Water Tower at 312th and 20th
Dear Mr. McCoy:
Your electronic mail correspondences with Mr. Ed Swan have been forwarded to the
Department of Community Development Services. City staff has reviewed the description of the
proposal to install ham radio antennae on the Lakehaven Water tower at South 312th Street and
20th Avenue South, and to position a shed at the base of the tower to house the equipment
necessary for operation of the ham radio station.
This proposal will be reviewed under the land use requirements for Process I, Directors
Approval. The purpose of Process I review is to ensure compliance with the provisions of the
Federal Way City Code (FWCC); to ensure that the health, safety, and welfare of the citizens of
the City is preserved; and to provide an expedient and reasonable land use review process for
administrative decisions and interpretations.
In order to apply for a Process I land use permit, it is necessary to submit a completed Master
Land Use Application (enclosed). Please be advised that before staff can proceed with the
review of your application, the following additional information is required:
1) Complete project description.
2) Copy of the underlying plat or King County Assessor's parcel map.
2) Clear photograph of the proposed shed, and diagram of shed elevation and floor
area.
3) Site plan indicating the proposed location of the shed in relation to perimeter
property lines and the water tower.
4) Elevation and location of proposed antennae on the water tower.
5) Dimensional diagrams of antennae, including exact number of antennae being
proposed.

Please be advised that pursuant to FWCC Section 22-1564 (enclosed), all outside storage areas
must be fully screened. City staff has determined that Type II landscaping, at a width of five
feet around the proposed equipment shed, will satisfy the screening requirements for this
specific project. FWCC Section 22-1565(b) provides a detailed description of the vegetative
composition of Type_ II landscaping. Please refer to this code section and submit an appropriate
landscape plan for the equipment shed.

Pursuant to FWCC Section 22-1047(3) (enclosed), the antenna structure for use by
noncommercial, licensed amateur operators shall be placed to minimize its visibility from
adjoining properties, while still permitting effective operation. To achieve this end, antennae
should be painted or constructed with material of a non -reflective color. Furthermore, the radio
antenna structure should not extend higher than reasonably necessary to operate effectively.
Be advised that per FWCC Section 22-107(3)(c), the use of antennae must not materially
interfere with radio and television reception on nearby properties. This project will be subject to
revocable approval, in order to assure compliance with this code requirement.
Every applicant for a development permit must undergo a preapplication conference per FWCC
Article XX. This requirement may be waived if the applicant submits a written letter to the
Director of Community Development Services requesting exemption based on the simple nature
of the project (see enclosed FWCC Section 22-1653). If you chose to request a waiver of the
required preapplication conference, please submit the necessary written request as soon as
possible in order to facilitate the processing of your project application.
You are also required to obtain the necessary permits (e.g. electrical) associated with your
proposed ham radio station relocation.

Ed,
Yes, we are actually going to be located within the perimeter fence of the
water tank located at South 312th and 20(ish) South.
Please find attached a picture of the but that we want to move from our current
location to the new site. We will need to trench in conduit for the radio
transmission line that goes to the top of the water tank, electrical power from
the street, and telephone from LUD's demarc which is located near the water
tank. We would like to make some electrical improvements to the inside of the
hut. This would including putting in more electrical outlets and better
lighting.
I hope this helps. I have started a new job which takes me out of town very
often. The week of the 18th, I will be in Houston.

private property that they have an easement on?
