Dear Mr. Alavekios:
Thank you for attending the pre-application meeting on November 4, 1993, for proposed residential
improvements at 30016 20th Place SW, Federal Way. Based on the submitted material, the project's
existing site conditions include three dwelling units, two of which are beach cabins, on two abutting lots
totalling 3.5 acres. As discussed at the meeting, you propose to: a) remove one cabin wall to eliminate
a property line encroachment; b) repair, maintain, and live in one cabin; and, c) demolish and construct
a new dwelling on the upland portion of the lots.
The following is a summary of issues discussed at our meeting. For your convenience I have listed
comments in the following categories: zoning, public works, building, fire, and water and sewer.
These comments do not include all applicable regulations. A copy of the meeting attendance list is
attached for your review.
Zonin :
The proposal is classified as a DETACHED DWELLING by Federal Way City Code (FWCC) Section
22-631 and is located in a RS 15.0 (residential) zone. Questions should be directed to me at 661-4110.
1. FWCC allows only one dwelling per lot. The site plan indicates there are three dwellings on
two lots. Several development scenarios were discussed at the meeting may meet this
requirement.
2. FWCC prohibits new construction over property lines. You must file a boundary line
adjustment (BLA) application to move the interior property line. This application must be
approved with new construction building permits scenarios discussed at the meeting.
Attached is a Master Land Use application, BLA submittal requirements, and Lot Line
Elimination application for your review. The BLA application filing fee for the remainder of
1993 is $431 and will increase to $640 on January 1, 1994.
3. All new construction must meet minimum setback requirements. They are 20 feet from the front
and five feet from the side property lines. Additionally, any new construction must be setback
25 feet from the bulkhead.

4. FWCC regulates development within environmentally sensitive areas. Your site includes a
sensitive area (slope in excess of 40 percent grade). Therefore, a State Environmental Policy
Act (SEPA) review will be required if any improvements are proposed within 25 feet of the 40
percent slope. Please note, new construction must be setback at least 25 feet from the top and
toe of the 40 percent slope.
Attached is a SEPA checklist and handout describing how to obtain mailing labels for the public
notice. You must also provide one set of envelopes addressed to all property owners and
occupants within 300 feet of the site and a list of addresses for the SEPA decision. The filing
fee is $367 for the remainder of 1993 and will increase to $420 January 1, 1994.
5. Repair of the bulkhead (adding a new concrete cap) is considered repair and maintenance of an
existing structure. No shoreline permit is necessary. However, you must submit a building
permit with a engineer's report certifying the scope of work.
Public Works:
The following comments are from the city's Public Works Department. Questions should be directed
to Skip Tullock, Engineering Plans Reviewer, at 661-4132.
1. Vehicular access easement improvements from 20th Place SW to your property will be required
if the proposed improvements exceed 25 percent of all structures on the property, as determined
by a recent appraisal. These improvements include 28 feet (minimum) of paving, 5 foot
sidewalks, vertical curb/gutter, and associated drainage facilities. This requirement is based on
FWCC Section 22-1496.
You may request (in writing to Ronald Garrow, Senior Development Engineer) a modification,
waiver, or deferment of these improvements per FWCC Section 22-1477. The request must
address and meet at least one of the four decisional criteria. After the request has been received,
it will be routed to city staff for determination of an appropriate response. The submittal of a
request does not assure that a modification, waiver, or deferment will necessarily be granted.
2. If 500 square feet or more of new impervious surface (roofing, asphalt, concrete, compacted
gravel, etc.) is created, then you must provide an infiltration system in accordance with the City
of Federal Way Single Family Residence Infiltration System Handout.
3. In accordance with FWCC Section 16-48, service connections for electrical and communication
facilities must be placed underground; however, you may apply for a variance through the Public
Works Department per FWCC Section 16-44.
Building:
The city's building division provided a memo addressing building permit and construction issues relating
to your proposal. Questions should be directed to Dick Mumma, Building Official, at 661-4112.

King County Fire District#39 requires you obtain a fire permit if the building sprinkler system is being
altered. Questions should be directed to Pat Kettenring, Assistant to the Fire Marshal, at 946-7241.
Water and Sewer:
Federal Way Water and Sewer provided a memo and draft agreement for your proposal. Questions
should be directed to Rick Gilmore, Supervisor of Technical Services, at 941-2288.
Summary:
Please be advised that this information is provided in response to the information which you presented
for the meeting. As the project is redesigned, or as more detailed site plan information is prepared,
there may be additional issues or concerns arise which were not covered at this meeting.

The site plan for the subject project has been reviewed and the following comments are
provided:
1. Since the applicant is proposing to construct facilities within 25 feet of a geologically
hazardous area (steep slopes), compliance with section 22-1286 of the Federal Way City
Code (FWCC) will be required.
2. If the proposed facilities exceed the 25% valuation threshold, the applicant will be
required to construct vehicular access easement improvements from 20th Place SW to the
applicant's property in accordance with section 22-1496 of the FWCC which will include
the following: 28 feet (min) of paving, 5 foot sidewalks, vertical curb/gutter, and
associated drainage facilities.
