Summary
I was asked by Shari Cotes to inspect several trees on the property located at 1825 S 330th
St Federal Way, WA 98003 for a health assessment and suggested actions. 4 Western Red
Cedars, Thuja plicata, on the property were in poor condition and declining. The tops of
the trees were extremely sparse and dead. Upon further inspection the trees in question
were riddled with boring holes and fresh frass a clear indicator of an infestation.
Observing the over all health condition of the trees in question, tip dieback, excessive
shedding of material and the extensive damage to the bark and sapwood leads me to
believe the trees should be removed before the conditions inevitably decline further or the
infestation continues to spread to other trees in the surrounding area.
In this report is also a Lodge Pole Pine, Pinus contorta, on the same property that is
damaging the road and curb that also has fungal bodies growing along the stem and root
flare leading to its decline. As well in this report is a Red Maple,Acer rubrum, that was a
volunteer and is now tangled in the canopy and smothering other trees as well as causing
damage to the road.
Upon a level 2 assessment of the trees in question in my professional opinion the Western
Red Cedars, Thuja plicata, the Lodge Pole Pine,Pinus contorta, and the Red Maple,Acer

rubrum, should be removed and if needed replaced with trees better suited for the
property.
Introduction
As requested by Shari Cotes, I provided a Level 2 basic assessment of the trees located at
the property of 1825 S 330th St Federal Way, WA 98003.
I visited the property of Shari Cotes on 11/30/2019 to review the history, condition of the trees and
plan of action.

Summary of Findings
In my professional opinion the 4 Western Red Cedars, Thuja plicata, should be
removed before the condition worsens and they begin to pose a greater risk or spread
the infestation to neighboring trees. The Lodge Pole Pine,Pinus contorta, should be
removed to prevent further damage to the road and curb as well as to contain the fungal
infection from spreading to neighboring Pine trees. Lastly the Red Maple,Acer rubrum,
should be removed to prevent further damage to the road and to allow the other trees it
is smothering to thrive. If necessary, the trees mentioned in this report may be replaced
with trees better suited for the property.

Waiver of Liability
There are many conditions affecting a tree's health and stability which may be present but cannot be
ascertained such as root rot,previous or unexposed construction damage,internal cracks,stem rot and
more. Changes in circumstances and conditions can also cause a rapid deterioration of a tree's health and
stability. Adverse weather conditions can dramatically affect the health and safety of a tree in a very short
amount of time. While I have used every reasonable means to examine this plant,this evaluation
represents my opinion of the tree health at the time of this report. These findings do not guarantee future
safety nor are they predictions of future events.
The tree evaluation consists of an external visual inspection of an individual tree's root flare, trunk,and
canopy from the ground only,unless otherwise specified. The inspection may also consist of taking trunk
or root soundings for sound comparisons to aid the evaluator in determining the possible extent of decay
within a tree. Soundings are only an aid to the evaluation process and do not replace the use of other
more sophisticated diagnostic tools for determining the extent of decay within a tree.
As conditions change, it is the responsibility of the property owners to schedule additional site visits by
the ISA Certified Arborist. It is the responsibility of the property owner to obtain all required permits
from city,county,state,or federal agencies. It is the responsibility of the property owner to comply

I am following up to our previous phone conversations today with this email to document what we discussed and to
provide you with additional materials that will be beneficial to completing the necessary requirements for your request
to remove the 6 identified trees on the property.
As we discussed,to move forward with the determination for your request,the City needs documentation of the
number of trees on your lot currently as well as the size [diameter at breast height(d.b.h.)] of these trees in a chart
form. In addition to that documentation,the City needs a completed copy of the"Calculating Tree Units"sheet to
determine if any replanting is needed and that potential replanting plans meet associated City codes.
I have attached two handouts to this email; 1) "Recommended Tree Species"; 2) "Calculating Tree Units."The first
document provides information regarding potential replanting and how the City classifies identified tree species
regarding projected canopy size and how these trees will be counted towards tree unit credits in replanting plans.Table
19.120.130-2 Tree Unit Credits documents how identified trees for replanting will be calculated according to City code
(See table below). I have also attached the sheet to be completed for official records to verify tree units on site.

