The City has reviewed your third request for right-of-way modifications, dated November 22, 2019,
associated with the Costco Gas Station Expansion. Because future development of Sound Transit and
other properties in the area may necessitate an additional travel lane, the City cannot remove the Tract X
set -aside requirement. The four -foot right-of-way dedication that was offered would be accepted if the
applicant wishes to do so to place existing pedestrian and public transportation infrastructure fully within
City right-of-way. The remaining eight feet would then be set aside as a Tract X.
The driveway reconstruction and associated ADA requirements are currently being reviewed and will be
worked through during plan review. Staff does not anticipate that any further modification will be
necessary.

1. Dedicate 12 feet of right-of-way on Enchanted Parkway S frontage
After review of the site plan submitted on August 6, 2019, staff concurs that the 12' dedication will
not be required. However, a Tract X agreement between the applicant and the City shall be
recorded as a condition of building permit approval. This agreement will commit the applicant to
dedicating the 12' width of right-of-way at such time as the City deems it necessary for future
frontage improvements.
Response: We request the removal of a conditional requirement to enter into a Tract X agreement
to commit to dedicating a 12-foot width of right-of-way. As discussed in our Response to Conditions
of Approval letter dated August 1, 2019, the current project does not include or require any
improvements to the Enchanted Parkway right-of-way and a future 12-foot dedication would impact

the property by creating a non -conforming situation for an existing use. Additionally, a 12-foot
dedication would result in locating existing property infrastructure, including a retaining wall
necessary to support the fuel facility, within the City right-of-way. Entering into a Tract X agreement
would unnecessarily burden the Costco property due to the uncertain future development status of
the property, and require the property owner to assume liability without being able to fully utilize the
land.
Based on the circumstances impacting the Enchanted Parkway frontage of the Costco property, a
4-foot dedication of the right-of-way as shown in the enclosed Site Plan dated November 19, 2019
is a more appropriate solution. A 4-foot dedication would bring the right-of-way line up to the foot
of the rock retaining wall, leaving existing private infrastructure out of the right-of-way and
preventing a future non -conforming situation for an existing use. Additionally, existing pedestrian
and public transportation infrastructure currently located within Costco's property, would be
relocated back to within the City owned right-of-way.
2. Dedicate 5 feet of right-of-way on S 352nd Street
After review of the site plan submitted on August 6, 2019, staff concurs that the 5' dedication will
not be required.
Response: Acknowledged.
3. Meet all current ADA standards within the public right-of-way.
This condition is typical for development proposals that are subject to the frontage improvement
requirements outlined in Section 19.135.030 and is not waived. Specific locations will be assessed
during building permit review.
Response: Ramps at the intersection of Enchanted Parkway and South 352nd Street were
updated earlier this year to current ADA standards. Modifications to the westernmost driveway at
S 352nd Street will comply with current ADA standards.
4. Reconstruct the existing westernmost driveway on S 352 Street to reduce on -street queuing
and provide safer entry from the westbound left -turn lane on S 352" St.
Response: The western -most driveway along South 352nd Street will be modified to provide an
on -site 148-foot left -turn lane for fuel facility bound traffic, and a 148-foot through lane for traffic
accessing the overall site. This modification will include the relocation of existing parking lot
planters, and a removal of two (2) parking stalls resulting in a total of 691 parking stalls for the
Costco property, which continues to comply with the minimum parking requirement of 521 stalls.

1) Provide a plan clearly depicting accurate locations of existing fuel island dispensers,
underground storage tanks, walls, and parking so that staff can fully evaluate the need for
the right-of-way dedications on Enchanted Parkway S and S 352`d St versus impact on the
site.
Response: The enclosed site plan shows the project, which includes the current fuel facility
with an additional row of dispensers into the queue along with the relocated controller
enclosure, existing vent stacks and vapor recovery unit, underground storage tank field, and
adjacent parking. The amended right-of-way boundaries, as described in the conditions of
approval, are shown on the site plan and demonstrate that the proposed dedications would
impact existing equipment on Costco's property and result in several nonconforming
situations, limiting modifications to the fuel facility that are intended to improve the
performance of the use on site, as discussed in more detail below.
2) Dedicate up to 12 feet of right of -way on Enchanted Parkway S frontage and up to 5 feet on
S 352`d Street frontage as directed by staff, based on staff evaluation.
Response: We request this condition be removed because the project does not include or
require any improvements to the Enchanted Parkway or South 352nd Street frontages.
Additionally, the dedications along these frontages would impact the feasibility of the fuel
facility expansion and result in a non -conforming situation for the overall site. Specifically, a

