TRIP GENERATION AND DISTRIBUTION
A vehicle trip is defined as a single or one direction vehicle movement with either the
origin or destination (exiting or entering) inside the study site. These trip generation values
account for all site trips made by all vehicles for all purposes, including commuter, visitor,
customer, and service and delivery vehicle trips.
Table 4 shows the vehicular trips during an average weekday, the AM peak hour, PM
peak hour and the Saturday midday peak hour of adjacent street traffic for the proposal.
The trip generation is calculated using the average trip rates in the Institute of
Transportation Enginaers (ITE) Tft Generation, Seventh Edition, 2003 for the Shopping
Center - land use code 820.
The shopping Center land use was selected since it reflects the characteristics of the
proposal, it is one of the most intensely studied land uses in ITE with over 400 studies for
PM peak hour rates, it is not necessary to deduct internal site trips since they are already
accounted for in the shopping Center trip rate, the PM peak hour trip rate for a free standing
discount superstore with a full service grocery land use code 813 (i.e. Wal Mart) is 3.87 trips
per 1000 sq. ft. which is comparable to the 3.75 trips for 1000 sq, ft, for a Shopping Center
and its use was suggested by Federal Way staff at the pre -application meeting.
As stated in ITE Trio Generation Repo for land use code 820, "Many shopping
centers.... include outparcels (peripheral buildings or pads located on the perimeter of the
center adjacent to streets and major access points). These building are typically drive-in
banks, retail stores, restaurants or small office buildings."
A reduction in site -generated trips was applied to account for pass -by trips. A pass -by
trip is an existing trip on an adjacent street that is passing by the site, stops at the site and
then resumes the trip. Retail and commercial land uses generally have the highest
percentage of pass -by trips. Chapter 5 of the ITE Trip Generation Handbook_ was used to
estimate the percentage of pass -by trips.
No reduction in site -generated trips was taken for internal or captured trips since this
is accounted for in the trip rates for the Shopping Center land use
No reduction for diverted linked trips was taken.

Scope of Services
Exhibit "A"
The City of Federal Way is requesting an estimate for traffic data collection. The scope of work
entails collecting Average Daily Traffic count (ADT), Weekday and Weekend (Saturday and
Sunday) Peak Hour turning movement counts including pedestrian at the following locations.
Please see Table I, II and II for count locations.
ADT count must be for four days period and must include Saturday and Sunday. Three Weekday
peaks period (AM, Mid -Day and PM) and Two Weekend peaks period (Mid -Day and PM peak)
counts must be provided. Weekday Peak hour count must be performed between 6:00 AM to
7:00 PM and 11:00 AM to 7:00 PM for the Weekend. ADT count must be performed prior to
conducting the Weekend Peak Hour count. The duration of the Weekend count will be based on
the peak period from the ADT count and should not be less than 2 hours per peak period.
