FINDINGS OF FACT 1. The applicant proposes the building of a structure that includes two shipping containers with a 15' x 40' deck in between. 2. The zoning for the subject property is Commercial Enterprise (CE) which allows the use of this facility per Federal Way Revised Code (FWRC) 19.240.050. 3. The proposed structure does not exceed forty feet in height, compliant with elevation requirements in FWRC 19.240.050. 4. The shipping containers will include windows and will be blue with light grey trim in order to match the color of the existing Masonic Lodge 302 building. 5. Community Design guidelines set forth in FWRC 19.115.050 are met with the proposed walkway and signage for pedestrians. Community Design Guidelines set forth in FWRC 19.115.060 are met with the proposed window openings with visible trim material and vertical trellis with vines. 6. The proposed drawings indicate that the facility will meet the minimum setbacks which are twenty feet in the front and ten feet in the sides and back. 7. Pursuant to FWRC 19.130.080, a decreased number of parking spaces may be permitted if it is documented that fewer parking spaces will can fully serve the uses. Since it is documented that the Tool Library will be operating during hours which will not coincide with Masonic Lodge 302's operating hours, the three spaces formerly required of the Tool Library are negated. 8. A building permit is required for the project. CONCLUSIONS OF LAW Various sections of the zoning and development code indicate that certain developments, activities, or uses are permitted only if approved using Process I — Director's Approval. Based on the findings above, the proposed improvements to the developed site meet the Process I approval criteria and land use review thresholds of Federal Way Revised Code (FWRC) 19.15.030 and 19.55.020: Tool Library in Federal Way File 18-101463 May 18, 2018 1. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including, but not limited to: Permits and Review Processes; Process I — Director's Approval; and FWRC Zone Use Chart 19.215.020, Restaurant uses in the BN zone. 2. The proposal is a minor improvement, modification, or addition to a site that is exempt from State Environmental Policy Act (SEPA) review. 3. The health, safety, and welfare of the citizens of the city are preserved. APPEALS The effective date of this decision per FWRC 19.05.360 is May 24th, 2018. Pursuant to FWRC 19.55.050, the applicant, any person who submitted written comments or information, any person who has specifically requested a copy of the decision, or the city may appeal this decision to the Federal Way Hearing Examiner by June 7"', 2018. Any appeal must be in the form of a letter delivered to the Community Development Department with the established fee. The notice of appeal must contain a statement identifying the decision being appealed, along with a copy of the decision; a statement of the alleged errors in the director's decision, including identification of specific factual findings and conclusions of the director disputed by the person filing the appeal; and the appellant's name, address, telephone number, and fax number, and any other information to facilitate communications with the appellant. CLOSING This land use decision does not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. McElroy Lodge Temple Association, Inc. property at 1700 S 340th St, Federal Way, WA 98003 to house a community tool library. The South King Tool Library (SKTL) is a non-profit community organization which provides equal access to tools and training in order to help maintain neighborhoods, build community and reduce unnecessary consumption. They are fiscally sponsored by Tilth Alliance and therefore have 501(c)3 tax status. Tool libraries are like regular libraries, but loan out tools and equipment instead of books. They provide equal access to tools and training in order to help people maintain and improve their homes, yards and neighborhoods. Tool libraries are especially important for low-income community members because it reduces the burden of buying or renting tools whenever a project requires it. There are currently seven tool libraries in King County and one in Pierce County with the closest two being in Southeast Seattle and Hilltop in Tacoma. SKTL approached the Thornton F. McElroy Masonic Lodge as a potential location for their tool library building. The Masonic Fraternity is the oldest Fraternity in the world, and includes Masons as well as several related organizations for their ladies,couples and youth. These varied Masonic organizations contribute to numerous charitable activities such as hospital youth scholarships for the less fortunate. The tool library project is aligned with the Masonic mission of giving back to the community, especially those less fortunate. The South King Tool Library building will be constructed from two donated 8'x40' cargo -shipping containers with a 15'x40' covered deck in between. Reuse