Due to existing site constraints, there are very few options to relocate the controller enclosure
without requiring additional site improvements that are not currently included in the project
scope, including a loss of parking and possibly relocating existing equipment associated with
the operation of the fuel facility. Dedicating five (5) feet of frontage along South 352nd Street
would entirely eliminate the required perimeter landscaping along the parking lot area; the
site would no longer meet the minimum 5-foot landscape buffer requirement for parking areas
adjacent to rights -of -way described in FWMC Section 19.125.060(9)(a), resulting in a non-
conforming situation. As demonstrated above, the dedication of a right-of-way along these
two frontages would have significant impacts on the project and Costco's property and are
not required as a result of the project.
3) Meet all current ADA standards within the public right-of-way. This may require reconstruction
of existing ramps, driveways, etc.
Response: We request this condition be removed because the project scope does not
include any improvements within the public right-of-way or associated pedestrian
infrastructure. Additionally, WSDOT recently completed upgrades to the ADA ramp at the
intersection of South 352nd Street and Enchanted Parkway.
4) Reconstruct the existing westernmost driveway on S 352d Street to reduce on -street queuing
and provide safer entry from the westbound left -turn lane of S 352`d St. This may include
adding a 25' radius and turn lane into the fueling site.
Response: We request this condition be removed from the right-of-way waiver
determination. Modifications to improve the capacity and internal circulation of the
westernmost driveway access to South 352nd street are not required public improvements
of W , subject to Section 19.135.030 of the Federal Way Revised Code. Additionally, the driveway
4 design and circulation impact is being evaluated as part of the Permit No. 19-101782-00-UP
review for the fuel expansion project.

The Public Works Department has reviewed the Right -of -Way Modification Request dated May 13, 2019.
Based on Federal Way Revised Code (FWRC) and the direction provided by the City Council, and the
information provided, the following decision was made.
Enchanted Parkway S
Enchanted Parkway S is planned as an arterial street meeting City of Federal Way cross section 3-2A. The
existing half -street improvements consist of 38-45 feet of travel way, 6-8 foot wide landscape strips, and 6-8
foot wide sidewalks within 50 feet of right-of-way. To provide the full cross section, the applicant would be
required to dedicate 12 feet of right of way, construct a 6' wide median, and replace existing curb, gutter,
planter strip, and sidewalk along 428 feet of frontage. Streetlights, high power transmission lines, and an
existing 5- to 8-foot high retaining wall will need to be relocated.
The request to waive improvements on Enchanted Parkway S is approved based on FWRC 19.135.070, (1)
and (2):
1) The improvement as required would not be harmonious with existing street improvements, would not
function properly or safely or would not be advantageous to the neighborhood or city as a whole.
2) Unusual topographic or physical conditions preclude the construction of the improvements as
required.
These code sections apply because a safe, harmonious alignment of the ultimate cross section with the property
to the north cannot be achieved. The Olive Garden building located immediately north of the site lies within
the necessary right of way dedication and obstructs future right of way improvements. Along the property
frontage, the existing high power transmission lines and existing rockery create unusual physical conditions
that preclude construction of the improvements as required.

S 352nd Street
S 352nd Street is planned as a collector street meeting City of Federal Way cross section 3-2M. Existing half -
street improvements consist of 30 feet of paved travel way, transitioning down to 20 feet, 4-foot planter strip,
and six-foot sidewalk. To complete the full cross section, the applicant would be required to dedicate 5 feet of
right of way, replace existing sidewalk and install planter strip along the 445 foot frontage.
The request to waive improvements on S 352nd Street is approved based on FWRC 19.135.070 (1): "The
improvement as required would not be harmonious with existing street improvements, would not function
properly or safely or would not be advantageous to the neighborhood or city as a whole." Since there will be
no further extension of this cul-de-sac and abutting properties are fully developed, staff believes that the
improvements would not be advantageous to the neighborhood or to the city as a whole.

Request:
The applicant wishes to have all frontage improvements on Enchanted Parkway S and on S 352na
Street waived, citing Federal Way Revised Code (FWRC) 19.135.030 and 19.135.070, reasons 1)
and 2) as justification.
Staff Analysis:
The attached Right of Way Modification Request from Barghausen assumes that frontage
improvements are required due to the value of the proposed site improvements. Consistent with
previous City decisions, the combined value of the existing fueling facility and the building (the
entire subject site) should be considered to determine whether the project meets the 25%
threshold to require frontage improvements. The applicant has compared the value of the
existing fuel facility to the value of the proposed facility without providing its value. Staff
questions the validity of the King County assessed values, which for the existing fuel facility was
$400,000.00 in 2014 and is now $0. King County has also assessed the main Costco building at
$1,163,200.00, about a quarter of its 2014 assessed value. Because both the methodology and
the values are in question, staff suggests that an appraisal be submitted to verify the actual value
of the existing Costco building, existing fuel facility, and the value of the improvements so that
an accurate comparison can be made.
The request also states that under FWRC 19.135.030, public improvements should not be
required because the project will not have an impact on the transportation system LOS, and
therefore are not commensurate with the impacts of the development. Staff disputes this
assertion based on the Trip Generation and Queueing Summary (Kittelson & Associates,
01/15/2019), which predicts an increase of 54 weekday PM peak hour trips. These additional
trips are impactful to this area.
Assuming a Right -of -Way Modification Request is warranted by this project, the following
analysis and recommendations are provided:

Enchanted Parkway S is planned as a Type "A" street (see attached detail). To provide the full
cross section, the applicant would be required to dedicate 12 feet of right of way, construct a 6'
wide median, and replace existing curb, gutter, planter strip, and sidewalk along 428 feet of

