Action: SEPA review Comprehensive Plan Designation: N/A Site Zoning: N/A A. BACKGROUND: The proposed action is to widen 2,500 lineal feet of 23rd Avenue South from three and four lanes to five lanes. The project also includes illumination to meet State Department of Transportation lighting standards, storm drainage, water quality treatment vault, 12 foot wide sidewalk, street trees in individual wells, benches, waste receptacles, replacement landscaping, new signal system at South 317th and South 322nd Streets, modification of the signal system at South 320th Street, reconstruction and restriping of private 1 commercial parking lots, reconstruction of private driveways and retaining walls with aesthetic facial treatment. Also, some funds budgeted for the project will be contributed to the regional detention system based on the proportional contributing area, when final design of the regional system is determined. This project is listed as #4 in the Federal Way Transportation Improvement Program. Funds have been acquired for planning and design, but not construction. SEPA review is required because right-of-way will be acquired as part of the proposal. Due to proposed right-of-way acquisition the SEPA categorical exemption threshold for minor road improvements (WAC 197-11-800(2)(c)) cannot be used. Analysis of the proposal is based on the submitted environmental checklist, related documents and drawings. B. Environmental Elements: 1. Earth: A Temporary Erosion/ Sedimentation Control Plan will be submitted with construction drawings to verify the proposal has minimal impact on area drainage ways. No environmentally sensitive areas, as defined by the City of Federal Way City Code (FWCC), are located on or within 100 feet of the proposal. Relevant construction permits will be obtained prior to commencement of construction related to this proposal. 2. Air: Short term impacts to air quality may occur during operation of heavy equipment. Construction activity, especially site preparation work, will contribute to a short term increase in local suspended particulate levels. Construction activity also contributes to carbon monoxide levels through the operation of construction machinery, the use of trucks to deliver equipment and materials, and worker access to the site by automobile. These activities also involve emissions of hydrocarbons and oxides of nitrogen, potentially elevating the level of photochemical oxidants, such as ozone, in the ambient air. Compliance with local, state and federal air quality standards will provide sufficient mitigation of these potential impacts. In addition, site watering will decrease suspended particulates. 3. Water: The project does not exceed applicable surface water detention thresholds of the adopted King County Surface Water Design Manual. Surface water drainage generated by the proposal will be conveyed directly in to the city's storm drainage system. 4. Plants: No significant trees, as defined by FWCC 22-1, are located within the proposal. The submitted landscape design does not comply with applicable FWCC development requirements for collector arterial class streets. Specifically, FWCC 22-1524 requires 2 street trees planted at 30 feet on center and a four foot wide landscape/utility strip. Also, a median may be required pursuant to FWCC 22-1517 in order to improve traffic circulation and enhance right-of-way appearance. The Public Works Director will decide whether or not any or all required and recommended landscape improvements are appropriate based on the decisional criteria of FWCC 22-1477 during the permit review phase. The proposal will eliminate portions of parking lot landscaping located on abutting private property. Correction of this nonconformance will be addressed with future development permit applications for the private property. This may include installation of five feet of Type Three landscaping along all property lines and installation of related parking lot landscaping. 5. Animals: The project area has limited wildlife habitat. With exception of abutting lot landscaping, the development area is improved with a street, sidewalk and drainage facilities. 6. As you will note, some of our answers reflect decisions or direction dictated by the City. Our answers to each specific question are as follows: 1. Item A-11 in the Checklist should be expanded to include the following paragraph: The project will include: illumination to meet WSDOT lighting standards; storm drainage based on project hydraulic calculations; a water quality treatment vault; streetscaping, which includes a 12- foot sidewalk -bikeway, street trees in individual wells, benches, waste receptacles, etc.; replacement_fandscaping;_ ? new signal systems at South 317th and South 322nd; modification of the signal system at South 320th; reconstruction and restriping of private commercial parking lots; reconstruction of private driveways; and retaining walls with aesthetic facial treatment. In addition, some funds budgeted for the project will be contributed to the regional detention system based on the proportional contributing area, when final design of the regional system is determined. 