MEETING MINUTES
Present: Chair Michael Campsmith, Vice Chair George Vadino, David Berger, Monty Stewart, Jerry Knutzen,
Karen Brugato and Rayna Ross
Excused: Sabrina Ettinger
Staff: Jason Gerwen, Parks Deputy Director and Mary Jaenicke, Parks Administrative Assistant II.
Chair Campsmith called the meeting to order at 5:00pm.

None
APPROVAL OF MINUTES
Commissioner Brugato moved to approve the March Parks and Recreation Commission regular meeting minutes as
written. Commissioner Stewart seconded. Motion passed.
There were introductions for the new and current commissioners and staff.
COMMISSION BUSINESS
Finalize Letter to the City Council
Chair Campsmith provided the background information. The Commission has drafted a letter that is in support
of other displays for holidays and are in the process of finalizing the letter to the City Council. Chair
Campsmith was unable to incorporate the language requested by Commissioner Brugato into the letter. The
letter was reviewed and final changes were made. Discussion followed. Commissioner Brugato moved to
approve the letter with the changes. Chair Campsmith seconded. Motion passed.
Park Tour Agenda Setting
Parks Deputy Director Jason Gerwen updated the new commissioners regarding the purpose of the Park tours.
The purpose of the tours is to look at playgrounds that have reached their life cycle and need to be replaced.
They are in compliant but have lost their play value and it’s getting difficult to find replacement parts. The
tours will take place on June 1 at 3:00pm and will take the place of the 5:00 meeting. The sites being toured
are Brooklake, Alderbrook, Adelaide and Celebration Park.
STAFF REPORTS
Update on Master Plan Proposals and PROS Plan Proposal
Deputy Parks Director Gerwen presented the Scope of Services for the Steel Lake Park Master Plan,
Brooklake Master Plan and the 2024 Parks, Recreation & Open Space (PROS) Plan Update and
Comprehensive Plan Parks & Recreation Chapter. These proposals have the pricing attached, but currently we
do not have a contract with AHBL. The calendar still needs to be set and the goal is the have the PROS plan
update completed by the end of the year. The commission was asked to review the documents and respond

back with any questions, comments or suggestions. Parks Deputy Director Jason Gerwen updated the new
commissioners on the process of master planning a park. He also explained the PROS Plan. Discussion
followed.
Park Impact Fees
Parks Deputy Director Jason Gerwen distributed the draft Park Impact Fee code. An ordinance is currently
being drafted and will be attached to the document. Park Impact Fees are charges to new developments to
offset the impact those new developments will have on parks. Park Impact Fees will go through LUTC and the
Planning Commission because it is a taxing authority. Park Impact Fees cannot be levied against things that
already exist. A requirement for Park Impact Fee implementation is an update to the Comprehensive Plan
project list. Currently the draft amount that the Council can impose for PIF is $3,222.00. Commissioner Berger
suggested that if the commission is in support of implementing Park Impact Fees then this should be
communicated to the City Council. After discussion the commission agreed to write a letter to the Council
stating their support of Park Impact Fees. Chair Campsmith will draft the letter and submit it to staff for
review.
Parks Appreciation Day
The Parks Appreciation Day event is scheduled for April 22, 9am-12pm. The commission was asked to be
there between 8:15-8:30 to help with setup, greet the volunteers and make sure they sign the sign-in sheet and
the indemnification form. Each commissioner in attendance was assigned a location. The locations are
Brooklake and Town Square Park.
OTHER BUSINESS
Commissioner Stewart asked for an update on the slide project at the Federal Way Community Center.
Deputy Parks Director Jason Gerwen updated the commission on the history of the closure of the pool and
why it’s been closed longer than anticipated. Members of the Center have been very patient, but are starting to
get impatient. Commissioner Stewart was unhappy with the level of communication; an email was sent out to
the members explaining the project and stated that it would be open by March 31. There has been no further
communication since then. March 31st was the given date because that’s when the contractor was contractually
obligated to complete the project. Staff is unsure of a completion date so they are reluctant to put another date
out there. Due to the situation staff is unable to be more forthcoming about the project. Commissioner Stewart
stated that he would like there to be some sort of communication to the members to give them an update.