Since there will be no further extension of this cul-de-sac and abutting properties are fully
developed, staff believes that the improvements would not be advantageous to the neighborhood
or to the city as a whole.
Requirements / Conditions of Approval
1) Provide a plan depicting accurate locations of existing fuel island dispensers,
underground storage tanks, walls, and parking so that staff can evaluate the need for the
right-of-way dedications on Enchanted Parkway S and S 352nd St versus impact on the
site.
2) Dedicate up to 12 feet of right-of-way on Enchanted Parkway S frontage and up to 5 feet
on S 352nd Street frontage as directed by staff, based on staff evaluation.
3) Meet all current ADA standards within the public right-of-way. This may require
reconstruction of existing ramps, driveways, etc.
4) Reconstruct the existing westernmost driveway on S 352nd Street to reduce on -street
queuing and provide safer entry from the westbound left -turn lane of S 352nd St. This
may include adding a 25' radius and turn lane into the fueling site.

Right -of -Way Improvement Waiver:
Section 19.135.030 of the Federal Way Revised Code (FWRC) requires public improvements for
projects that modify an existing development, as described below:
(a) The applicant need not comply with the provisions of this chapter if the proposed
improvements in any 12-month period do not exceed 25 percent of the assessed or
appraised value... of all structures and land combined on the subject property, whichever
is greater, except that if the subject property is equal to or greater than 100,000 square
feet in size, the land value shall not be included in the value used to determine the 25
percent. If the 25 percent threshold is exceeded, public improvements will be required
under FWRC 19.135.040 to the extent they are commensurate with the impacts of the
development as determined by the director.

Response: The project triggers the requirement to include public improvements as part of
the project scope, because the fuel facility expansion exceeds 25 percent of the King County
Assessor's current assessed value of $0 for the existing facility structure. The required public
right-of-way improvements must be commensurate with the im acts of the development, as
determined by the director. The applicable public right-of-way improvements are determined
based on the development standards contained in FWRC 19.135.200 through 19.135.250, as
well as the objectives of the comprehensive plan, and are detailed further in the waiver
request description below. The intent of these improvements is to support the goals of the
Federal Way Comprehensive Plan (FWCP), specifically those discussed in Chapter 3 —
Transportation. Goal 1 of the Transportation chapter is to Maintain mobility though a safe,
balanced, and integrated transportation system" and includes policy - TP1.2, which is to
develop a transportation system that achieves defined level of service (LOS) metrics for
pedestrian, bicycle, and transit priority areas. Therefore, any required public right-of-way
improvements should be commensurate with the impact the project will have on the level of
service of the transportation system surrounding the project site.
The intent of the project is to facilitate on -site circulation and improve the existing
membership experience at the fuel facility. The enclosed Kittelson & Associates, Inc. Trip
Generation and Queueing Summary dated January 15, 2019 determines that the project is
anticipated to result in a negligible increase of new trips to the site and contain queues within
the designated area. This negligible increase of vehicle trips and circulation will not decrease
the safety, mobility or accessibility to the overall Costco site, which will remain consistent with
the goal as stated in the FWCP. Further the project does not make any physical
modifications to the street, pedestrian, bike or transportation infrastructure surrounding the
site. As a result, the project will not have any impact on the transportation system LOS
described within the FWCP and does not generate a nexus to require right-of-way
improvements. Additionally, the estimated cost of the public right-of-way improvements
described is approximately $1,200,000 and requires a dedication of property and reduced on -
site parking, which is a disproportionate cost compared to impact to the right-of-way LOS.
Based on the findings above, the right-of-way improvements described below are not
commensurate with the anticipated impact of the project and supports our request that the
Director may waive the requirements FWRC Section 19.135.030.
Per FWRC 19.135.070, Modifications, deferments and waivers, the public works director may
modify, defer or waive the requirements of this chapter only after consideration of a written
request for the following reasons:
1. The improvement as required would not be harmonious with existing street improvements,
would not function properly or safely or would not be advantageous to the neighborhood or
City as a whole.
Response: Modifications to the existing frontage improvements will result in inconsistent
street and right-of-way alignments along both street frontages, which cannot be made
harmonious with adjacent connecting street improvements and will not be advantageous to
the neighborhood or City as a whole as describe by the responses:
Enchanted Parkway South (SR 161):
Comprehensive Plan:
Per City of Federal Way Comprehensive Plan, Enchanted Parkway is listed as a Type "C"
streetscape, which includes a 72-foot paved street section consisting of five (5) traffic lanes