2. Private property landscaping was designed to minimize impacts to existing businesses and to minimize right-of-way costs, and in some cases will not meet City code. It was developed with continuous coordination and reviews 7 with the City Council. Attached is a copy of the typical dross -section which has received the approval of the Council. 3. The parking lot and driveway reconfiguration plans and the SeaTac Mall entrance relocation were also designed to minimize impacts to existing businesses and to minimize right-of-way costs. The SeaTac Mall entrance was designed to accommodate a new traffic signal. Attached is a copy of the current parking lot reconfiguration plan. Pearl Kronstz E. March 3, 1995 Page 2 4. Our added paragraph to question #1 above should satisfy the request for added scope description —to fully describe the proposed stormwater system, the drainage plan needs to be included for Planning Department review. The 50 percent plans include the stormwater system and can be referenced. The CH2M Hill report recommends a regional detention system design; therefore, the City needs to answer which of the three facilities are included. The project drainage will continue to contribute to all three. Item B-3-d(2) in the Checklist should be revised to read as follows, to answer water quality vault questions: ��` % \ tiro (2) A water quality vault within the 23rd Avenue South roadway prism, to treat stormwater before it enters the regional detention facility. 5. Based on information provided by the City Traffic Section, traffic projections are based on a three percent growth rate. 6. The contractor will be required to conform to Section 1-07.15 of the WSDOT/APWA standard specifications, which requires a temporary water pollution/erosion control plan to be approved during construction. The City will have full authority to have that plan conform to any standard they want at that time. We will include in the special provisions a clarification that the plan will have to meet requirements of King County, the City, and DOE. Street Widening, SEP95-0004 I have reviewed the comments from Entranco which attempts to address the issues raised by staff in our letter of February 23, 1995. The following comments are provided. They are numbered in conjunction with the numbering in our previmis letter and in the Entranco letter. No further comment. 2. The applicant indicates that the plan was developed with continuous coordination and reviews with the City Council. The applicant has also attached a copy of a typical cross-section which has received approval of the Council. This typical cross-section does not attempt to address any landscape improvements to the impacted private properties. It only addresses the issues within the right-of-way. Additional justification for not providing the buffering landscaping should be provided before any modification is considered to be granted. 3. Because of the anticipated signal to be installed at the shown intersection, the construction of this "driveway" should be completed as shown to facilitate quick deployment of traffic from the Mall. This configuration would consist of an asphalted entrance instead of the traditional recessed curb and concrete sidewalk across the entrance. No further comment. 4. Staff s questions regarding work on the regional facilities still need to be addressed. The applicant has revised the comment on the location of the treatment facilities as being in the roadway prism. 5. The applicant has indicated that traffic projections are based on a 3 % growth rate. If this is applied to the existing ADT of 12,330 for the year 1994 and projected forward at that 3 % rate, the ADT in the year 2010 would be 18,107. This is still 11,423 lower than that figure provided in the SEPA checklist. The other questions posed by staff have not been adequately addressed, also. 6. The intent of the staffs comments was to clarify under what standards the TESC Plan will need to be designed. The SEPA document clearly states that the plan would be prepared and approved prior to construction and only specifies the DOE manual for compliance. The City's code requires conformance to the King County Surface Water Design Manual and, through the SEPA process, any other standards that may be required to address special circumstances. The letter from the applicant now states that the plan will be prepared and approved during construction and will meet the requirements of King County. the City, and DOE. The statement should read that it will be prepared and approved prior to permitting and meet the requirements of the City of Federal Way. There are three points of connection from the storm system in 23rd Avenue South to the basin conveyance system through the Seatac Mall area. Also, three regional facilities are referenced in the checklist. Is work proposed for one or all three of these facilities? Water quality vaults are to be used prior to entering the regional detention facility? Are these vaults to be placed'in the 23rd Avenue right-of- way or at the regional facility? 