Dear Mr.Nguyen,
On June 16,2014,the Community Development Department received your request to plant up to 10
Leyland Cypress trees in the Tree and Vegetation Preservation Easement(TVPE)area to the west of your
residence, located at 3332142"Avenue SW. Pursuant to the TVPE Restrictions set in place at the time
of the Grande Vista development,the land surface within such easements may not be modified and the
vegetation may not be cut,pruned,removed,damaged,or covered by fill,without the written approval of
the City of Federal Way's Community Development Department.
In an effort to stabilize the hillside and to reduce the traffic noise from Hoyt Road,the City hereby
approves the planting of up to 10 Leyland Cypress trees in the TVPE area to the west of the Nguyen
residence,which is a landscape tract conveyed to the Homeowners' Association. Since the above-
mentioned tract is conveyed to the Grande Vista HOA,this decision is contingent upon any approval
required by the HOA.As a courtesy,you may wish to notify neighboring houses of your plans in order to
expedite this process.
Since there is a dead leaning fir tree in close proximity to the proposed planting area, it may be necessary
to remove this tree before planting can safely take place.The removal of the one above-mentioned fir tree
is hereby authorized to be carried out at the homeowner's discretion.

Hi Mr. Isaac,
My name is Cuong Nguyen and I am currently a residence at 33321 42nd ave. southwest, federal
way. It is lot number 6 at Grande Vista development. I would like to plan 10 trees of Leyland cypress
in the TVPE area. Currently this area directly on the hill below my house has only few trees. I would
like to plan more trees to stabilized more to the slope of my house, and also try to reduce the
noises of traffic on Hoyt Road. I came to Federal Way City Hall and spoke to your colleague, Janet
Shull, who reviewed with me about the restriction of the TVPE area. Plan new trees can be done, but
need to have a permission from you first. Please view and let me know.