and repair are an essential part of the tool library, so upcycling a building from used shipping containers seemed logical. The building is planned to be as eco-friendly as possible with as many recycled and sustainable elements as can be incorporated. King County Green Building has created a cabin from a used shipping container, and is providing advice based upon their experience to ensure this building will be as sustainable as possible. This building project will be completed by community volunteers using donated and reused materials. It will be as environmentally friendly as possible and will serve the South King and North Pierce county residents and communities. Zoning Designation and Use. The SKTL building will be constructed as an accessory use to the Thornton F. McElroy Lodge Temple Association, Inc. located at 1700 S 340th St, Federal Way, WA 98003 (PID 2121049024). This is currently zoned as Commercial Enterprise which permits rental/leasing facilities for equipment. Land Use Review Process/SEPA. The proposed building is planned to be 640 sq. ft. which is significantly less than 25% of the current 8,940 sq. ft. building. Therefore this improvement shall be subject to the Process I Review and is exempt from State Environmental Policy Act (SEPA), public notification and nonconformance. Key Development Regulations. The proposed building is being constructed outside the standard setbacks. The building will be a single story, significantly less than the maximum 40' building height. Required Parking. The tool library building is expected to be open to the public Wednesdays 3 — 7 PM and Saturdays 9 AM — 3 PM for a total of 10 hours per week. The Masonic Lodge holds regular meetings such as coffee on Monday mornings and evening meetings every other Tuesdays which generally has approximately 30 people in attendance. The Lodge is able to be rented out to the public, but this generally happens on Friday and Saturday evenings and on Sundays. The use of the Lodge would not conflict with the regularly scheduled hours of the tool library. Due to the lack of crossover of events, there is currently sufficient parking and no additional spaces need to be added. Community Design Guidelines. There is a wide paved asphalt walkway from the paved asphalt parking area to deck that leads up to the building. There is no current delineation between the parking area and walkway, but a sign will be put up that directs pedestrians to the building entrance. The paved asphalt walkway will be extended to the end of the ramp leading up to the building. The ramp will be made from Trex recycled decking. The entrance to the building will be through a chain link fence gate allowing easy access to the covered space. The building will be blue with light grey trim around the edges of the shipping container and windows. Outside walls will include vertical trellis with vines. Stormwater. The tool library building will be well under the 2,000 SF threshold and therefore not subject to Full Drainage Review. The runoff from the 1,240 SF of rooftop will be diverted through a gutter system to rain barrels on each corner of the building which will disperse water runoff into landscaping which will include native plants. Traffic. The anticipated traffic for the tool library is considered insignificant and therefore not subject to a traffic plan. The hours of expected Tool Shed events will not conflict with other Loade activities thus allowing existing parking to be sufficient. Building. The proposed structure is a single -story structure made from two upcycled cargo shipping containers with a covered deck in between. It is considered a U occupancy classification with a V-B construction type. The building interior will have a small office to be used by staff and volunteers. Interior shelving will be made from reclaimed materials as much as possible. To protect tools from condensation, spray insulation and a good ventilation system will be used. The building will be painted with quality, eco-friendly paint to protect it from rust. Terex, recycled plastic lumber, will be used for the decking and ramp. Narrow horizontal windows and light tunnels will be installed to provide natural light while ensuring structural integrity and providing security from break-ins. Site -Specific Requirements. The tool library building will be designed and constructed so individuals with disabilities can approach, enter and exit. This will include the public areas, staff office and portable toilet facility (for use by staff and volunteers only). The ramp from the paved walkway to the tool library deck will be ADA compliant. A portable handwashing station will be located in the covered area of the building. Water & Sewer. No additional water and sewer lines will be needed as a part of this project. In Closing. Additional eco-friendly elements will be added as budget allows. It is anticipated that building construction will begin in May 2018 and be complete by July 2018.