with a 6-foot median and two (2) bicycle lanes with curb and gutter, as well as a 6-foot
planter strips with street trees, 8-foot sidewalks, and 3-foot utility strips with streetlights on
each side of the street, all of which are contained within a 106-foot right-of-way (53-foot half -
street right-of-way).
Existing Conditions:
Based on the Boundary and Topographic Survey prepared by Barghausen Consulting
Engineers, Inc. dated March 18, 2019, the fuel facility's parcel frontage is approximately 428
feet and the current half -street right-of-way width is 50 feet. The existing streetscape consists
of street with curb and gutter varying in width from approximately 38 to 45 feet, sidewalk
varying in width from approximately 6.5 to 8 feet and landscape strip varying in width from
approximately 0 to 5 feet starting at the Pierce County Transit (PCT) Bus pullout. High power
transmission lines and overhead power lines run in the landscape strip between the back of
the sidewalk and the approximately 5 to 8 foot high rockery retaining wall.
Modifications:
Updating the existing streetscape to Type "C" streetscape standards would require: 1) eleven
(11) feet of dedication; 2) relocation of the existing 5 to 8 foot retaining wall which supports
the fuel facility and parking area; 3) relocation of high power transmission and overhead
power lines; 4) loss of on -site parking; 5) removal of one (1) island of fuel dispensers with
associated canopy modifications; (6) relocation of existing underground storage tanks; 7)
relocation of existing bus stop; and 8) replacement of existing curb, gutter, sidewalk, and
landscaping along street frontage.
Response:
The Enchanted Parkway half -street cross-section line along the Costco property is located to
the western edge of the existing left turn -lane. Additionally, the western side of Enchanted
Parkway is fully improved in accordance with the cross-section "C" design standards.
Therefore, to fully implement the cross-section "C" design standards would require the
remaining elements, which include a 6-foot median strip with landscaping, a 1-foot lane
widening and modification to existing landscaping to provide a 6-foot tree planter strip along
the street frontage, to be installed within the half -street section fronting Costco's property.
Due to the spatial constraints of the existing rock retaining wall, bus stop, and the high power
transmission lines, it is not possible to install the required right-of-way improvements in a way
that is harmonious and would safely integrate with existing conditions. Specifically, the
median strip would only exist along Costco's property, and would create misalignments with
the Enchanted Parkway street sections to both the north and south of the site. These
misalignments along with the presence of a sudden planted median strip would cause a
potential safety issue for vehicles needing to make a sudden directional change to maneuver
around the median planter. To accommodate the improvements, the existing rock retaining
wall, overhead power poles and pedestrian infrastructure would also need to be relocated,
significantly changing the alignment the street frontage, disrupting the current harmonious
appearance.
As discussed above, the anticipated impact of the fuel facility expansion does not create a
nexus to require these frontage improvements, which would also result in a disproportional
cost to the project. Therefore, based on the safety and alignment issues that these
improvements would create, along with the disproportionate cost and absence of a clear
nexus, these improvements would not be advantageous to the neighborhood.

South 352nd Street:
Comprehensive Plan:
Per City of Federal Way Comprehensive Plan, South 352nd Street is listed as a Type "M"
streetscape, which includes 36 feet of paved street section consisting of three (3) traffic lanes
with curb and gutter, as well as 6-foot planter strips with street trees, 8-foot sidewalks and 3-
foot utility strips with streetlights on each side of the street, all within a 70-foot right-of-way
(35-foot half -street right of way).
Existing Conditions:
Based on the Boundary and Topographic Survey prepared by Barghausen Consulting
Engineers, Inc. dated March 18, 2019, the fuel facility's parcel frontage on South 352nd
Street is approximately 445 feet and the current half -street right-of-way width varies from 30
to 42.5 feet. This portion of South 352nd Street serves as an access drive to Costco and an
associated shopping center to the north and Home Depot to the south. It terminates in a
round at the service drive for Costco and the shopping center. A retaining wall runs along the
north side of South 352nd Street for approximately 100 feet. Starting at the intersection and
traveling east along the frontage to the first driveway on the north side of the right of way, the
half -street right-of-way width is 42.5 feet, including approximately 29.5 feet of paved street
with curb and gutter, 4-foot landscape strip, 6-foot sidewalk, and 3-foot utility/landscape strip.
The 29.5 feet of paving transitions down to 19 feet at the west side of the driveway and
continues the remaining length of the parcel frontage with curb and gutter, 8-foot sidewalk
and 3-foot utility/landscape strip.
Modifications:
Updating the existing streetscape to Type "M" streetscape standards would require: 1) five (5)
feet of dedication along the entire southern Costco property boundary line; 2) replacement of
existing sidewalk and established trees; 4) modification of a section of the existing 5 to 8 foot
rock retaining wall; 5) addition of retaining wall and guardrail; 6) modification to on -site utilities
and associated easements; and 7) loss of on -site parking.
Response:
The 352nd Street South half -street cross-section line along the Costco property is located
approximately to the center of the existing left turn -lane. Additionally, the southern side of
352nd Street South is fully improved in accordance with the cross-section "M" design
standards. Therefore, to fully implement the cross-section "M" design standards would
require the remaining elements, which include the existing eighteen feet of pavement,
including the northern half of the left -turn lane and full travel lane and modification to existing
landscaping to provide a 6-foot tree planter strip, 8-foot sidewalk and 3-foot utility strip along
the street frontage, to be installed within the half -street section fronting Costco's property.
Due to the grade differences between the right-of-way and the site, it is not possible to install
the required right-of-way improvements in a way that is harmonious and would safely
integrate with existing conditions. Specifically, the loss of site perimeter landscape would
create significant differences in grade between the right-of-way and the site. These
differences in grade would cause a potential safety issue for pedestrians walking along the
sidewalk or attempting a shortcut into the site. To accommodate the improvements, the
existing perimeter landscape, including several trees with trunks over 6 inches in diameter at
breast height (dbh) would have to be removed, significantly disrupting the current harmonious
appearance.