Thank you for the correction regarding your intent to remove 6 trees instead of 5 as I misread your application. I cannot
determine if you need to replant trees until I receive the complete tree unit calculation and associated arborist report
documenting trees and associated tree units on site.
Per FWRC 19.05.200, "T definitions,"the following definitions apply:
"Tree"means any self-supporting perennial woody plant characterized by one main stem or trunk of at least six
inches in diameter measured four and one-half feet above ground,or a multi-stemmed trunk system with a
definite crown, maturing at a height of a least 20 feet above ground level.
"Tree unit"is a measurement to give value to the number of trees retained on a site. Table 19.120.130-2 assigns
tree unit credits based upon the size of the existing or newly planted trees. For new trees,tree units vary
depending on the size that the trees will reach at maturity(smaller size at maturity, fewer tree unit credits).
"Trees, deciduous"means trees that shed or lose their foliage at the end of the growing season.
"Trees,evergreen"means trees that retain their leaves for more than one growing season.
The arborist report will determine how many tree units you have on site, and any potential need for replanting to meet
code compliance. Removing hazardous trees similar to those you have identified is generally approved by the city in a
majority of cases. Your request to remove these trees will not be denied if the arborist report indicates you have less
than the required tree units on site, but a replanting condition will be applied to meet code requirements within a final
decision allowing for the removal of the trees of concern.

Ok, so it is actually 6 trees we are requesting to remove. What you are saying is that we need to replant,
correct?
What constitutes a tree? I don't think there are 79 trees now. There are lots of shrubs but not so many trees.
We don't have a problem replanting. We just don't want dead trees to fall on the buildings. On fell on a
building last January and even with the insurance cost the association $40,000.

We have changed the date so that the arborist can provide you with a report. These trees are not viable. I
can't change that. I have the arborist submit a plan to replant trees, will that get us approval?

removal,additional submittal needs have been identified before a decision can be issued. Per Federal Way Revised Code
(FWRC) section 19.120.130, "Tree and vegetation retention standards,"the city requires 30 tree units/acre.Your parcel
area of 113,530 square feet requires 79 tree units.

On October 31,2019, the City of Federal Way's Department of Community Development received an inquiry
regarding removal of hazardous trees throughout the site of The Village at 330th (parcel#894445-0000).Your
proposed scope of work includes removing six trees of varying species interspersed around the 2.61-acre
property(zoned RM 2400),all within close proximity to apartment homes and community roadways.
DECISION
The requested removal of six identified trees at 1825 South 330th Street,Federal Way,WA (parcel 894445-
0000),is hereby conditionally approved.
CONDITIONS OF APPROVAL
As a majority of the large western red cedar trees will be removed from the perimeter landscaping areas along
the public rights-of-way and ingress/egress easements in the northwest corner of the property,per Federal Way
Revised Code(FWRC) 19.125.060(3)(a),20 feet in width of Type III landscaping is required in this location and
needs to be restored in this location after the six hazardous trees are removed from across this property.
Vegetation Maintenance Plan
The following plan was submitted by Ryan M. Seeley,an International Society of Arboriculture (ISA)
Certified Arborist:
1. Four western red cedar trees dying,at risk of falling,and recommended to be removed.
2. One lodge pole pine disrupting roads,dying,and recommended to be removed.
3. One red maple disrupting roads, killing other trees,and recommended to be removed.
Photos in the report confirm the trees are diseased,declining in health,and damaging roadways.

Tree Removal Request Analysis
Following review of the tree and vegetation retention policy,staff finds your proposal is exempt from
permitting requirements and you may proceed with your vegetation maintenance plan as proposed.The
remainder of this letter provides analysis of applicable portions of the FWRC.
Applicability—FWRC 19.120.020 states that no person shall remove any trees on a site without first
obtaining apiar9val of a tree retention plan by the director;except for those activities that are exempt
as described in FWR 19.120.030.
Removal of Dead Dying, or Diseased Trees—FWRC 19.120.030(12) exempts the removal of overhanging
vegetation and fire hazards,or removal of invasive species,hazard trees,nuisance vegetation,or
dead,dangerous,or diseased trees when authorized by the director or his/her designee.
Pursuant to FWRC Table 19.120.130(1):

(b) Description.Type III landscaping shall be a mixture of evergreen and deciduous trees interspersed
with large shrubs and groundcover.Tree,shrub,and groundcover spacing shall be appropriate for the
species type,and the intent of this section.

• The applicant proposes removing six trees.With the removal of these six trees,the site will still contain
160 tree units.The remaining tree units exceed the level of 79 tree units required per the FWRC.
• Trees proposed to be removed are not located within any critical areas.
• Trees proposed to be removed do have an impact on the perimeter landscaping areas along the public
rights-of-way and ingress/egress easements and thus,require landscaping code compliance.As some trees
will remain in this location,please add large shrubs and groundcover to meet Type III landscaping needs.