5. Verify all traffic volume and capacity numbers for the street system. Existing ADT is stated as 12,330. Projected ADT by the year 2010 is 29,530. This is an increase of 2.39 times current levels. Will development in the area grow to match 2.39 times current levels? Is adequate land area in Federal Way available to develop and generate these projected traffic volume numbers? B14c The text indicates that restriping of the Best Plaza and Sea-Tac Mall parking lots will not result in any loss of parking spaces. With the closure of one Sea-Tac Mall entrance, the opening of another, and the rearrangement of internal circulation around these areas, it would appear that some spaces may be lost. Is the plan far enough along to assure that no spaces would be lost? B14f The traffic volume and capacity numbers for the street system appear inappropriate. Existing ADT is stated as 12,330. Projected ADT by the year 2010 is 29,530. This is an increase of 2.39 times current levels. Is growth in the area going to be 2.39 times current levels? There is not that much available land to accommodate that much growth in that short a time frame. A more realistic number should be provided. Also, the text indicates that the capacity of the roadway will be increased by 3,000 to 69000 ADT. What is the current capacity of the street and how soes this compare with projected volumes to the year 2010? Are the improvements adequate to accommodate the projected volumes? Item A-11 in the Checklist should be expanded to include the following 06 paragraph: S, 0 2 2 0 The project will include: illumination to meet WSDOT lighting standards; storm drainage based on project hydraulic calculations; a water quality treatment E L E P H 0 N E vault; streetscaping, which includes a 12- foot sidewalk -bikeway, street trees in 06 individual wells, benches, waste receptacles, etc.; replacement landscaping; new signal systems at South 317th and South 322nd; modification of the 54 S 6 0 0 signal system at South 320th; reconstruction and restriping of private commercial parking lots; reconstruction of private driveways; and retaining walls with aesthetic facial treatment. In addition, some funds budgeted for the project will be contributed to the regional detention system based on the proportional contributing area, when final design of the regional system is determined. 2. Private property landscaping was designed to minimize impacts to existing businesses and to minimize right-of-way costs, and in some cases will not meet City code. It was developed with continuous coordination and reviews with the City Council. Attached is a copy of the typical cross-section which has received the approval of the Council. 3. The parking lot and driveway reconfiguration plans and the SeaTac Mall entrance relocation were also designed to minimize impacts to existing businesses and to minimize right-of-way costs. The SeaTac Mall entrance was designed to accommodate a new traffic signal. Attached is a copy of the current parking lot reconfiguration plan. Our added paragraph to question #1 above should satisfy the request for added scope description —to fully describe the proposed stormwater system, the drainage plan needs to be included for Planning Department review. The 50 percent plans include the stormwater system and can be referenced. The CH2M Hill report recommends a regional detention system design; therefore, the City needs to answer which of the three facilities are included. The project drainage will continue to contribute to all three. Item B-3-d(2) in the Checklist should be revised to read as follows, to answer water quality vault questions: (2) A water quality vault, within the 23rd Avenue South roadway prism, to treat stormwater before it enters the regional detention facility. 5. Based on information provided by the City Traffic Section, traffic projections are based on a three percent growth rate. 6. The contractor will be required to conform to Section 1-07.15 of the WSDOT/APWA standard specifications, which requires a temporary water pollution/erosion control plan to be approved during construction. The City will have full authority to have that plan conform to any standard they want at that time. We will include in the special provisions a clarification that the plan will have to meet requirements of King County, the City, and DOE. Below are issues raised by the Committee that require your attention. Please provide me your response to each question listed below to allow continued review of the SEPA checklist. 1. Include descriptions for street lighting, storm drainage, and other standard roadway features in project scope. 