As discussed above, the anticipated impact of the fuel facility expansion does not create a
nexus to require these frontage improvements, which would also result in a disproportional
cost to the project. Therefore, based on the safety and alignment issues that these
improvements would create, along with the disproportionate cost and absence of a clear
nexus, these improvements would not be advantageous to the neighborhood.
2. Unusual topographic or physical conditions preclude the construction of improvements as
required.
Response: Public improvements to the subject parcel are constrained by the existing
topography and retaining walls, high power transmission lines, public transit stop, existing
development, and established landscaping.
Topography:
The frontages along Enchanted Parkway and South 352nd Street both have unique
topographical limitations which require the use of retaining walls (rockeries) to stabilize the
differences in grade between the site and adjacent right-of-way. The location of the rockeries
along Enchanted Parkway and South 352nd Street prevent the widening of the right-of-way in
order to add additional landscaping or sidewalk. Modification to the rockery would impact the
fuel facility, including possible impacts to earthwork, structural foundations, utilities, and
underground storage tanks. Between the westernmost driveway and the east parcel line, the
right-of-way rises above the site. Widening the right-of-way along this portion of frontage
would eliminate parking and landscape, including five trees with trunks over 6 inches in
diameter. It would also require a retaining wall with guardrail to resolve the grade differences.
High Power Transmission Lines:
High Power Transmission Lines that run along Enchanted Parkway cannot be relocated and
the power pole would have to remain in place. This pole would impact the placement of
sidewalk per the City's detail for a "C" street classification. The sidewalk would not provide
sufficient clearance around the pole to meet ADA requirements.
Public Transit Stop:
The Public Transit Stop on Enchanted Parkway just north of the intersection of Enchanted
Parkway and South 352nd Street is designed to include a bus pullout and sidewalk abutting
curb. A landscape strip cannot be placed in this area due to Transit Authority design
standards for bus stops.
Existing Development:
Requested public improvements, including dedication, modification to retaining walls, street
paving, and curbs and gutters could impact the existing fuel facility and existing development
to the north and south of the subject parcel. Impacts include destabilization of earthwork,
foundations, utility lines, underground equipment, and alignment of right-of-way to the north
and south of the subject parcel.
Established Landscaping:
The subject site is fully developed. The landscaping is established and the majority of trees
onsite have trunks over 6 inches in diameter. Trees required to be removed to install public
improvements will be replaced with 2.5-inch caliper trees. The suggested tree replacements
would be a poor substitution for the existing 6-inch caliper trees.

3. Proper vertical or horizontal alignments cannot be determined because the existing streets do
not have correct alignments.
Response: The improvements to the parcel frontage will push Enchanted Parkway out of
horizontal alignment with the street sections north and south of the parcel.
4. The required improvement is part of a larger project that has been scheduled for construction
in the cty's adopted six -year Transportation Improvement Program.
Response: The required improvements are not identified as part of a larger project that has
been adopted by the City's 6-year Transportation Improvement Program. However, the
Washington State Department of Transportation (WSDOT) has plans to repave Enchanted
Parkway and ADA compliance at the intersection crosswalks along Enchanted Parkway.
Once the construction is complete, WSDOT will implement a moratorium on all improvements
to Enchanted Parkway.
Conclusion: We believe that the findings in response to the criteria above, along with the
discussion regarding public right-of-way improvements being commensurate with the impact of
the project supports our request that the Director may waive the requirements FWRC Section
19.135.030. Both Enchanted Parkway and South 352nd Street are fully developed street
frontages that are currently integrated into the surrounding transportation network. The project,
which is intended to improve on -site circulation and queuing at the existing fuel facility for an
established member base, does not impact the level of service to the transportation network of
either street. Therefore, the project does not result in a clear nexus to require the proposed street
improvements, is disproportionately impacted by the improvement costs in comparison to the
anticipated impacts, and does not result in advantageous improvements to the neighborhood.

