Follow this link— https://www.4culture.org/about-4culture/board-advisory-committees/ • ADJOURN City of Federal Way ARTS COMMISSION Thursday, April 6, 2023 9:00 a.m. Federal Way Community Center MINUTES In attendance: Vice -Chair Karen Brugato, Janine Barber, Iveta Felzenberg, Angela Hahn, Kim Bowman Excused: Chair Vickie Chynoweth Unexcused: Kenny Byrne Staff: Cody Geddes, Recreation Manager; Cassie Swan, Arts & Special Events; Trisha Plucknett, Administrative Assistant; Ashriya Guptar, Administrative Assistant Jason Gerwen, Parks Deputy Director Vice -Chair Brugato called the meeting to order at 9:01 a.m. March meeting minutes were approved as written. PUBLIC COMMENT Clark Wiegman, the artist who created the "Chronolog" as well as other pieces currently at the Transit Center attended the meeting to ask for the Arts Commission's support to save the artwork that Sound Transit is now planning on decommissioning. There was a five-year plan in place to refurbish and relocate the artwork, but Sound Transit has had a change of heart. They are now claiming the artist did not want the artwork relocated which is untrue. COUNCIL LIAISON None. ACTION/NEW PROJECT — DISCUSSION ITEMS 1. Contract for Services — Application Wording — Commissioner Barber reiterated her concern with the details for sources of funding on the Contract for Services application. She believes that this can be covered with an addendum, but she was unsure what Chair Chynoweth had already done. This topic was tabled until Chair Chynoweth is back at the next meeting. 2. RWBF Arts Tent — Staff Swan brought it to the attention of commissioners that the RWBF event is coming up quickly and craft supplies will need to be bought soon. Last year Commissioner Bowman picked several craft projects that were very popular with the kids at the event. Commissioner Bowman stated she would be willing to work on this again and revisit the art projects to see if there are any crafts that might be better. UPDATES 1. Traffic Graffics — Staff Swan gave a brief update that she has been unable to meet with the high school artist who was chosen to wrap the current box to discuss expanding his artwork to encompass the entire box. There is no specific timeline in place at this time for when the box will be wrapped. 2. Municipal Courts Student Art Contest — Staff Swan reported that she has received 4 artwork submissions and the due date is one month. The Council meeting that the artwork will be presented at is scheduled for June 20, 2023. 3. Arts Explosion Update — Vice -Chair Brugato announced that the Arts Explosion event is officially advertised in the Federal Way Mirror. There are currently 3 judges lined up for the event and there is a possibility for a 4t1i judge. Vice -Chair Brugato also reported that an arts accelerator grant for $22,500 was received for the event. She has also been reviewing a program from a 1973 arts festival in Federal Way to help guide the program for the Arts Explosion. COMMISSION REPORTS • Staff Geddes announced that Staff Plucknett has accepted a new position and will not be attending future Arts Commission meetings. He also introduced Staff Guptar who will be filling in until a new administrative assistant is hired. • Commissioner Barber shared an article in the Seattle Times about a bill that would make it easier to raise taxes for the arts. • Commissioner Barber announced that Flapjacks at Jimmy Mac's is on April 22, 2023 and Make Music Day is on June 21, 2023. The big event will be on Saturday, June 24, 2023 at Town Square Park • Vice -Chair Brugato shared that the City of Everett now has a mural walk in downtown Everett and it has helped discourage tagging because some of those artists were included in creating the mural walk. She stated that she would like to see something similar done on the Sound Transit pillars going into Federal Way to avoid tagging of the pillars. Good of the order: • None. The Federal Way Arts Commission, believes that preserving and celebrating our local art and culture is essential to maintaining a vibrant and thriving community. The artwork in question, created by a talented local artist, has become an iconic and beloved part of our community. Its unique and beautiful design has been a source of inspiration and pride for many residents, and it has helped to make our city a more interesting and attractive place to live and visit. The Commission understands that you have important goals to achieve with your transit project, and certainly appreciates the value of public transportation. However, we urge you to consider the significant cultural and historical importance of the artwork in question, and to explore alternative solutions that would allow it to remain in place or placed within the project. Perhaps there is a way to incorporate the artwork into the new transit station or to relocate it to another prominent location nearby. Alternatively, perhaps there are other ways that the artist could be involved in the new project. The Federal Way Arts Commission urges you to take the time to fully consider these and other options before making a final decision on the fate of this important artwork. Our community is proud of our local artists, and we believe that their work should be valued and celebrated. I hope that you will join us in this effort and work to ensure that our city remains a vibrant and culturally rich place for generations to come.
