The multi -family apartment complexes and property are owned by Silver Shadow Real Estate H and they have requested maintenance of trees onsite by A Plus Tree, Inc. Your proposed scope of work includes removing 11 trees of varying species interspersed around the 5.46-acre property (zoned RM 2400), all within close proximity to apartment homes and community roadways. DECISION The requested removal of 11 identified trees, equaling 14.5 tree units, at 27606 Pacific Highway South, Federal Way, 98003 (parcel 720480-0186), is hereby approved subject to conditions. CONDITIONS Equivalent tree units will be replanted onsite to meet prior site conditions before 14.5 tree units are removed from hazardous locations around site. Vegetation Maintenance Plan The following plan was submitted by you, an International Society of Arboriculture (ISA) Certified Arborist: 1. One white pine (<12" d.b.h.) structural damage threat and recommended to be removed. 2. One Western red cedar (6" d.b.h.) overhanging recreation area and recommended to be removed. 3. One Alaskan weeping cedar (14" d.b.h.) structural damage threat and recommended to be removed. 4. Three Western hemlocks (4", 4", & 6" d.b.h.) dying and recommended to be removed. 5. One Douglas fir (8" d.b.h) dying and recommended to be removed. 6. One Douglas fir (8" d.b.h.) structural damage threat and recommended to be removed. 7. One blue spruce (4" d.b.h) structural damage threat and recommended to be removed. 8. One Western red cedar (7" d.b.h.) dying and recommended to be removed. 9. Tree Removal Request Analysis Following review of the tree and vegetation retention policy staff finds your proposal is exempt from permitting requirements and you may proceed with your vegetation maintenance plan as proposed. The remainder of this letter provides analysis of applicable portions of the Federal Way Revised Code (FWRC). .fl)liaability — FWRC 19.120.020 states no person shall remove any trees on a site without first obtaining approval of a tree retention plan by the director; except for those activities that are exempt as described in FWRC 19.120.030. Removal of Dead, Dying, Or Diseased Trees — FWRC 19.120.030(12) exempts the removal of overhanging vegetation and fire hazards, or removal of invasive species, hazard trees, nuisance vegetation, or dead, dangerous, or diseased trees when authorized by the director or his/her designee. Pursuant to FWRC Table 19.120.130(1): Minimum Tree Density Requirements for Vacant or Redeveloping Sites Land Use Designation Required Tree Unit Density RM 1800, RIM 2400, RMT 3600 30 tree units/acre • The applicant proposes removing 11 trees. Based upon the trunk sizes, this would reduce the property's tree density by 14.5 units. 0 Trees proposed to be removed are not located within any critical areas. • Trees proposed to be removed do not have a detrimental impact on the perimeter landscaping areas. CLOSING Be advised that this exemption is applicable to the maintenance proposed in the August 19, 2019, submittal to the city and any expanded scope of work should be verified for exemption status. Management requested the items on this report to be removed: the property was walked and the 11 trees on this report were inspected. Most of them were viewed as being completely dead, close to death, or impacting nearby structures/foundation, and have been recommended for removal. 1 Douglas -fir was requested for removal for a trash -compactor expansion project. The recommended removals are interspersed around the 5.46 acre property, all within close proximity to critical targets such as apartment homes and community roadways. This property is an older community, built in 1989 and at present does not appear to have the required existing calculated amount of tree units. It was described by the City of Federal Way employee Becky Chapin that due to the age of this community (and the possibility that it was constructed prior to tree unit requirements came into place) that replantings could be 1 for 1 if removal of these trees is permitted. Assignment (and any A Plus was requested to assess trees selected by management at Silver Shadow and limiting factors) provide a report regarding recommendation for structural and safety concerns to distinguish which trees posed the highest risk. Management intends to reduce the risk of tree failure and structural damage on site by acquiring arborist services for removal of these trees. No limiting factors were experienced at the time of assessment. Observations Upon inspection of the site, 11 trees were requested by management to be removed. The majority of these trees were deemed as dead, dying, or growing too close to structures and likely to cause structural/foundational damage., posing significant consequences. 1) 1 12" white pine growing in a spot of limited soil volume, and far too close to the adjacent building. If retained, this tree is expected to cause significant structural/ foundational damage to the building, if not already. 2) 1 6" mostly -dead Western redcedar growing in front of a fence and near a playground area. 3) 1 14" Alaskan weeping cedar with large invasive structural roots descending below the adjacent buildings foudation. The roots from this tree are expected to cause significant foundation damage if retained. 4) 3 dead Western hemlocks (4",4" and 6"). 5) 1 dead Douglas -fir 8" located by a parking area. 6) 1 Douglas -fir 8" that was requested for removal by management for a repaving/ trash compactor replacement project; located by parking areas. 7) 1 blue spruce 4" growing in an inappropriate location. This tree was planted far too close to the building and is expected to become a hazard to the building's integrity if retained. 8) 1 7" mostly dead Western redcedar located in a playground area. 9) 1 10" sweetgum. This tree is causing hardscape damage and lifting the sidewalks in the immediate area creating a tripping hazard. Additionally, the invasive roots of this tree are heading toward and under the leasing office foundation. If retained, this tree is expected to continue to cause similar damage. Testing and Analysis No soil assessment or advanced testing procedures were conducted. Discussion While the conditions of some of these trees are fair, they are growing in inappropriate locations and expected to cause significant structural/foundational damage if retained. Several of the trees are dead and should be removed to similarly remove the associated risk. Recommendation Following the site visit to Silver Shadow, it is recommended that the aforementioned trees be removed.