Technical Review Comments dated September 18, 2019, Kittelson & Associates, Inc. (Kittelson) has
prepared a supplemental transportation analysis for the expansion of the existing Costco Gasoline fuel
station located on the northeast corner of Enchanted Parkway South (SR 161) and South 352"d Street
in Federal Way, Washington. Of particular focus was the anticipated level -of -service (LOS) and
queueing expected at the SR 161/South 352"d Street intersection and the existing Costco Gasoline fuel
station access. This memorandum summarizes anticipated LOS and queueing under existing conditions
and with the proposed expansion.
SCOPE OF STUDY
The following three intersections were evaluated:
1. SR 161/South 352"d Street
2. South 352"d Street/Shopping Center Internal Road
3. Costco Gasoline Access/Shopping Center Internal Road
ANALYSIS SCENARIOS
A supplemental analysis of LOS and queuing was performed for the following scenarios:
■ Year 2019 PM Peak Hour Existing Traffic Volumes and Lane Configurations
• Year 2019 PM Peak Hour Proposed Traffic Volumes and Lane Configurations
o Southbound movements at Intersection #2 limited to right-in/left-in/right-out

TRAFFIC VOLUMES
Traffic volumes were developed according to the following procedure:
Existing Traffic Volumes
• Intersection turning movement counts were conducted at the three study intersections in
November 2018.
■ System peak hour traffic volumes were balanced from the SR 161/South 352nd Street
intersection (#1) through the two driveways (#2 and #3).
Proposed Traffic Volumes
• The 54 trips (27 in/27 out) associated with site development were distributed through the study
intersections according to existing traffic patterns. These trips were determined in coordination
with City staff as the sum of external and diverted trips in Kittelson's Federal Way Costco
Gasoline Fuel Station Expansion Trip Generation and Queueing Summary dated January 15,
2019, and included as Appendix "A".
Southbound left and through volumes at Intersection #2 were eliminated from the network to
account for the proposed turning movement restrictions.
TRAFFIC ANALYSIS
Operational analyses for the signalized and stop -controlled intersections presented in this
memorandum were completed using Synchro 10 software, based on the procedures stated in the
Highway Capacity Manual 6th Edition. A SimTraffic queuing analysis was also completed for each
scenario. All analyses were performed using the Synchro model provided by City staff. Signal timings in
the Synchro model were not altered. The LOS and queueing reports are included as Appendix "B"1.
Table 1 below summarizes the LOS results for each scenario. Figures 1 and 2 show the static SimTraffic
queues under existing conditions and proposed conditions, respectively.

Although there is a nominal increase in delay associated with site trips generated by the expansion,
LOS results for each study intersection remain unchanged. Figures 1 and 2 demonstrate an overall
reduction in queues under proposed traffic volumes and lane configurations compared to existing
conditions. Notably the proposed lane configuration modifications reduce southbound queues exiting
the site onto South 352nd Street and westbound queues at the SR 161/South 352nd Street intersection.
This reduction is associated with improved circulation internally and on South 352nd Street.
CONCLUSIONS
The results of the traffic analysis summarized in this memorandum indicate that the impact of site
traffic is mitigated by the proposed lane configuration modifications and turning movement
restrictions:
■ Southbound movements at Intersection #2 limited to right-in/left-in/right-out
• Southbound left/through lane at Intersection #2 converted to a second receiving lane
■ Exclusive northbound left -turn lane provided at Intersection #3
The improved circulation related to these modifications provides reduced queues within the study area,
particularly southbound queues exiting the site onto South 352nd Street and westbound queues at the
SR 161/South 352nd Street intersection.

Subject Trip Generation and Queueing Summary
Kittelson & Associates, Inc. (Kittelson) has prepared transportation information for the expansion of
the existing Costco Gasoline fuel station located on the northeast corner of Enchanted Parkway South
and South 352"d Street in Federal Way, Washington. Of particular focus was the anticipated trip
generation expected for the fuel station expansion and the anticipated vehicle circulation and queuing.
The overall site plan for the Federal Way Costco Gasoline expansion is provided in Figure 1. Figure 2
provides a detailed view of the fuel station area. This trip generation estimate will help inform the City's
concurrency model and determine the need for and/or extent of a traffic impact analysis per City code
to obtain a concurrency permit for the project.
PROJECT DESCRIPTION
The existing Federal Way Costco Gasoline fuel station consists of four islands (eight dispensers) with a
total of sixteen (16) vehicle fueling positions. The expansion will widen the fuel station to include a
third row of dispensers on the entrance side, providing a new total of twenty-four (24) vehicle fueling
positions. The intent of the Costco Gasoline station expansion is to improve the member fuel
purchasing experiences at this location by mitigating long queues and wait times during peak periods.

COSTCO TRIP GENERATION DATABASE
For the past 17 years, Kittelson has maintained a database of traffic data and travel characteristics for
Costco Wholesale, including fuel stations. The database contains transportation information such as
trip rates, trip type percentages, and parking demand for Costco locations throughout the United States
as well as Canada and Mexico. The database is updated periodically each time new Costco traffic counts
or information become available to Kittelson. To best evaluate the anticipated transportation
characteristics of the Federal Way fuel station expansion, database data and data collected on site was
used.
The Costco transportation database contains a large quantity of data related to Costco Gasoline fuel
stations. Trip generation rates and trip type information for over 35 Costco Gasoline facilities located
throughout the U.S. are included. Costco has invested significant effort into developing this use -specific
trip generation database for both their warehouses and their fuel stations because of the unique
characteristics of Costco member travel that exist due to membership requirements and the nature of
Costco sales. These unique elements apply to the trip generation for Costco warehouses, Costco
Gasoline fuel stations, and the interaction of trips between the two.
The Costco-specific trip generation data presented herein follows nationally -accepted practices for trip
generation data collection as recommended by the Institute of Transportation Engineers (ITE) and
presents a robust data set upon which to confidently and accurately predict the trip generation of the
expansion of the fuel station.
FEDERAL WAY FUEL STATION EXPANSION TRIP GENERATION ESTIMATE
In developing a trip generation estimate for fuel station expansion, it is important to recognize that the
fuel station exists today, and the project is an expansion to this existing use, not the addition of a new
use. Furthermore, the market area of the Federal Way Costco is already defined through existing
membership and operations. As such, it's unlikely that the trip generation of the fuel station will
increase directly in proportion to the increased number of fueling positions. It is more likely that the
additional fueling positions will serve to more efficiently and effectively process the current peak
demand at the fuel station, thus reducing wait times, vehicle queuing, and vehicle idling.
Kittelson reviewed before and after data from other comparable Costco Gasoline fuel station expansion
sites to determine a more representative relationship between new trip generation and the addition
of fueling positions to the existing station.