2. All affected private property landscaping should be restored to conditions that meet applicable Federal Way City Code (FWCC) design standards. This incudes installation of five feet of Type Three landscaping along all property lines and installation of related parking lot landscaping. Minor parking lot reconfiguration may be necessary to provide the required landscaping. Land acquisition prices and resultant private property reconfiguration designs should include this requirements. 3. All parking lot and driveway reconfiguration related to this proposal must meet FWCC design standards. Proposed Seatac Mall driveway relocation does not meet design standards. Creating non-conformance of parking stall count, landscape or setback are not supported since sufficient room appears available to meet code requirements. Land acquisition prices and resultant private property reconfiguration designs should meet applicable parking stall count, landscaping and property line setback requirements. 4. Related stormwater facility and conveyance improvements must be identified and described in the scope of work. There are three points of connection from the storm system in 23rd Avenue South to the basin conveyance system through the Seatac Mall area. Also, three regional facilities are referenced in the checklist. Is work proposed for one or all three of these facilities? Water quality vaults are to be used prior to entering the regional detention facility? Are these vaults to be placed in the 23rd Avenue right-of- way or at the regional facility? 1G 5. Verify all traffic volume and capacity numbers for the street system. Existing ADT is stated as 12,330. Projected ADT by the year 2010 is 29,530. This is an increase of 2.39 times current levels. Will development in the area grow to match 2.39 times current levels? Is adequate land area in Federal Way available to develop and generate these projected traffic volume numbers? The checklist indicate 23rd Avenue South roadway capacity will be increased by 3,000 to 6,000 ADT. What is the current street capacity and how does this compare with projected volumes to the year 2010? Are proposed improvements adequate to accommodate projected volumes? 6. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. The 23rd Avenue South Improvements Project consists of 762 meters (2,500 feet) of roadway widening and associated improvements along 23rd Avenue South between South 316th Street and South 324th Street (see attached figure 1). It also consists of 366 meters (1,200 feet) of roadway widening and associated improvements along South 3201h Street. Mixed commercial development surrounds this portion of 23rd Avenue South and South 320'h Street. The roadway along 23rd Avenue South would be widened from three and four lanes to five lanes, to accommodate increased traffic and turning activity associated with the existing commercial areas along the roadway. The widening along South 320`h Street is for the addition of one left turn lane in each direction at the intersection of 23rd Avenue South/South 3201h Street. The 23rd Avenue South roadway will be widened from 3.2 meters (44 feet) with a 2.4 meter (8-foot) sidewalk to 17.7 meter (58 feet) with a 3.7 meter (12- foot) sidewalk. South 3201h Street will be widened enough to accommodate the additional left turn lane. At the 23rd Avenue South/South 320'h Street intersection the South 320'h Street proposed roadway width is 28.0 meters (96 feet) with a 2.4 meter (8-foot) sidewalk. The project is on the City's six -year TIP list. The recommended alignment along 23`d Avenue South will involve generally symmetrical widening with minor alignment shifts along the entire length of the project. The project will include: illumination to meet WSDOT lighting standards; storm drainage based on project hydraulic calculations; two water quality treatment vaults; streetscaping, which includes a 12 — foot sidewalk -bikeway along 23rd Avenue South and a 8-foot sidewalk along South 320'h Street, street trees in individual wells, benches, waste receptacles, etc.; replacement landscaping; new signal systems at South 3171h and South 322"1; modification of the signal system at the intersections of 23rd Avenue South/South 3201h Street and South 320"' Street/251h Avenue South; reconstruction and restriping of private commercial parking lots; reconstruction of private driveways; and retaining walls with aesthetic facial treatment. In addition, some funds budgeted for the project will be contributed to the regional detention system based on the proportional contributing area, when final design of the regional system is determined. (See attached draft plans). 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. 23rd Avenue South is located in Sections 9 and 16, Township 21 North, Range 4 East. (See also response to A.11 above). Evaluation for Agency Use Only B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (underline one): Flat, rolling, hilly, steep slopes, mountainous, other b. What is the steepest slope on the site (approximate percent slope) ? There are three points where side slopes become approximately 10 vertical to 10 horizontal (100 percent). However, in the remainder of the project, slopes do not exceed 10 vertical to 20 horizontal. There are also some points where rock walls produce near -vertical slopes. