The Community Development Department has received your request of limited trimming and pruning of
a large Bigleaf Maple Tree on the subject property above.
Analysis
Removal of invasive vegetation—FWRC 19.120.030(12)exempts the removal of overhanging vegetation
and fire hazards,or removal of invasive species,hazard trees, nuisance vegetation, or dead,dangerous,or
diseased trees when authorized by the director or his/her designee. It appears from the photograph that
there are adequate tree units upon the property per FWRC 19.120.130(2). However, be advised that a total
of 25 tree units are required upon the property and that if the remainder of the tree has to be removed,an
evaluation of the site will be made.
Decision
Pursuant to FWRC 19.120.030(12),the requested tree trimming at 611 SW 293rd Street(Parcel
No.119600 1785) is hereby approved.
Closing
Based upon analysis and code reference, be advised that this approval is applicable to the tree trimming
proposed in the May 11, 2017,submittal to the city and any expanded scope of work should be verified.

19.145.120 Partial exemptions.
The following activities are partial exemptions to the provisions of this chapter and require written approval from
the director: tti
(7)Vegetation maintenance such as hazard tree removal,removal of nuisance vegetation, and limited pruning
for view preservation.The applicant shall submit a vegetation maintenance plan prepared by a certified arborist
or registered landscape architect that includes the following:
— (a)A site plan at appropriate scale denoting the extent of the proposed vegetation maintenance
activity;
(b)Tree and vegetation location, type,and caliper of each tree within the area subject to the
proposed vegetation maintenance activity;
(c)Identification of methods of vegetation maintenance(limited to hand tools and hand powered
tools);and
(d) Proposed tree and/or vegetation replacement shown on the site plan.

This is a report on a big leaf maple tree on the property of:
Collins&Kathy Jakin

This tree is a very large tree that has been topped or trimmed in the past and it now has serious rot in
many parts of the tree top and trunk.There is new growth coming out from this tree in many parts,but
some of this is hazardous,as the attachment is rotten. It appears that there is rot down inside the trunk
at the top, but I am not sure how far down inside the trunk it goes, until we start trimming the rotten
parts off the top.There are some parts of the base of the trunk that do not sound solid when checked
with a hammer.
The tree is in a problem spot:it is next to the driveway, has overhead power lines and communication
lines, is close to the Jakin's home, near a small slope and a seasonal stream.This tree will have to be
either roped down strategically or we may need to bring a crane in to bring it out.This will all be decided
at a later date,once permission to trim or remove this tree is granted by the city.
Our first option is to trim out the dead limbs and trunk parts and then trim out the hazardous limbs that
are attached to any rotten trunk parts.This will make the tree safer for the home owner,their home and
driveway and help prevent damage to the power lines,communication lines and neighbors house.Our
primary goal is to leave as much tree as possible. If we can accomplish this by leaving a large part of the
trunk with some side limbs to support some active tree growth,this would help maintain the root
system longer to stabilize the soil and slope.
If the tree trunk is rotten all the way down into the base,then we may need to remove the entire tree,
to avoid damage to property should the trunk fail.This would be a last resort.
If we do any of this work,we will need to bring these pieces down and deposit them in the area below
and to the north east of the base of the tree.We will clean up,chip and remove all the smaller debris,
cut the larger wood into rounds,and leave them for a wood haul company to remove after we are
finished with the work.
All this work will be completed by EverGreen Tree Care. ETC has been in business since 1986, is licensed,
bonded and insured and a member of the BBB.
