Follow this link – https://www.4culture.org/about-4culture/board-advisory-committees/ • ADJOURN City of Federal Way ARTS COMMISSION Thursday, May 4, 2023 9:00 a.m. Federal Way Community Center MINUTES In attendance: Chair Vickie Chynoweth, Vice-Chair Karen Brugato, Janine Barber, Iveta Felzenberg, Angela Hahn, Kim Bowman, Kenny Byrne Excused: N/A Unexcused: N/A Staff: Cody Geddes: Recreation Manager, Cassie Swan: Arts & Special Events Coordinator, Ashriya Guptar: Administrative Assistant, Jason Gerwen: Parks Deputy Director Chair Chynoweth called the meeting to order at 9:01 a.m. April meeting minutes were approved as written. PUBLIC COMMENT Ann Michelle Hart (Chief of Staff) and Dave Harrelson (Secretary) of the Federal Way Public Market attend the meeting to share their vision for the FW Public Market. They intend on the Market being a central hub for performance arts and community events. They have already reached out to the City and are in the process of attending different commission meetings to introduce the concept to different City commissions. COUNCIL LIAISON None. ACTION/NEW PROJECT – DISCUSSION ITEMS 1. Contract for Services – Application Wording – Commissioner Barber informs the commission that the application wording needs more work. Commissioner Barber and Vice-Chair Brugato have already planned a meeting to discuss and work on the application wording. Commissioner Barber MADE A MOTION to table the discussion until the next meeting in June. Vice-Chair Brugato SECONDED THE MOTION. The MOTION PASSED unanimously. 2. Chronolog Artwork – Staff Geddes shared the Draft Letter of Support for Mr. Wiegman’s Chronolog Artwork. After reviewing the draft letter; Vice-Chair Brugato MADE A MOTION to edit the letter to specify the commission’s strong unanimous support for Mr.Weigman. Commissioner Hahn SECONDED THE MOTION. The MOTION PASSED unanimously. Vice-Chair Brugato has contacted the Mayor and confirmed that he will be advocating for Mr.Wiegman and his artwork. UPDATES 1. RWBF Arts Tent- Staff Swan reports that there are no new updates for the RWBF Arts Tent. She welcomed the Commissioners to let her know if they have any new ideas as far as a new craft or activity for the tent. 2. Traffic Graffics – Staff Swan gave a brief update that the box will be wrapped within the next few weeks; and she will update the commission accordingly. 3. Municipal Courts Student Art Contest – Staff Swan reported that she has received a few submissions for the Student Art Contest. She asked the Commissioners to vote on the best pieces. The winners will be announced at the next regular meeting. 4. Arts Explosion Update – Vice-Chair Brugato walks the commission through a detailed program for Arts Explosion. Vice-Chair Brugato is working with Chair Chynoweth on her statement for the beginning of the event. Staff Gerwin suggests planning a time, sometime next week, to go over the layout of the event at the PAEC. Staff Geddes shares that the Commission has purchased two art walls and that Star Lake Elementary has donated two additional walls for the event. Commissioner Barber asks if the PAEC can provide a private Wi-Fi connection so that the artists can use their Square Terminals for transactions. Staff Swan reiterates that any artwork transactions will strictly be between the artist and the buyer. Staff Gerwin points out that Venmo/Paypal transactions will eliminate the need for private Wi-Fi and/or Square Terminals. Staff Swan confirms that she sent the Arts Explosion ad to the Federal Way Mirror. Vice-Chair Brugato reports that the sponsored Facebook post has garnered a lot of attention for the event. COMMISSION REPORTS • Vice-Chair Brugato and Commissioner Barber point out that the Arts Commission needs to write a letter of congratulations to Ian Tongue and Dectaur High School for their success on American Idol. Commissioner Byrne suggests awarding Mr.Tongue a certificate from the Arts Commission. • Vice-Chair Brugato shares that the City has updated their ordinance to make it easier to accommodate quorum. This allows for more flexibility as some commissions have trouble making quorum for their meetings. Good of the order: • None.
