Sheet A0.0: 1) According to the information contained on this sheet, it appears that the maximum lot coverage of 10% is exceeded. See FWRC 19.110.020(copy enclosed)for details on what comprises lot coverage.The lot coverage is shown at 5,122 square feet; however, this only includes the proposed house and garage, while the impervious surface area calculation shown is 8,194 sq. ft. 2) Please clarify the information contained in the Tree Unit Calculation table with regard to the 8 trees characterized as"unprotected" and the one tree labeled on the site plan"to be removed." Any trees to be removed need to be labelled as such on the site plan.All other trees need to have protection measures (no disturbance zone-as best as can be achieved) shown on the site plan. The no disturbance zone does not need to extend beyond the top of the bank. The maximum lot coverage is 10%, not 35%as listed. 3) Show the septic system and drainfield on the site plan,and make sure to identify any trees that need to be removed if system expansion is necessary. Tree Removal/Critical Areas/Shoreline: 1) There are tree removal requirements which must be addressed as part of the building permit. The site plan shows one tree will be removed as part of this project. Please fill out the enclosed"Calculating Tree Units(in RS zones)"handout, to determine compliance with the City's tree retention requirements. (The handout applies to the Suburban Estate zone as well.)The tree retention standards require each development to maintain a minimum tree unit density.The minimum tree density in residential zones is 25 tree units per acre.The subject property's tree density would be 45 tree units (25 tree units x 1.81 acres=45.25 tree units).A tree unit is a value assigned to existing trees retained on the property,or replacement plantings.The larger the tree,the greater value it is assigned(e.g. an existing tree measuring between 18 inches to 24 inches qualifies as 2.5 tree units).Required tree density can be composed of retained trees and replacement plantings per FWRC(Federal Way Revised Code) 19.120.130(enclosed). You may need to replace any trees that will be removed, depending on the number of tree units on the property. Prior to permit approval, the following shall be addressed: 1) Due to the proposed amount of new plus replaced impervious surfaces, the project is subject to the Small Site Drainage Requirements of Appendix C of the 2009 King County Surface Water Design Manual (KCSWDM). Please provide Small Site Best Management Practices (BMP's) for the control of storm water runoff (roof drains as well as patios and driveways). 2) In addition to the above, the project is also subject to the requirements of a Targeted Drainage Review (TDR) of the 2009 KCSWDM, due to the site being located on an erosion and landslide hazard zone. The applicant shall demonstrate that the project complies with the requirements set forth for a TDR Project Category #1. 3) The Targeted Drainage Review shall be performed by a licensed civil engineer. I would encourage you to have the engineer also analyze how best to handle storm water runoff from the roof, patios, and driveway. 4) In addition, you will need to have a licensed geo-technical engineer prepare a geo- technical analysis of the site soils as well as analyze the impacts of introducing additional storm water runoff onto a site that is identified as a landslide and erosion hazard area. The civil and geotechnical engineers should work closely together in identifying and analyzing the appropriate storm water BMP's for the project.
