Recycling Storage Shed at City Hall, 700 South 333'd Street, Federal Way
Dear Ms. Brizendine:
The City of Federal Way's Community and Economic Development Department has completed a Process I
administrative land use review of your proposal to construct a 120 sq. ft. small barn -style storage shed,
approximately I O'xl2'xl F at the above -referenced location. The proposed shed will be constructed inside a gated
area in the north parking lot of City Hall: Construction designwillutilize standard specification, will not require
utility services, and will take advantage of natural light by use of one fixed window and a sky -light. Walls, trim,
and roof will be painted consistent with the existing building located to the west across the parking lot. The
Process I land use application submitted on March 8, 2012, is hereby approved. There is no further requirement
for a building permit, provided the shed is less than 200 square feet in size.
The subject site is zoned Office Park (OP); pursuant to Federal Way Revised Code (FWRC) 19.235.080
"Government Facility," accessory uses are permitted. Accessory uses such as sheds are considered minor
structures and the Director, under FWRC 19.265.010, has determined these structures will not significantly impact
adjacent properties. The proposed addition does not exceed any of the thresholds set forth in F)NRC 19.15.030,
"Process 1 review." Design meets height and setback requirements for zoning, and the location is far enough from
the street and contains adequate screening from existing enclosed fence and the surrounding landscaping.
The effective date of this decision is March 17, 2012, or three days from the date of this letter. Pursuant to FWRC
19.55.050, any person who received notice of the administrative decision may appeal the decision to the Federal
Way Hearing Examiner by March 31, 2012 (14 calendar days). The appeal must be in the form of a letter
delivered to the Community and Economic Development Department with the established fee. The appeal letter
must contain clear reference to the matter being appealed and a statement of the alleged errors in the Director's
decision, including the identification of specific findings and conclusions made by the Director disputed by the
person filing.
As you are the only party of record, you may waive the appeal period by submitting a letter in writing to this
effect to the City. Waiver of the appeal period does not affect the effective date of this decision. This decision
shall not waive compliance with future City of Federal Way codes, policies and standards relating to this
development.

Project Description: The City of Federal Way Public Works Department proposes
construction of a small barn -style storage shed, with dimension approximately 10' wide, 12'
long and 11' high. The shed will be painted using the same colors as the evidence building
located to the west across the parking lot: beige walls with tan trim. The roof will use green
composite shingles to somewhat match the green roofing of the evidence building. The
proposed barn -style roof will maximize interior storage space while still allowing adequate
rainfall run off and minimizing any potential snow loading.
Utility Service & Visual Impacts: As the accompanying graphic shows, there will be one fixed
2'x 3' window placed on the north side of the shed. A 2' x 4' sky -light will also be situated on
the north upper roof line of the shed. As there will be no utilities servicing this shed, this will
afford natural lighting and take advantage of existing nearby pole lights. Placing the window on
the north side will make it less susceptible to vandalism, and leaving the south wall and roof
line blank will reduce visual distraction when viewing the shed from the south (the most visually
predominant direction).
General Construction Remarks: This shed will be built inside a gated area in the north
parking lot of City Hall. It will be far enough away from the street and right-of-way so it blends
harmoniously with the surroundings. The shed will be built upon cinder block pavers atop the
existing pavement to allow air flow, reducing the likelihood of water damage to subflooring,
thereby enhancing durability and making the shed more structurally stable. The shed design
incorporates standardized construction elements including an initial five-year warranty covering
material or workmanship, and it will be built to standard specification levels, thereby exceeding
the classification of shed retailers' lower -priced 'economy' generic product lines.
Summary and Purpose: The proposed shed will provide on -site storage for litter control and
recycling equipment as well as supplies regularly used at community events. The Department
currently rents an off -site storage unit paid for via grant funds to store this material, but an on -
site shed will save time and money in the near -term and beyond. This project is an example of
frugal innovation, allowing government services to be provided more efficiently.
