Bibliography Attachments: Certification of Performance Waiver of Liability Summary I was asked by Shari Cotes to inspect several trees on the property located at 1825 S 330th St Federal Way, WA 98003 for a health assessment and suggested actions. 4 Western Red Cedars, Thuja plicata, on the property were in poor condition and declining. The tops of the trees were extremely sparse and dead. Upon further inspection the trees in question were riddled with boring holes and fresh frass a clear indicator of an infestation. Observing the over all health condition of the trees in question, tip dieback, excessive shedding of material and the extensive damage to the bark and sapwood leads me to believe the trees should be removed before the conditions inevitably decline further or the infestation continues to spread to other trees in the surrounding area. In this report is also a Lodge Pole Pine, Pinus contorta, on the same property that is damaging the road and curb that also has fungal bodies growing along the stem and root flare leading to its decline. As well in this report is a Red Maple,Acer rubrum, that was a volunteer and is now tangled in the canopy and smothering other trees as well as causing damage to the road. Upon a level 2 assessment of the trees in question in my professional opinion the Western Red Cedars, Thuja plicata, the Lodge Pole Pine,Pinus contorta, and the Red Maple,Acer } rubrum, should be removed and if needed replaced with trees better suited for the property. Introduction As requested by Shari Cotes, I provided a Level 2 basic assessment of the trees located at the property of 1825 S 330th St Federal Way, WA 98003. Summary of Findings In my professional opinion the 4 Western Red Cedars, Thuja plicata, should be removed before the condition worsens and they begin to pose a greater risk or spread the infestation to neighboring trees. The Lodge Pole Pine,Pinus contorta, should be removed to prevent further damage to the road and curb as well as to contain the fungal infection from spreading to neighboring Pine trees. Lastly the Red Maple,Acer rubrum, should be removed to prevent further damage to the road and to allow the other trees it is smothering to thrive. If necessary, the trees mentioned in this report may be replaced with trees better suited for the property. Changes in circumstances and conditions can also cause a rapid deterioration of a tree's health and stability. Adverse weather conditions can dramatically affect the health and safety of a tree in a very short amount of time. While I have used every reasonable means to examine this plant,this evaluation represents my opinion of the tree health at the time of this report. These findings do not guarantee future safety nor are they predictions of future events. The tree evaluation consists of an external visual inspection of an individual tree's root flare, trunk,and canopy from the ground only,unless otherwise specified. The inspection may also consist of taking trunk or root soundings for sound comparisons to aid the evaluator in determining the possible extent of decay within a tree. Soundings are only an aid to the evaluation process and do not replace the use of other more sophisticated diagnostic tools for determining the extent of decay within a tree. As conditions change, it is the responsibility of the property owners to schedule additional site visits by the ISA Certified Arborist. It is the responsibility of the property owner to obtain all required permits from city,county,state,or federal agencies. It is the responsibility of the property owner to comply with all applicable laws,regulations,and permit conditions. If there is a homeowner's association, it is the responsibility of the property owner to comply with all Codes,Covenants,and Restrictions (CC&R's)that apply to tree pruning and tree removal. This tree evaluation is to be used to inform and guide the client in the management of their trees. This in no way implies that the evaluator is responsible for performing recommended actions or using other methods or tools to further determine the extent of internal tree problems without written authorization from the client. Furthermore,the evaluator in no way holds that the opinions and recommendations are the only actions required to ensure that the tree will not fail. A second opinion is recommended. I cannot determine if you need to replant trees until I receive the complete tree unit calculation and associated arborist report documenting trees and associated tree units on site. Per FWRC 19.05.200, "T definitions,"the following definitions apply: "Tree"means any self-supporting perennial woody plant characterized by one main stem or trunk of at least six inches in diameter measured four and one-half feet above ground,or a multi-stemmed trunk system with a definite crown, maturing at a height of a least 20 feet above ground level. "Tree unit"is a measurement to give value to the number of trees retained on a site. Table 19.120.130-2 assigns tree unit credits based upon the size of the existing or newly planted trees. For new trees,tree units vary depending on the size that the trees will reach at maturity(smaller size at maturity, fewer tree unit credits). "Trees, deciduous"means trees that shed or lose their foliage at the end of the growing season. "Trees,evergreen"means trees that retain their leaves for more than one growing season. The arborist report will determine how many tree units you have on site, and any potential need for replanting to meet code compliance. Removing hazardous trees similar to those you have identified is generally approved by the city in a majority of cases. Your request to remove these trees will not be denied if the arborist report indicates you have less than the required tree units on site, but a replanting condition will be applied to meet code requirements within a final decision allowing for the removal of the trees of concern.
