Task Scope: The Federal Way Hearing Examiner granted conditional approval to the proposed
beach nourishment and shoreline buffer restoration associated with construction
of a 45-foot bulkhead, soft shore armoring, and replacement beach access stair
along with removal of the damaged portion of the existing beach access stair, and
shoreline restoration in the form of removal of a dilapidated barge, bulkhead, and

additional debris. The approved mitigation plan provides for two years of
monitoring of the beach nourishment measures, and three years of the shoreline
buffer restoration. Please provide the following:
1) The cost to inspect those areas of shoreline restoration and shoreline buffer
restoration following removal of dilapidated barge, bulkhead, and other
debris, and restoration to ensure that these improvements comply with
approved plans as well as the requirements of the FWRC, the Process IV
Hearing Examiner approval and the conditions of the HPA in association
with Chapter 7 of the Habitat Mitigation and Protection Plan and
construction plan sheets Al and Al.1.
2) The cost to conduct two (2) years of peer review monitoring for the beach
nourishment and three (3) years of peer review monitoring for the
vegetation restoration work. Tasks include: (a) review required reports
prepared by the applicant's environmental consultant; (b) conduct site
inspections as necessary to review the site conditions relative to the
monitoring reports prepared by the applicant's environmental consultant;
(c) prepare correspondence to the city regarding review of the monitoring
reports prepared by the applicant's environmental consultant, including
findings of your inspections and the status of the beach nourishment and
restoration; and (d) provide additional written correspondence to the city as
necessary depending on observed conditions.
Task Schedule: Provide task cost estimate by July 14, 2014.
Task Cost: Not to exceed $10,825.00 without a prior written amendment to this Task
Authorization. (The total task amount to be filled in by planner after the
consultant returns this form with the total work estimate and said estimate has
been approved by the Project Planner.)

Dear Mr. Ripple:
The city's environmental consultant, Landau Associates, has provided the -enclosed cost estimate for three
(3) years of peer monitoring of the work within the shoreline buffer area as required by the Federal Way
Hearing Examiner.
The normal course of action is for the city to set up an account to be funded by the applicant and drawn
down by the work performed by Landau Associates. If the money is not used, it will be returned to the
applicant.
At this point, please review the proposed July 18, 2014, Landau Associates cost estimate. If you agree
with the cost estimate, a check in the amount of $10,825.00, payable to the City of Federal Way, must be
submitted before the construction permit can be issued.

Dear Ms. Shull:
This proposal provides a suggested scope and budget to provide third party review services to the
City of Federal Way (City) for the above -referenced project. This proposal is in response to your request
dated July 3, 2014 and is based on a brief review of the information provided with your request and our
experience on similar projects.
BACKGROUND
The Federal Way Hearing Examiner granted conditional approval to proposed beach nourishment
and shoreline buffer restoration associated with construction of a 45-foot bulkhead, soft shore armoring,
and replacement beach access stair, along with removal of the damaged portion of the existing beach
access stair and shoreline restoration in the form of removal of a dilapidated barge, bulkhead, and
additional debris for the above -referenced project. The approved mitigation plan provides for two years
of monitoring of the beach nourishment measures and three years of monitoring of the shoreline buffer
restoration. The City is requesting support for peer review of site conditions following project
construction and of monitoring reports associated with beach nourishment and vegetation restoration
work.
SCOPE OF SERVICES
Landau Associates will provide the following specific services:
• Inspect those areas of shoreline restoration and shoreline buffer restoration following removal
of dilapidated barge, bulkhead and other debris, and restoration to ensure that these
improvements comply with approved plans as well as the requirements of the Federal Way

Our budget includes time for preparation of peer review summary/comments in memorandum
format. If there are deficiencies in the applicant's submittal and the applicant needs to respond to the
identified issues, additional budget will be required to review the applicant's response. If there are no
deficiencies identified in the original submittal, then the supplemental review will be unnecessary.
ASSUMPTIONS
■ Site inspections will be completed in each year of peer review.
Photographs of existing conditions (prior to project improvements) will be provided to
Landau Associates.
• As -built plans will be provided to Landau Associates that identify areas of planting and
schedule of species and quantities of plants installed.
• Monitoring reports will include summary of methods used to evaluate vegetation survival and
beach nourishment.
ESTIMATED FEE
We provide our services on a time -and -expenses basis in accordance with our existing
professional services agreement with the City for Third Parry Wetland/Stream Review and Evaluation
(signed August 1, 2013). The estimated fee for the scope of services is $10,825, and summary per year of
monitoring is provided below.

It is possible that the level of effort actually required to complete a specific scope item will differ
from that currently being assumed in each year of peer review, and we may need to reallocate authorized
budget amounts between the various years or request additional budget as required to meet the needs of
the project. If project requirements change or unforeseen conditions are encountered that require services
beyond the scope outlined above, we will bring these to your attention and seek approval for modification
to the scope of services and budget, as appropriate. We will not exceed the total estimated fee for our
services without prior authorization from the City. If the above scope, schedule, and budget are
acceptable, please provide us with written authorization.
