Scope of Work
The following scope of work and cost estimate was developed by Otak,Inc. (Otak) for conducting a
review of the Wetland Assessment submitted by J.S.Jones for A.Adzhigirey,on behalf of the City
of Federal Way,Washington.This scope of work includes:
• reviewing the submitted wetland assessment report prepared by J.S.Jones in Junes,2006;
• a site visit to confirm conditions;
• preparing a letter of findings and recommendations;and
• project management.
This is a not-to-exceed cost estimate and the client will be billed as hours are accrued. All in-house
reimbursable costs (such as copies,reproductions, facsimiles,etc.),and any out-of-house direct costs
(such as mileage),will be in addition to the labor fee and will be invoiced at cost plus ten(10)
percent.
Task I—Background Review
Otak will review background materials and the following document provided by the City:
• Wetland Assessment (June 5,2006) prepared by J.S.Jones for A.Adzhigirey
The reports will be reviewed for consistency with the applicable portions of the Federal Way City
Code,and is conducted to best professional standards for wetland delineation reporting.
Task 2—Site Visit
Otak will conduct a site visit to confirm the wetland delineation, the wetland characterization and
rating of the wetland per Federal Way City Code.
Task 3—Prepare Memorandum of Findings
Otak will prepare a memorandum summarizing our review of the wetland delineation relative to the
provisions of the Federal Way City Code and current standards for wetland assessment.

Schedule and Budget
We are available to begin work on this project almost immediately upon notice to proceed.We
estimate that we can complete the above scope of work on a time and materials basis for a budget
not to exceed$3,678.The project team will not exceed this budget without prior approval from the
City of Federal Way. If conditions are found different from those described to us and as observed at
the site visit,Otak will notify City of Federal Way immediately and discuss any impacts to the scope
of work and budget.

The purpose of this letter is to authorize the services of Otak, Inc. in a review of the Wetland
Assessment Report prepared by J.S.Jones&Associates,Inc. for the above-referenced project.
In a September 15, 2006, task authorization request, the city requested an estimate and timeline from
Otak for analysis of the wetland report.Your November 17,2006, scope of work indicated that a budget
of$3,678 would be appropriate for the identified tasks.At this time,funds in the amount of$3,678 have
been received.A copy of the wetland consultant task authorization signed by the applicant is enclosed.
Please consider this letter as authorization to proceed with the review as detailed in the city's
December 4,2006,task authorization, and your November 17, 2006, scope of work. I can be reached at

Dear Mr.Ancheyev: .
Please find enclosed a copy of the City's Wetland Consultant's(Otak, Inc.)February 9, 2007,
report detailing their review of the J.S.Jones&Associates Wetland Assessment(dated June 5,
2006),as well as their findings from on-site reconnaissance of the referenced property. Otak's
review supports the findings of the J.S.Jones' report.
With this data, I can continue my review of the application for building permit at this site.
However,in order to complete the review,I will need a revised site plan that includes the
following:
• Location of utilities entering site. The most current plan does not show the location of
sanitary sewer.The plan also indicates that water will be brought to the site at the northwest
corner of the property.However,the Water Availability Certificate information that was
submitted with the building permit application shows the water source on Dash Point Road
and only 180 feet of piping,which would,apparently,bring the water line to the west of the
property. Running any utilities from the westernmost property line to the proposed residence
would involve traversing identified wetlands/buffer areas and would therefore require
additional environmental review.
• Clarification of topography. It is not clear what is depicted by the lines that are substantially
darker than the other elevation lines in the topography immediately surrounding the proposed
residence. Please clarify what the final grade will be and how drainage will be directed away
from the wetland buffer area.
• Sensitive area protection. Indicate on the site plan the location and type of the barrier to be
utilized in protecting the wetland buffer area,both during construction and subsequent to
occupancy, in accordance with Federal Way City Code(FWCC) Section 22-1267. Please
note that the delineated wetland buffer area must be marked and maintained in its natural,
undisturbed state in perpetuity.

Please submit four copies of a revised site plan that addresses these items.To avoid further
delays,I recommend that you contact Development Services Manager Will Appleton in our
Public Works Department for any additional requirements that may need to be incorporated into
the final site plan.When we receive the information, I will be able to complete my review and
move toward the issuance of a building permit for this project.
