the addition would not trigger this nonconformance threshold; site improvements are not required. 7. Key Development Regulations — The building must comply with the applicable FWRC development regulations. Required Yards and Lot Coverage — Standard setbacks for the structure in CE zone is 20 feet front and 10-foot side and rear. No maximum lot coverage applies; instead the buildable area will be determined by other site development requirements, i.e., required buffers, parking lot landscaping, surface water facilities, etc. b. Maximum Building Height — Maximum building height for the proposed structure is 40 feet above average building elevation. When submitting the formal application, please demonstrate on the elevation plan how this requirement has been met. c. Required Parking— Parking requirements for the tool library is 1 parking stall for every 300 square feet of gross floor area. The existing parking for the site is nonconforming as it does not meet minimum amount of parking stalls required by code. Per FWRC 19.30.180, no nonconformance may, in any way, be increased. Therefore, three additional parking stalls for the tool library will be required. Meeting Follow -Up: As part of the Process I submittal, the applicant may submit a parking study indicating that the current amount of parking is sufficient for both the Mason Lodge and tool library based on hours of operation, amount of people coming to either building, etc. Pursuant to FWRC 19.130.080(2) a decrease in the required number of parking spaces may be permitted if it is documented that fewer parking spaces will be adequate to fully serve the uses. 8. Community Design Guidelines — The Community Design Guidelines apply to all development applications subject to the City's zoning code pursuant to FWRC 19.115. Several guidelines applicable to the proposed project are below a. FWRC 19.115.050 - Pedestrian walkways (minimum 6 feet wide) shall be provided between the building, parking area, and public rights -of -way. Pedestrian walkways should be delineated by separate paved routes using a variation in paved texture and color, and protected from abutting vehicle circulation areas with landscaping. Approved methods of delineation include: stone, brick or granite pavers; exposed aggregate; or stamped and colored concrete. Paint striping on asphalt as a method of delineation is not encouraged. b. FWRC 19.115.090(2) - Entrance facades shall front on, face, or be clearly recognizable from the right-of-way. If utilized, chain -link fences visible from public rights -of -way or adjacent properties shall utilize vinyl -coated mesh, powder -coated poles, dark color(s), and architectural element(s) such as pole caps and/or decorative grid pattern. c. FWRC 19.115.060(3) - Building facades visible from rights -of -way and other public areas should incorporate methods of articulation and accessory elements in the overall architectural design. The following is a nonexclusive list of methods to articulate blank walls: • Window openings with visible trim material, or painted detailing that resembles trim; • Vertical trellis(es) in front of the wall with climbing vines or similar planting; • Material variations such as colors, brick or metal banding, or textural changes 17-105400-00-PC Doc ID:76S92 Jeanette Jurgensen December 28, 2017 Page 4 PUBLIC WORKS — DEVELOPMENT SERVICES DIVISION Kevin Peterson, 253-835-2734, kevin.peterson@cityoffederalway.com Land Use Issues — Stormwater See Major Issues (PWDS) Section above. If the project meets the 2,000 SF threshold identified in the Major Issues section, then the project is subject to the requirements of a Full Drainage Review, per the 2016 King County Surface Water Design Manual (KCSWDM). At the time of land use site plan submittal, a preliminary Technical Information Report (TIR), addressing the relevance of the project to the nine core and five special requirements of the KCSWDM will be required. A Level 1 downstream analysis shall also be provided in the preliminary TIR. The City has 1" = 100', five-foot contour planimetric maps in GIS format that may be used for basin analysis. 2. If a Full Drainage Review is required, the project lies within a Conservation flow control area, thus the applicant would need to design the flow control facility to meet this performance criteria. In addition to flow control facilities, Best Management Practices (BMP's) are required as outlined in the KCSWDM. The project also lies within an Enhanced Basic Water Quality Area. However, given the thresholds in the KCSWDM, it is unlikely Water Quality Treatment will be required. 3. If infiltration of storm water runoff is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer must be provided to verify infiltration suitability. 4. Detention and water quality treatment facilities for subdivisions are required to be above ground (i.e. an open. pond), within a separate storm drainage tract, and dedicated to the City for future maintenance. Detention and water quality facilities may be within the same tract. Underground facilities are allowed only with approval from the City of Federal Way Stormwater Management Division. 5. Show the proposed location and dimensions of the detention facility (if any) on the preliminary plans. Building Permit Issues — Public Works When topographic survey information is shown on the plans, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations are called out. 2. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. Site plans shall be drawn at a scale of 1" = 20', or larger. Architectural scales are not permitted on engineering plans. Provide cut and fill quantities on the clearing and grading plan. 4. Temporary Erosion and Sediment control (TESC) measures, per Appendix D of the 2016 KCSWDM, must be shown on the engineering plans. 