Dear Colleen Harris:
City of Federal Way staff has reviewed your June 21, 2022, submittal of documents related to the Plant 2
Relocation Binding Site Plan (BSP) and Boundary Line Adjustment (BLA). City departments have provided
the following comments that will need to be addressed prior to preliminary approval of your application, or as
otherwise noted.
BLA and BSP drawings:
1. Add the City File No. to the title block, BLA File # 22-102750-SU and BSP File # 22-102751-SU.
2. The City approval block should be revised to “Deputy Public Works Director” and “Community
Development Director”.
3. For clarity of process and in order to avoid potential delays with King County upon recording, the
BLA drawing (File # 22-102750-SU) should be recorded first. The City will then issue a decision on
the BSP when the BLA recording has been finalized.
BLA drawing:
1. The ingress, egress and utility easement is missing from the revised legal description.
BSP drawing:
1. The original legal description on the BSP drawing should reflect the revised legal description from
the proposed BLA drawing, revise accordingly.
2. Survey Notes #2, should be revised, removed, and/or reference the recorded BLA.
3. Existing Conditions, Sheet 3 of 4, should reflect the lot layout of the proposed BLA with all internal
lot lines removed.

4. The BSP drawing must include a note for ‘Tract A’ that defines the purpose, the ownership, who
benefits and who is responsible for the maintenance, see example below.
Tract ___ is a private access Tract for ingress, egress, private drainage and utilities for the
benefit of the owners of lots ___, ___, ___, ___ and ___. Ownership of lots __, __, ___,
___ and ___ within this plat includes an equal and undivided ownership interest in Tract
____, and an equal and undivided responsibility for the maintenance of said Tract.

Please provide the additional information noted above. Revised or resubmitted plans shall be provided in the
same format and size. When you are ready to resubmit your drawings, please request your document upload
link using the following website: https://www.cityoffederalway.com/node/4588. The resubmittal should be
accompanied by a completed Resubmittal Form (enclosed).
Further corrections may be necessary as a result of submitting additional information. Please note, the
original plan review fee collected at submittal of your permit covers the initial review and one resubmittal.
The city charges applicants for any additional staff time necessary to complete each review following the first