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The types of soils that are found on the site are classified by the United States Department of Agriculture Soil Conservation Service Soil Survey of King County Area, Washington (1973) as 1) Arents, Alderwood material (AmC), a soil with medium runoff, 2) Norma sandy loam (No), a soil with poor drainage, and 3) Alderwood gravelly sandy loam (AgC and AgB), a soil with generally slow runoff. Borings taken for the project indicated that one to five feet of topsoil and fill soils mantle native, glacially -derived soils in the southern section of the project. The soils in the northern section are made up of significant amounts of fill soil overlying the native, glacially -derived soils. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. The project will require approximately 8,617 cubic meters (11,270 cubic yards) of cut and 5,986 cubic meters (7,830 cubic yards) of fill. Some fill material may be supplied from the excess cut. Evaluation for Acienoy Use Onl f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Erosion due to surface water runoff can be expected during construction as the roadway is widened, fills are placed, and sidewalks are reconstructed. No increased erosion is expected after completion. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? Approximately 94 percent. Approximately 14,757 square feet (0.339 acres) of new roadway and sidewalk area will be created as a result of improvements to South 320P Street. This new roadway and sidewalk will impact the existing sidewalk and parking lot, resulting in zero net increase in impervious surface along South 320" Street. Approximately 61,855 square feet (1.2 acres) of new impervious surface area will be created as a result of the road improvements to 23`° Avenue South. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any. A Temporary Erosion/Sedimentation Control Plan would be prepared and approved by the City prior to permitting. All cut and fill slopes and new roadway shoulders would be hydroseeded as soon as possible following final grading. The plan will be prepared and approved prior to permitting and meet the requirements of the City of Federal Way. Erosion control measures would include covering stockpiles associated with construction, and using hay bales and silt fences to reduce runoff. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Temporary dust, odors, and emissions from equipment and paving operations will be generated during construction. Carbon monoxide levels are expected to decrease following project completion, due to improvement in the flow of traffic. b. Are there any off -site sources of emissions or odor that may affect your proposal? If so, generally describe. Evaluation for Agency Use ❑nly Traffic along 1-5 and Pacific Avenue South could affect carbon monoxide levels within the project corridor. c. Proposed measures to reduce or control emissions or other impacts to air, if any. The contractor will be required to provide dust control measures, such as street cleaning, sprinkling the construction area, and soil stockpiles. Signal coordination and timing could mitigate post -completion carbon monoxide levels. 3. Water a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. Drainage from the project area eventually enters a seasonal unnamed stream, approximately 0.4 km (one -quarter mile) away, that drains to a tributary of the West Branch of the Hylebos Creek. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. No. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. Not applicable. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. No. 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. Ground. 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities if known. Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. None. c. Water Runoff (including storm water): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. The source of runoff from the project area includes roadside runoff and runoff from the developed areas upstream of the road. The project is located on a stretch of 23rd Avenue South and South 320'hStreet that is parallel to the regional drainage system, which runs north -south a short distance to the west. All of the flow from the project area enters this regional drainage system downstream of 23rd Avenue South. The runoff is collected by an enclosed storm sewer system and conveyed to the regional system through underground storm pipes. These pipes run under the SeaTac Mall parking lot and connect with the regional drainage trunk line approximately 122 meters (400 feet) downstream of South 320th Street. The drainage eventually enters a seasonal unnamed stream that drains to a tributary of the West Branch of the Hylebos Creek. 