Proposed Single Family Residence. 30543 28th Avenue SW,' prepared by GeoResources, LLC(August 9, 2016). The applicant proposes to construct a single family residence and public utilities on a property with a landslide hazard area. The applicant provided the city with a signed authorization and review fees on March 17,2017,after which the third party review commenced.The city forwarded the request to our geotechnical consultant AMEC Foster Wheeler along with relevant critical area plans, studies,and permitting records on file with the city. The city received a geotechnical peer review memorandum from AMEC Foster Wheeler on April 10, 2017. NEXT STEPS Please review technical comments on pages 2-3 of the AMEC memorandum. Prior to the City's concurrence with a critical area determination,a revised geotechnical report must be submitted. Further,an application resubmittal responding to the Planning Division's December 20, 2016, review letter for residential building permit file no. 16-102972-SF remains outstanding. Geologically Hazardous Areas A response and revised geotechnical report remains outstanding for the Interplast NW single family project.The peer review for the geotechnical portion will require a$1,000.00 deposit to review any revisions, no test pits were performed on site. As the report does only provide an assessment of the GHAs the city may require additional report requirements including subsurface explorations and foundation design and earthwork recommendation as the site is mapped by the city as a critical area. A reminder letter,complete with all outstanding city comments will be forwarded shortly. Wetland Delineation Overall,as proposed the wetland evaluated under the Shoreline critical areas code resulting in an incorrect buffer width and wetland category. The wetland on your site is a part of a larger wetland complex and thus rated the same throughout with the same wetland buffer width. Dual rated wetlands are quite uncommon. Becky Chapin my colleague reviewed the Adzhigirey residence. Perteet concurred with the applicant's biologist OS Jones)that the wetland is a Category II wetland with a 100 ft. buffer(Palustrine Scrub/shrub—Forested wetland) under the city's previous critical areas code,the code was updated in June 2015. Perteet is also the city's consultant on this project. Process III-Reasonable Use Your proposal will require a Process III 'Project Approval'for'reasonable use of the subject property'in order to intrude into the wetland buffer before approval of a residential building permit. The intrusion would need be limited to a 1,600 sf residence footprint and likely a redesign of the home plans already submitted (reduction of total impervious surface, driveway, patio areas and walkways, likely not a three car garage etc.). On September 22,2016,the applicant submitted a geotechnical report with their building permit. Per FWRC 19.145.080(3)the city requires the report is reviewed by the city's third party consultant at the applicant's expense.The subject property is within 50 feet of a geologically hazardous area as shown on the city's critical area inventory and contains landslide hazard area/erosion hazard area designations',defined under Federal Way Revised Code(FWRC) 19.105.070[G]. City staff visited the site in September 2016 and noted the rear of the parcel is heavily vegetated with tree stands,shrubs and undergrowth,and wetland vegetation.The steepest portions of the site contain a Lakehaven sewer connection per the site plans submitted June 17, 2016.The proposed sewer connection is approximately 280 feet, running from 28`h Ave. SW, which is an unopened and unimproved right-of-way,to the residence, and bisects a wetland and wetland buffer.