5. Building Criteria. Building Permit Application. A completed building permit application and commercial checklist are required with submittal of plans. Submittal Requirements. The following is required for submittal of the building permit application: ■ Five (5) sets of drawings and specifications. Specifications shall include: two (2) Structural calculations, and two (2) Energy calculations. Note: A Washington State Registered architects' stamp is required for additions/alterations (new or existing) of 4,000 gross floor areas or greater unless specifically listed as an "exempt" structure per the Revised Code of Washington (RCW). • Energy code compliance worksheets are required to be completed and included with your permit application. • A wet stamp and signature is required on all sheets of plans and on the cover page of any calculations submitted. 5. Review Timing. Federal Way reviews plans on a first in, first out basis; however, there are some small projects with inconsequential review requirements that may be reviewed out of order. The first comment letter can be expected within 6-8 weeks of submittal date. Re -check of plans will occur in one to three weeks after re -submittal. Revised or resubmitted plans shall be provided in the same format, size, and amount as the originally submitted plans. Revised/resubmitted drawings shall indicate by means of clouding or written response, what changes have been made from the original drawings. Plans for all involved departments will be forwarded from the Community Development Department. 6. Other Permits & Inspections. Separate permits may be required for electrical, mechanical, plumbing, fire suppression systems, and signs. Applicants may apply for separate permits at any time prior to commencement of construction. When required, special inspections shall be performed by WABO approved agencies or by agencies approved by the building official prior to permit issuance. Construction must be approved by all reviewing departments prior to final building division inspection. All concerned departments (Planning, Public Works, Electrical, & Fire) must sign off before the Building Department can final the structure for occupancy. Building final must be approved prior to the issuance of a Certificate of Occupancy. Construction projects may be required to have a pre -construction conference. If a pre -con meeting is required, the general or representative, all subs, the architect or representative, the engineer or representative, electrical contractor, and any other interested party, should attend this meeting. Meetings will occur at the Building Department and will be scheduled by the inspector of record for the project. 7. A Water Certificate of Availability issued separately by Lakehaven may be required to be submitted with any land use and/or building permit applications (check with land use agency for requirement). Certificate is valid for one (1) year from date of issuance. If Certificate is needed, allow 1-2 work days to issue for typical. Proposed 2018 cost for a Water Certificate of Availability is $60.00. 2. Fire Flow at no less than 20 psi available within the water distribution system is a minimum of 2,500 GPM (approximate) for two (2) hours or more. This flow figure represents Lakehaven's adopted minimum level of service goals for non-residential areas regarding performance of the water distribution system under high demand conditions. If more precise available fire flow figures are required or desired, Applicant can request Lakehaven perform a system hydraulic model analysis (separate from, or concurrent with, an application for Availability). 2017 (2018) cost for a system hydraulic model analysis is $220.00 ($220.00). 3. The site has one (1) existing water service connection (SvcNo. 48, 1" domestic). This existing service/meter should be evaluated under UPC & Lakehaven standards to determine if it's adequate for the proposed new use. 4. McElroy Mason Lodge would like to build a new structure on our property at 1700 S 340th St, Federal Way, WA 98003 (PID 2121049024) to house a community tool library. The Masonic Fraternity is the oldest Fraternity in the world. The Masonic Family includes Masons as well as organizations for their ladies, couples, and youth. The Masonic Family provides more than $2 million a day to charitable activities such as hospitals, youth scholarship, and those less fortunate. Masons are men who wish to become better men and who are interested in giving back to their community. The Thornton F. McElroy Mason Lodge was approached by the South King Tool Library as a potential location for a local community tool library. Tool libraries are like regular libraries, but loan out tools and equipment instead of books. They provide equal access to tools and training in order to help maintain neighborhoods, build community and reduce unnecessary consumption. Tool libraries are especially important for low income community members because it reduces the burden of buying or renting tools whenever a home or yard project requires it. This community project falls in line with the Masonic mission of giving back to the community, especially those less fortunate. The South King Tool Library building will be constructed from two donated cargo shipping containers with a covered deck in between. Reuse and repair are an essential part to the tool library, so upcycling a building from used shipping containers seemed logical. The building is planned to be as eco-friendly as possible with as many recycled and sustainable elements as can be incorporated. King County Green Building has created a cabin from a used shipping container, and is providing advice based upon their experience to ensure this building will be as sustainable and eco-friendly as possible. The building interior will have a small office and water closet for use by staff and volunteers during the 10 hours it is open each week. The remainder of the building space will be used for tool storage. Shelving will be made from reclaimed materials as much as possible. To protect tools from condensation, spray insulation and a good ventilation system will be used. The building will be painted with quality, eco-friendly paint to protect it from rust. Trex, recycled plastic lumber, will be used for the decking and ramp. Narrow horizontal windows and light tunnels will be installed to provide natural light while ensuring structural integrity and providing security from break-ins. The building will be finished with a rainwater collection system and/or rain garden for surface water runoff.