2) Could waste materials enter ground or surface waters? If so, generally describe. Evaluation for Agency Use Onlu The project would increase impervious surface which may slightly increase pollutants in runoff. d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any. The following two separate measures are proposed to reduce surface water impacts: (1) Participation in a regional detention facility (2) Two water quality vaults will be provided. One, located on the west side of 23rd, just north of S. 322nd, will treat all roadway runoff on 23rd south of 320th. The second vault will be located on the south side of 320th, just west of 23rd Ave. S. This vault will treat all roadway runoff associated with the intersection of S. 320th St. and 23rd Ave. S. The. area on 23rd Ave. S. north of S. 320th will be treated by an existing open pond located on the west side of 23rd at S. 317th. There are three existing detention facilities that receive runoff from 23rd Ave. S. Ultimately, these three facilities will be phased out as the City completes construction of the regional detention facilities mentioned elsewhere in this document. This regional facility has been designed to accommodate all future runoff from this project. 4. Plants a. Check or underline types of vegetation found on the site: deciduous tree; alder, maple, aspen, evergreen tree; fir, cedar, pine, other shrubs grass pasture other crop or grain wet soil plants; cattail, buttercup, bullrush, skunk cabbage, other water plants: water lily, eelgrass, milfoil, other other types of vegetation b. What kind and amount of vegetation will be removed or altered? Vegetation within the right-of-way (ROW) necessary for the roadway widening would be removed. There is landscaping on private property abutting the existing sidewalk and, in some locations, street trees abutting the roadway. In some cases the new sidewalk will not be eliminating the existing trees and shrubs, except for impacts from sidewalk construction and new tree installation. In other areas, the sidewalk will be eliminating some existing shrubs and trees, and new planting areas will be created. Evaluation for Agency Use ❑nl� c. List threatened or endangered species known to be on or near the site. None are known. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any. This project will match as closely as possible the existing surrounding landscaping in new planting strip areas, and planting in areas where existing shrubs have to be removed. In all cases new planting will follow the City of Federal Way City Center Street Design Guidelines for street tree replacement. 5. Animals a. Underline any birds and animals which have been observed on or near the site or are known to be on or near the site: birds: hawk, heron ; eagle, son.. bc�irds, other. mammals: deer, bear, elk, beaver, other., fish: bass, salmon, trout, herring, shellfish, other: A heron was observed using the existing regional detention facility just north of South 324th Street as a resting site. There are no nesting locations, such as large cottonwoods, at the facility. b. List any threatened or endangered species known to be on or near the site. None are known. c. Is the site part of a migration route? If so, explain. The site is part of the Pacific Flyway migration route; however, due to the heavily urbanized nature of the area, it is unlikely that species would land near the project location. d. Proposed measures to preserve or enhance wildlife, if any: None. 6. Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Electricity would be used for illumination and traffic signals. Evaluation for Aaency Use Onl b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. IM c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any. None. 7. Environmental Health a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. There is potential for gas/oil/diesel fuel spills from accidents or truck spills. 1) Describe special emergency services that might be required. Not applicable. 2) Proposed measures to reduce or control environmental health hazards, if any. The Temporary Erosion/Sedimentation Control Plan, completed prior to permitting, would include emergency spill response procedures in the event of a spill of fuel or some other toxic material on the construction site. b. Noise: 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? Traffic noise. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. Construction activities will cause a temporary increase in noise levels as high as approximately 90 dBA (within 15.3 meters [50 feet] of the equipment) between the hours of 8:00 a.m. to 5:00 p.m. The City Code allows construction noise between 7:00 and 10:00 p.m. Evaluation for Agency Use Onl The FHWA Highway Traffic Noise Prediction Model indicates that a doubling of traffic volume is required to cause a noticeable (three dBA) increase in traffic noise. As traffic levels increase, there would be a long-term increase in traffic noise. The surrounding land uses are commercial, and there are no sensitive noise receptors located in the project area. 3) Proposed measures to reduce or control noise impacts, if any: Hours of construction would be limited. Mitigation for operational impacts are not proposed. 