Committee members at that meeting included representatives from the Lakehaven Utility District, Federal Way Fire Department, and Department of Community Development Service's Planning and Building Divisions. This letter follows up the preapplication meeting for your proposal. Department and agency requirements are summarized below or are enclosed with this letter. Staff contacts are listed with each summary. I. PLANNING DIVISION — Minnie Dhaliwal, (253) 661-4082 Zoning — The zoning of the site is RM 2400. This zoning district permits attached/ stacked dwelling unit uses pursuant to Federal Way City Code (FWCC) Section 22-667 (enclosed). In conjunction with attached/stacked dwelling units, rental offices are considered an accessory use and are allowed in the RM2400 zone. 2. Review Process — If the proposal does not include any reduction in the amount of required open space, the review process for the proposal will be Process I, Director Approval. Under Process I, the Director of Community Development Services makes a decision based on criteria listed under FWCC Section 22-352. A Process I submittal requirement checklist and master land use application are enclosed along with applicable code sections. Building permit is issued after Process I approval is granted. The project does not require State Environmental Policy Act (SEPA) review as it does not exceed the associated thresholds. Northview Terrace Leasing Office May 19, 1999 Page 2 3. Fees — Land use fees to review the Process I application are $45.00 per hour. Additional fees are associated with other city permits. Building permits must be obtained before any work commences. A S45.deposit is collected at the time of submitting the Process I application. 4. Required Setback— Per FWCC Section 22-667, the setbacks are 20 feet in front and five feet on all other sides. Also, perimeter landscaping requirements are Type III 20 feet along public right of ways, Type II 20 feet along property lines abutting single family zoning, and Type III 10 feet along all other perimeter lot lines. The proposed location of the leasing office meets all setback requirements. 5. Open Space — Per FWCC Section 22-667 note 2, the subject property must contain at least 400 square feet per dwelling unit of common recreational open space usable for many activities. At least 10 percent of this required open space must be developed and maintained with children's play equipment. Also, if the subject property contains 20 or more units, at least 50 percent of this required open space must be in one or more pieces each having a length and width of at least 40 feet. Based on the drawing submitted, it is unclear if the complex meets these requirements. The proposed location of the leasing office cannot further reduce the amount of onsite open space area if this requirement is not met. 6. Design Guidelines — Conformance with design guidelines is required for projects reviewed under Process I. The proposed structure is required to have at least a 4:12 pitch per FWCC Section 22-1638. 7. Nonconformances — Article IV of the FWCC establishes when and under what circumstances nonconforming aspects of a use or development must be brought into conformance. If an applicant proposes expansion of gross floor area, the applicant has to comply with current development regulations applicable to the geographic proportion of the site on which the expansion is proposed. Item A and B identify those development regulations that will apply to the proposed expansion. A. Landscaping — The geographic portion of the site (see enclosed red lined site plan) needs to meet current landscape code. Twenty square feet of Type IV landscaping per parking stall is required per FWCC Section 22-1567. Please indicate on the drawings how that requirement is met. Also, refer to the enclosed FWCC Section 22-1567 for details. Type IV landscaping consists of trees, shrubs and groundcover. B. Garbage and Recycling Facilities — Dumpsters must be screened with a 100 percent sight obscuring screen and landscaping. Also, five foot separation is required from any building. Please contact the building division regarding specifics about separation requirements. II. EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system, these provisions may be modified by the chief. Plans for fire apparatus access roads shall be submitted to the fire department for review and approval prior to construction. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 25 ton fire apparatus and shall be provided with a surface so as to provide all-weather driving capabilities. 3) Shall be not less than a 20 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de- sac at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter. 5) Gradient shall not exceed 12 percent. [K.C.F.D. #39 Administrative Policy Guideline No. 1006] Designated fire lanes may be required for emergency access. This may be done during the plans check or after the facility is in operation. When required, approved signs or other approved notices shall be provided and maintained for fire apparatus access roads to identify such roads and prohibit the obstruction by parking and other obstructions. Fire apparatus access road gates shall comply with K.C.F.D. #39 Administrative Policy Guideline No. 1003 (copy attached). Fire apparatus access roads shall be installed and made serviceable PRIOR to and during the time of construction. PORTABLE FIRE EXTINGUISHERS Portable fire extinguishers shall be installed in accordance with Uniform Fire Code Standard 10-1. FIRE DEPARTMENT ACCESS TO BUILDINGS Exterior doors and openings required by the Uniform Fire Code or the Uniform Building Code shall be maintained readily accessible for emergency access by the Fire Department. An approved access walkway leading from fire apparatus access roads to exterior openings required by the Uniform Fire Code and/or the Uniform Building Code shall be provided when required by the Chief. Approved numbers or addresses shall be placed on all new and existing buildings in such a position as to be plainly visible and legible from the street or road fronting the property. Numbers shall contrast with their background. Numbers shall be a minimum of six (6") inches in height. When access to or within a structure or an area is unduly difficult because of secured openings or where immediate access is necessary for life-saving or firefighting purposes, the chief is authorized to require a key box to be installed in an accessible location. The key box shall be of a type approved by the chief and shall contain keys to gain necessary access.
