The two -stem big leaf maple tree, which is located to the northwest of the Chaffee's boundary fence, is within an erosion hazard area and the buffer of a Category I wetland as well as being located within shoreline jurisdiction. Because the tree is located within critical area buffers, any modification is subject to review by the Federal Way Community Development Department. The Department has issued Interpretation # 10-0 1 that provides clarification of the proper procedure and decision criteria for vegetation removal within identified critical areas. DECISION Mr. Bryce Landrud, an ISA Certified Arborist, has determined that in its current condition the tree in question has defects, wildlife damage, and some lean toward the residence, and is therefore deemed necessary for removal. Pursuant to Mr. Landrud's recommendation, in conjunction with an analysis of Interpretation #10-0 1, the city hereby authorizes the removal of the above -mentioned tree to an appropriate height as determined by Mr. Landrud. The proposed activity will not adversely affect water quality. Tree roots will not be disturbed anlil adequate erosion protection of the critical areas will be retained. 2. The proposed activity will not destroy nor damage a significant habitat area. The tree is located within shoreline and wetland buffers. As such, it provides potential habitat to birds and small mammals. The reduction in height of the tree will not impact wildlife habitat as there is a dense population of neighboring trees of similar size nearby. 3. The proposed activity will not adversely affect drainage or stormwater retention capabilities. The work will have no impact on drainage courses. Mr. Ikerd July 18, 2014 Page 2 4. The proposed activity will not lead to unstable earth conditions, nor create erosion hazards. The maintenance is limited in scope. The tree stump, along with the remaining un-touched vegetation, will stabilize any possible erosion. 5. The proposed activity will not be materially detrimental to any otherproperty, nor to the city as a whole, including the loss ofsig-nificant open space. The tree work will remove unsafe overhanging limbs and prevent a potentially hazardous fall. Removal of this tree would not appear to have a detrimental impact on open space. 6. The proposed activity is necessary to: a) maintain existing pathways and landscaping, ensure the health q existing vegetation, achieve limitedpruning to allowfor view maintenance, reduce tree �f mass or redirect tree growth, or similar purposes; andlor b) vegetation (Emphasis Added). Mr. Landrud has examined the tree in question and deemed it necessary for removal. 7. The proposed activity does not require review under the State Environmental Policy Act (SEP,4). T department concludes that this activity is exempt from SEPA review. i 8. The proposed activity is consistent with the requirements ofFWC Chapter 19.120, "Clearing, Grading, and Tree and Vegetation Retention. Due to the large size and potential target we are recommending removal of this maple tree ASAP. Hi Steve, I looked at this tree some time ago; I thought I'd already prepared this report.... my apologies. The tree in question is a 2-stem bigleaf maple just northwest of Mr. Chaffee's boundary fence. There is a significant bark inclusion between the two stems, which appear to be somewhat Cwrapped' around each other. Both stems are approximately 20 inches in diameter, but only 40- 50 feet tall. Both stems grow out to the southeast over the fence, landscape, and a significant portion of Mr. Chaffee's glass — covered atrium and deck. The stems have grown this way due to shading by nearby alders and a large adjacent hemlock. There is one large observable step failure visible, as well as many cracked and broken limbs. Numerous limb failures appear to have been exacerbated by squirrel damage to tension -side b and cambium surfaces. There are few positive attributes to this tree; most future tops and limbs that fail will likely hit the Chaffee home and, with the large glass atrium so close, probably cause significant and Itryce Landrud LS-4.