8. Land and Shoreline Use a. What is the current use of the site and adjacent properties? The current use of the site is as an urban principal arterial. Adjacent land use is business/commercial. Throughout the project length offices and businesses are located near the existing sidewalks. b. Has the site been used for agriculture? If so, describe. No. c. Describe any structures on the site. None. d. Will any structures be demolished? If so, what? M e. What is the current zoning classification of the site? The area is zoned as city center, principally allowing for retail development. f. What is the current comprehensive plan designation of the site? The site is classified as business, with a thin strip of area designated for open space (Federal Way Comprehensive Plan 1990). The business classification is intended to provide centralized areas for retail, service and professional office uses that are convenient to residential areas and the transportation network. The open space runs just north of South 324th Street to the north side of the Metro Park-n-Ride lot and eventually to the 1-5 freeway. g. If applicable, what is the current shoreline master program designation of the site? Evaluation for Agency Use Only_ Not applicable. h. Has any part of the site been classified as an "environmentally sensitive" area? If so, specify. No. i. Approximately how many people would reside or work in the completed project? Not applicable. j. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any. 23rd Avenue South would be widened from three and four lanes to five lanes, to accommodate traffic and turning activity associated with the commercial areas along the roadway. The project would add a two-way left -turn lane to the existing four -lane section along 23'd Avenue South. A left turn lane would be added in each direction along South 320`h Street at the intersection of 23'd Avenue South/South 320"' Street. Because the land use in the project area is near full buildout, only traffic growth from increased business activity of existing commercial development will occur. The five -lane section along 23'd Avenue South will be near capacity based on traffic projections for 2010. The project is consistent with local land use plans and policies and is part of the City's six -year TIP. 9. Housing a. Approximately how many units would be provided, if any? Indicate whether high, middle, or low income housing. Not applicable. b. Approximately how many units, if any, would be eliminated? Indicate whether high, middle, or low-income housing. None. They are approximately 12.1 meters (40 feet) tall and made of aluminum or steel. b. What views in the immediate vicinity would be altered or obstructed? Views of the roadway would be slightly altered due to the widening. c. Proposed measures to reduce or control aesthetic impacts, if any. Much of the landscaping lost as a result of roadway widening will be replanted, along with the planting of street trees. Park benches also will be installed. What time of day would it mainly occur? Light would be generated by street lights and automobile headlights during nighttime hours. b. Illumination for parking lots of existing adjacent commercial development, most notably Sea-Tac Mall, are sources of light that will be noticeable from the project site. d. Other intersecting roads along this length of 23rd Avenue South include South 317th, 319th, and 322nd Streets, and a number of driveways providing access from properties adjacent to the roadway. b. Is site currently served by public transit? If not, what is the approximate distance to the nearest transit stop? Yes. c How many parking spaces would the completed project have? How many would the project eliminate? Not applicable-23rd Avenue South has no parking spaces. The project could alter parking stall layouts in Best Plaza and Sea-Tac Mall. However, restriping should result in no net loss of spaces. d. Will the proposal require any new roads or streets, or improvements to existing roads or streets, not including driveways? If so, generally describe (indicate whether public or priva te). Not applicable. e. Will the project use (or occur in the immediate vicinity of) water, rail, or air transportation? Existing (1999) and projected (2010) average daily traffic volumes for the intersection of 23d/3201h Street are as follows: 23rd South of 320`h — 16,363/20,345, 23rd North of 320"' — 14,063/17,485, 32W' West of 23'd — 43,888/54,569, 3201h East of 23'd — 58,162/72,318. 1999 average daily traffic volumes assumed 1999 peak hour volumes accounted for 8% of the daily volume. 2010 average daily volumes assumed a 2% growth rate. The capacity of the roadway will be increased as a result of these improvements. The peak volumes would occur between 4:30 and 5:30 p.m. g.