Before and After Fuel Expansion Data Summary
Kittelson conducted trip generation counts at seven other Costco Gasoline fuel station locations that
have expanded in size. These locations include sites where fuel stations have expanded from 16 fueling
positions to 22 or 24 fueling positions. The comparable expansion sites identified were:

To work with a representative sample size, trip generation data was collected on an hourly basis for a
period before and after the expansion at each of these locations. Only data collected during similar
months of the year before and after the expansion were included in this summary (for example, trip
generation data for the months of March and April before the expansion were compared to trip
generation data for the months of March and April after the expansion). The total number of weekday
PM peak hour and Saturday midday peak hour trip ends counted for the seven listed sites' are provided
in Table 1 and Table 2, respectively. Note the total number of trip ends does not reflect any reductions
due to internal capture, pass -by, or diverted trips.

As shown in Table 1 and Table 2, each of the sites with available data recorded some increase in the
number of daily fuel transactions. However, the increase found in most situations is significantly less
than what would be calculated from a direct linear relationship to the number of vehicle fueling
positions. Using a linear relationship, expanding the fuel station from 16 to 22 fueling positions would
equate to an increase in activity or trip generation of 38% and expanding from 16 to 24 positions would
equate to an increase of 50%. However, the actual before and after data only shows an average
increase of 26.5% and 28.8% in daily fuel transactions during the weekday PM peak hour and Saturday
midday peak hour, respectively.
This data demonstrates that increasing the number of fueling positions at the Federal Way Costco
Gasoline fuel station will not result in a direct linear increase in trip generation. The before and after
data captures the change in demand that results from reducing peak hour queues and wait times at
the fuel stations due to latent demand and more efficient peak operations. In all cases, peak queues
and wait times are significantly reduced. Those members who previously chose not to purchase fuel
because of the wait times will likely do so once the operations are improved.
Trip Type
The data collected at existing Costco Gasoline fuel stations indicate the trip generation characteristics
described below for internal trip capture between the fuel station and the warehouse, as well as pass -
by trips and diverted capture from the surrounding street system. The unique nature of Costco
operations and its membership requirements result in different trip characteristics than those observed
at typical fuel stations summarized in the standard reference Trip Generation, published by the Institute
of Transportation Engineers (ITE). The percentages of pass -by or diverted trips at Costco fuel stations
is considerably lower than those quoted in the ITE Trip Generation manual for typical fuel stations.
Correspondingly, membership requirements also have a significant effect on trip internalization (or
sharing of trips) between the warehouse and the fuel station. Fewer people exclusively visit a Costco
fuel station (in comparison to a typical standalone fuel station) because they have another primary
purpose for visiting the site (that being a trip to the warehouse).

Internal Trips
A key finding from the studies conducted at Costco warehouses with fuel stations is the fact that
approximately 34% of the PM peak hour trips to and from Costco fuel stations and 35% of the Saturday
midday trips are internal capture trips. Internal capture trips account for those members who patronize
both the warehouse and the fuel station during a single visit to the Costco site. As such, although they
account for a trip to both the warehouse and the fuel station, they only account for one overall vehicle
trip to the site and on the surrounding transportation system. Based on studies including surveys at
Costco fuel stations and membership card transaction data, on average 34% and 35% of the members
buying gas during the weekday PM and Saturday midday peak hours, respectively, are members whose
main purpose to the site is to visit the Costco warehouse. At some sites this number ranges as high as
75%. However, to remain conservative, the average rates are applied to this analysis.
Pass -by Trips
Another key trip characteristic that must be considered is that of pass -by trip capture. Pass -by trips
represent members (and trips) that are currently traveling on the surrounding street network for some
other primary purpose (such as a trip from work to home) and stop into the site en route during their
normal travel. As such, pass -by trips do not result in a net increase in traffic on the surrounding
transportation system and their only effect occurs at the immediate intersections and site access
driveways where they become turning movements. Based on studies of customer surveys at Costco
Gasoline fuel stations, on average 37% and 33% of the members buying gas during the weekday PM
and Saturday midday peak hours, respectively can be classified as pass -by trip capture from the
surrounding street system. This is lower than the average pass -by rate quoted in the ITE Trip Generation
manual for typical service stations (45%) and is attributable to the unique travel characteristics that
result from Costco's membership requirements.
Diverted Trips
Diverted trips are similar to pass -by trips in that they represent members (and trips) that are currently
traveling on the surrounding street network for some other primary purpose and stop into the site en
route during their travel. However, as the name indicates, diverted trips divert from the normal
roadways they would be traveling on to go to the Costco site. Based on studies of customer surveys at
Costco Gasoline fuel stations, on average 37% and 36% of the members buying gas during the weekday
PM and Saturday midday peak hours, respectively, can be classified as diverted trip capture from the
surrounding street system.
Trip Generation Estimate
The peak hour for trip generation was defined as the analyzed hour during which the most vehicles
entered the Federal Way Costco Gasoline fuel station. Arrival data were collected between 6:00 AM
and 8:00 PM and on a typical weekday and between 6:00 AM and 8:00 PM on a typical Saturday. The

