Here is additional information for you to consider. · The proposed Stevenson Hotel and the Federal Way Family Center are farther than 1,000 feet apart. Using online mapping tools I measured it “as the crow flies” and as a human would walk between the space. Measuring “as a crow flies” I was able to find a corner of the sidewalk that could connect under 1,000 feet but the properties are substantively farther than 1,000 feet apart. The fastest walking path I could generate was .3 miles away and that did not respect private property boundaries. · The Federal Way Family Center offers many services to help people connect to shelter and housing. In the past, CCS has requested permission to operate severe weather shelter at this location and we were told by the City of Federal Way that we could not use the location for shelter. If that is no longer the case, and the City of Federal Way is determining that this location is a shelter – than we will assume this means we can operate severe weather shelter at this location. · Catholic Community Services is a faith-based nonprofit. The church owns the property of our Federal Way Family Center. We believe that as a religious institution, we have the ability to fulfill our mission by offering services to people in poverty. We request that the City of Federal Way respects the autonomy of faith-based organizations and does not intrude on the rights of the church to provide service. Hi Dan, Per our conversation, below are the definitions in the Federal Way Revised Code and RCWs. 19.05.050 E definitions. “Emergency housing and shelter” means any permanent structure that provides temporary shelter or accommodations for individuals or families who are currently homeless or at imminent risk of becoming homeless and may include day and warming centers that do not provide overnight accommodations. https://app.leg.wa.gov/RCW/default.aspx?cite=36.70A.030 (9) "Emergency housing" means temporary indoor accommodations for individuals or families who are homeless or at imminent risk of becoming homeless that is intended to address the basic health, food, clothing, and personal hygiene needs of individuals or families. Emergency housing may or may not require occupants to enter into a lease or an occupancy agreement. (10) "Emergency shelter" means a facility that provides a temporary shelter for individuals or families who are currently homeless. Emergency shelter may not require occupants to enter into a lease or an occupancy agreement. Emergency shelter facilities may include day and warming centers that do not provide overnight accommodations.
