Dear Ms. Trivitt:
The Community Development Department has reviewed your Use Process I Master Land Use
Application for a proposed storage container at Sacajawea Park.The application was determined
complete on May 22, 2018, and is hereby approved per the following findings of fact and conclusions of
law. This decision is not an authorization to proceed with installing the improvement(s).
FINDINGS
1. The subject property is zoned Single Family Residential (RS9.6). Pursuant to Federal Way
Revised Code(FWRC) 19.200.160, public parks are a permitted use in this zone.
2. According to FWRC 19.125.180, outdoor storage containers for permanent accessory storage are
allowed in the RS zone only in conjunction with institutional or quasi-public uses. As proposed
the container will be used for Sacajawea Middle School purposes.
3. The applicant proposes to install one eight-foot by 40-foot storage container for track and football
storage next to an existing storage container near the sports field at Sacajawea Park.
4. The setbacks are determined on a case-by-case basis.The applicant has obtained approval by
Parks Director John Hutton, for the location of the proposed storage container.
5. The storage container will be painted green to match the existing container and blend in with the
surrounding vegetation.
6. Replacement landscaping is proposed to screen the container, based on approval by the Parks
Director.
CONCLUSIONS
Various sections of the zoning and development code indicate that certain developments, activities,or
uses are permitted only if approved using Process I—Director's Approval. Based on the findings above,
the proposed improvements to the developed site meet the Process I approval criteria and land use review
thresholds of Federal Way Revised Code(FWRC) 19.125.180 and 19.55.020:
1. The proposed improvements are consistent with applicable chapters of FWRC Title 19 including,
but not limited to: Article IV. Outdoor Activities and Storage; Chapter 19.55 Process I—
Director's Approval; and FWRC Zone Use Chart 19.200.160, public parks in the RS zone.
2. The proposal is a minor improvement, modification, or addition to a site that is exempt from State
Environmental Policy Act(SEPA)review.
3. The health, safety, and welfare of the citizens of the city are preserved.

BUILDING PERMIT ISSUANCE REQUIRED
Prior to any site work or placement of the storage container,the applicant must obtain building permit
approval. Please contact the permit center at 253-835-2607,or permitcenter@cityoffederalway.com, if you
have any questions regarding the building permit application process.
APPEALS
The effective date of this decision is June 9,2018,or three days from the date of this letter. Pursuant to
FWRC 19.55.150,any person who received notice of the administrative decision may appeal this decision
to the Federal Way Hearing Examiner by June 25,2018. Any appeal must be in the form of a letter
delivered to the Department of Community Development with the established fee. The appeal letter must
contain a clear reference to the matter being appealed and a statement of the alleged errors in the
Director's decision, including the identification of specific findings and conclusions made by the Director
disputed by the person filing.
In that you are the only party of record,you may waive your right to appeal, if desired, by submitting a
letter to this effect to the City of Federal Way, Department of Community Development. Waiver of the
right to appeal does not affect the effective date of this decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies,and
standards relating to this development.This Process I approval is valid for one year from the effective
date of this decision. If no further action is taken within one year,this decision will expire.

We would like to add a storage (cargo) container to the southeast corner of the track at
Sacajawea City Park. We have already gotten John Hutton's blessing (see attached email). The
storage container will meet the design criteria listed in FWRC 19.125.180(3) in the following
ways:
a) The container will be situated parallel to the current storage container owned by the soccer club. This
container is hidden from the street by a hill and foliage.We will plant plants to shield it from view from
the track and field. There isn't a principal building at the park.
b) It will be next to, not on top of the current storage container.
c) It will not be refrigerated. It will only be used for storage.
d) We are asking for a green storage container to match vegetation around it. If it is necessary,we will
paint the container green.
e) We will not stack loose material on or near the container.
f) We will get approval from John Hutton for the type of plant we use to screen the container.
g) John Hutton has already given us his blessing to add this second container. Please see attached
email.

Thank you for your patience on this issue. Our Deputy Director Steve Ikerd went over there today to look at the area
ourselves. We would approve you putting a unit right next to the existing unit with the following conditions.
1. The site needs to be cleared and leveled and a base of rock put down
2. The existing screening vegetation (most of which is dead) needs to be removed and new screening material that
we will spec for you installed by you
3. The new unit must be delivered without driving on the track and any damage done to the grass, park,trees or
path must be repaired by FWSD
