Dear Mr. Jurisch:
On February 5, 2021, the City of Federal Way’s Department of Community Development received your
zoning inquiry regarding parcels 2921049052, 2921049099, and 2921049106. The content below addresses the
information requested according to the question numbers in the request letter (enclosed).
1. Parcels 2921049052, 2921049099, and 2921049106, are located within the City of Federal Way and are
zoned Commercial Enterprise (CE). This zoning designation allows vehicle service stations per Federal
Way Revised Code (FWRC) 19.240.050 (enclosed). FWRC 19.05.220 defines a “vehicle service station” as a
commercial use supplying petroleum products that are for immediate use in a vehicle.
2. Hours and days of operation for a vehicle service station use in CE zone are not limited by the zoning code.
3. Signage needs to comply with FWRC 19.140, any applicable building and electrical codes; and obtain
required permits.
4. Condemnation and eminent domain proceedings are outside the purview of the Community
Development Department.
5. Be acquainted with any right-of-way dedications and improvements related to the recent land use
approval for 7-Eleven (city file no. 20-102133-UP). In general, modifications to the public right-of-way
and site access points to the public right-of-way are outside the purview of the Community Development
Department; please contact the City of Federal Way Public Works Department and the Washington State
Department of Transportation (WSDOT).
6. Regarding impact fees, the City of Federal Way fee schedule is available at
https://www.cityoffederalway.com/sites/default/files/Documents/Department/FI/2021%20Fee%20Sc
hedule.pdf. Pending building permits may be subject to impact fees; contact the Permit Center at 253-
835-2607, or permitcenter@cityoffederalway.com, for further fee related information. The performance

and maintenance bond (city file no. 21-100321-OP) is in process. A business license and associated fee is
required for any future commercial occupant(s). Other taxes, charges, or financial impositions are outside
the purview of the Community Development Department.
7. There are no pending changes to the zoning or comprehensive plan designations of the three parcels.
8. The Community Development Department administers building and zoning regulations within the City
of Federal Way.
9. The properties recently received approval of a land use application (city file no. 20-102133-UP) and have
several building permits in process. Compliance with codes and conditions is the responsibility of the
property owner.
