Dear Mr. Kirkman:
The city is in receipt of your request to keep the existing chain -link fence on the northern boundary
between the subject property and the adjacent properties located at 33355 20th Ave S and 33357 20th Ave
S instead of constructing a new 6-foot solid board fence as shown on approved site plan associated with
the Use Process IV application (File 11-105157-UP). Included with your request is a signed letter by the
two referenced adjacent property owners also requesting that the existing chain -link fence remain instead
of a new 6-foot solid board fence.
The Community Development Department hereby approves your request to forgo the installation of the 6-
foot solid board fence as shown on the approved site plan. This alteration approval is based on the
following:
1. A 1 Oft wide landscape perimeter shall be provided along all perimeter lot lines (F)VRC
19.125.060(3)(c)). As the parking lot is adjacent to the two above -referenced residentially zoned
parcels, the landscape screen must be planted with a Type I — Solid Screen.
2. The applicant's approved site plan exceeds the landscape screen width requirement and provides
a 15ft wide Type I landscape screen backed with a 6ft solid board fence.
3. The 6ft solid board fence shown on the approved site plan is not a landscape code or use
requirement. Nor is it a condition of the Use Process IV approval.
4. In their signed letter to the department, the two above -referenced property owners state that they
do not want the 6ft solid board fence along their property line.
5. The alteration request does not modify access or parking for the property; change the architecture,
dimensions or bulk of the proposed building; or otherwise adversely impact the affected adjacent
property owners. Therefore, this request does not rise to the level of a Use Process IV site plan
modification and Hearing Examiner approval (FWRC 19.15.090(3) is not warranted.

In the process of development and site work to date, the adjacent property owners have submitted the
attached letter for your review. This states the desire of both homeowners to keep the existing cyclone
fence between their property and that belonging to the church. Because this a change to the existing
plans we are requested an official approval for this adjustment.

Dear City of Federal Way,
We are home owners who share a common boundary on the Southern line of a new church being built
on their Northern boundary that connected to ours. It is in the plan for them to build a 6" wooden fence
around the property that is listed above.
We have a cyclone fence that has been there for 40 years. It is still good and we do not wish to replace it
with a wooden one. We have talked with the new church and came to an agreement on,keeping the
cyclone fence but with some conditions.
Mr. Turnbull would like to keep the cyclone fence as it is on his property line.
Mr. Gulbraa has agreed to have green slats put in the fence down his property line.
We have been very pleased with the cooperation of the new church and would like to see the above put
in the plans.
