Dear Mr. Talbot:
The city has reviewed the environmental checklist submitted for the new automotive spray booths. It has
been determined that the proposal will not have a probable significant adverse impact on the environment.
As a result, an Environmental Impact Statement (EIS) is not required to comply with the State
Environmental Policy Act (SEPA). A copy of the Determination of Nonsignificance (DNS) is enclosed.
A 14-day comment period is required by SEPA rules (WAC 197-11-340(2)). A notice inviting comments
will be published in the Federal Way Mirror, posted onsite, posted on the official public notification
boards of the city, and mailed to all property owners within 300 feet of the site on August 21, 2015. At
the end of the comment period, the department will determine if the DNS should be withdrawn, modified,
or issued as proposed. No licenses, permits, or approvals will be issued until completion of the comment
period. All final determinations may be appealed within 21 days (September 25, 2015) following the
comment deadline.
Be advised that this decision not to require an EIS is not an authorization to begin construction. Work
may not begin until the applicable permits are issued.

impact on the environment, and an environmental impact statement (EIS) is not required under RCW
43.21 C.030(2)(c). This decision was made after review of a completed environmental checklist, Federal
Way Comprehensive Plan, Federal Way Revised Code, and other municipal policies, plans, rules, and
regulations. This information is available to the public on request.
This DNS is issued under WAC 197-11-340(2); the City will not act on this proposal for 14 days after the
issuance. Any person may submit written comments within this 14-day period ending at 5:00 p.m.,
September 4, 2015.
Unless modified by the City, this determination will become final following the above 14-day timeline.
Any person aggrieved of the City's final determination may file a written appeal with the Federal Way
City Clerk no later than 5:00 p.m. on September 25, 2015, stating the reason for the appeal of the
determination. You should be prepared to make specific factual objections.

question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or
private consultant for some questions. You may use "not applicable

4, 2015.
Unless modified by the City, this determination will become final following the above 14-day timeline. Any
person aggrieved of the City's final determination may file a written appeal with the Federal Way City Clerk no

In addition to the 20 outside parking spaces, the shop will be able to utilize several
parking spaces inside the building. Attached you will find plans for Lee's Automotive in
Seattle located at 950 N 135th Street, Seattle, WA 98133. There you see the ability to
park 26 vehicles in 9,600 square feet of space. Using these numbers for Lee's
Automotive Federal Way, the shop will be able to easily park 25 vehicles inside
utilizing approximately 8,756 square feet of space. These numbers do not include the
three spaces available in the paint booth and paint prep areas.
The number of employees will be approximately eight.