weekday PM peak hour is between 4:50 — 5:50 PM and the Saturday midday peak hour is between
12:05 — 1:05 PM. Under existing conditions, the Federal Way Costco Gasoline fuel station generates
approximately 490 total trip ends (or 245 vehicles) during the weekday PM peak hour, and 531 total
trip ends (or 266 vehicles) during the Saturday midday peak hour. This information is included as
Attachment A.
Applying the data from Table 1 and Table 2, the observed increase in activity from other Costco
Gasoline fuel station expansion sites to the existing trip generation provides an estimate of the
expected number of additional total trips that will result from the Federal Way fuel station expansion.
The trip generation estimates of the fuel station for the weekday PM peak hour and the Saturday
midday peak hour are summarized in Table 3.

As can be seen from Table 3, the additional fueling positions are estimated to generate approximately
83 additional weekday PM peak hour total external trip ends (or 42 total additional vehicles) and 107
additional Saturday midday peak hour total external trip ends (or 54 total additional vehicles).
However, only a small number of these external trip ends (22 to 30) would be new trips in the
surrounding transportation system during the weekday PM and Saturday midday peak hours,
respectively.

FUEL STATION OPERATIONS & QUEUING
As outlined above, the primary purpose of the fuel station expansion is to improve the current
operations and queuing that the existing fuel station experiences. While there is a minimal increase in
trips expected with the fuel station expansion, other Costco expansion locations show that this is
greatly outweighed by the benefits of providing more pumps to expedite the processing of vehicles
during peak times. All expansion locations were found to have more efficient processing of vehicles,
shorter wait times, shorter queues, and less idling after the expansion. For example, average peak
period queues have been observed at some Costco Gasoline fuel stations to decrease by 45-50% after
expansion. By increasing the amount of fueling positions available to process the fuel station demand
by eight, a similar reduction in peak period queues and wait times is anticipated at the Federal Way
location.
Existing queuing data were collected in November 2018 at the Federal Way Costco Gasoline fuel station
between 6:00 AM and 8:00 PM on a typical weekday and a typical Saturday. This information is included
as Attachment A. For the queuing analysis, the peak hour was defined as the hour during which the
average queue was the longest. The weekday PM peak hour is between 4:57 — 5:57 PM and the
Saturday midday peak hour is between 1:00 — 2:00 PM.
Table 4 summarizes the existing observed queuing conditions at the 16-position Federal Way Costco
Gasoline fuel station. As shown in Table 4, more vehicles were observed in the queue during the
Saturday midday peak period when the site is more active.

As shown in Table 5 and Table 6, Costco fuel station expansions at similar sites demonstrate a
substantial reduction in recorded maximum peak hour queues (max one -minute queue recorded during
peak one hour period) during both the weekday PM and Saturday midday peak hours. On average,
these sites see a net average reduction of 65.4% and 35.2%, respectively following expansion, despite
the noted increase in overall trips recorded in the same one -hour period.
Applying these average reductions to the observed peak hour maximum queues at the Federal Way
Costco fuel station would reduce the maximum observed one -minute queue from 14 vehicles to five
vehicles during the weekday PM peak hour, and from 26 vehicles to 17 vehicles during the Saturday
midday peak hour. Figure 3 presents a comparison of existing and projected maximum queues during
the weekday PM peak hour. Figure 4 presents a similar comparison during the Saturday midday peak
hour.
Similar to opening more cashiers/check-out lanes at a supermarket, the additional "servers" available
do not determine how many people wait in line but serve to process those waiting in line more
efficiently and quickly. Reduced queues and wait times have been consistently observed at expanded
Costco fuel stations constructed with a higher number of fueling positions. The average time it takes
for a vehicle to fuel does not significantly change by the addition of more fueling positions but because
there are more fueling positions available to process vehicles, all expansion locations were found to
have overall more efficient processing of vehicles, shorter wait times, shorter queues, and less idling
after the expansion.

The Federal Way Costco Gasoline fuel station expansion is anticipated to reduce queues by expediting

expansion will ensure more efficient processing of vehicles, shorter wait times, shorter queues, and
less idling time.
