My husband is a Qualified Tree Risk Assessor, Certified Arborist and Environmental Habitat Specialist. I made a call to the planner on call prior to visiting the site to make sure I had everything we needed when doing the report. I was hoping to come in this week to drop it off and start the process for the work to be done. I think it was an administrative decision request or something to that effect that needed to be done with a fee of about $150 or so? The person I spoke with mentioned you had been working on this project which is why I am reaching out to you hoping to mainstream this as much as possible. There have been several red alders that have failed right into the Car Wash building itself and the entrance area. Hoping to get the hazards dealt with before any big spring storms. A condition of approval shall require the landscape plan submitted with the building permit comply with FWRC 19.125.070(5)(a). As conditioned, the landscaping plan is consistent with applicable standards set forth in FWRC Chapter 19.125. 10. Clearing & Grading —An engineering permit (El) will be required. Clearing and grading activities will be reviewed for consistency with applicable standards set forth in FWRC Chapter 19.120. The preliminary cut/fill analysis is that 2,000 cubic yards of cut and 500 cubic yards of fill are planned. 11. Tree Retention/Replacement — Pursuant to FWRC 19.120.130, compliance with the city's tree density requirements in the CE zone (20 tree units per acre) requires 84 tree units on the subject property's 4.2 acres. The applicant submitted the required tree retention plan and proposes to remove trees in conjunction with the site development, with over 84 trees to remain on site. This requirement is satisfied. 12. Critical Areas — In June 2015, the city received a request for third party review of a wetland report prepared by Sewall Wetland Consulting Inc., accompanied by a June 2015 survey document showing where wetland flags are field located, prepared by Barghausen. The city forwarded the report to our consultant, Landau, for their review. Landau completed a site visit and reviewed relevant documents. Landau confirmed the existence of an on -site Category III wetland with a 60- foot buffer. At the applicant's request, the U.S. Army Corps of Engineers inspected the property in June 2016 and confirmed the presence of the wetland. As shown on the Arco site plan, the project will not impact either the wetland or its buffer, with one minor exception. Removal of four to five trees on the wetland buffer boundary line is shown on plan Sheet 3.0. A condition of approval shall require installation of permanent signs and split rail fencing around the wetland per FWRC 19.145.180(2) and (3)(a)(iv). Public Works has a standard detail for the required signage. 13. Community Design Guidelines — The proposed building complies with the provisions of FWRC Chapter 19.115, "Community Design Guidelines," as detailed below: a. Crime Prevention Through Environmental Design (CPTED) Guidelines — The applicant submitted a CPTED checklist, which was reviewed by city staff. b. Site Design — The parking area and building are to be located near the street intersection. The remainder of the property will retain existing vegetation. Implementation of pedestrian areas and amenities includes two stamped concrete ADA pedestrian paths, one off of Pacific Highway and the other off of South 356t' Street, connecting the sidewalk to the building. Awnings have been incorporated into the facades to provide weather protection. Transparent glass is incorporated into the entrance fagade of the convenience store. Access controls will be implemented. The parking lot is designed consistent with requirements. c. Pedestrian Circulation and Public Spaces — The primary entrance to the building will be visible from both rights -of -way. Pedestrian pathways are incorporated into the site design, connect the building to the street, will be accessible, and clearly delineated using stamped concrete. Exterior lighting, bench seating, a trash receptacle, and a bicycle rack will be provided. d. Commercial Service and Institutional Facilities — Service yard walls, enclosures, and similar accessory site elements shall be consistent with the primary building(s) relative to architecture, materials, and colors. The large Western Red Cedars that are dead or dying should be turned into environmental habitat snags to eliminate hazards with the debris left in the EPA. All work is to be supervised by a Certified Arborist to ensure all practices are being done by code. This border should be monitored and assessed yearly or after any major weather events to help maintain and prevent future hazards. ViCe NW, I n c Commercial & Residential Services Methods for Tree Evaluation We evaluate tree health and structure utilizing visual tree assessment (VTA) methods. The basis behind VTA is the identification of symptoms, which the tree produces in reaction to a weak spot or area of mechanical stress. A tree reacts to mechanical and physiological stresses by growing more vigorously to re -enforce weak areas, while depriving less stressed parts. (Mattheck & Breloer 1994) An understanding of the uniform stress allows us to make informed judgments about the condition of a tree. Continued education and ongoing observations onsite where construction is present helps qualify me to assess current and future health problems. My examination was limited to a visual one, and did not involve any root excavation, trunk or limb coring, or any soil testing. I followed protocol delineated by the International Society of Arboriculture (ISA) for Visual Risk Assessment (VRA). By doing so, I am examining each tree independently as well as collectively as groups or stands of trees provide stability and can lower risk of independent tree failure. This scientific process examines tree health (e.g. size, vigor, insect and disease process) as well as site conditions (soil moisture and composition, the quantity of impervious surfaces surrounding the tree etc.) Site history and observations. This is an Arco Gas Station and Car Wash located on the corner of Pacific Hwy S and S 356th St. Legal description S 385 FT OF FOLG - POR OF NW 1/4 OF NE 1/4 OF SEC 29-21-4 LY WLY OF PACIFIC HWY S & N OF S 356TH ST LESS POR FOR STS AS PER SCC 81-2-05952-0 & PER REC # 199104051109 THRU 199104051113 & REC #20070712002432 - LESS N 30 FT (OF SD S 385 FT) & POR FOR RD PER REC# 20170517000568. Lot size is 4.09 Acres with the building Sq Ft being 3,180. There are no specifications on the King County Parcel Viewer showing wetland or critical areas however after speaking to a planner at the city of Federal Way it was communicated that the wooded area that makes up the majority of the North West portion of the property was designated as an EPA. This was done in 2015 prior to the building of the lot in 2017. There is a standard wooden wetland fence and signs to help identify and maintain this designation. When I arrived on site, I entered at the North East entry off of Pacific Hwy S. The entrance bends to the South which brings you to the Car Wash Entry, the Gas Pumps, Store and parking area. I drove South through the property towards the West Entrance and parked next to the Vacuum Station and Exit to the Car Wash. This is where I started my assessment Pictures within this report are shown from Tree #1 to the last noted tree on the inventory sheet attached. There was garbage scattered along the fence line, standing water from the excessive rain we've had and a tree that had fallen sometime previous to my visit Just outside the wooden Hazard Report for Arco Pacific Hwy S Prepared by Mike Morey Jr. PN-6934A Trace Qualified * T Commercial & Residential_ Services fence line there is a gravel border approximately 6 feet across and a container parked alongside the back of the Car Wash. The gravel border becomes a larger river stone type buffer and follows the fence line to the Entrance of the Car Wash. The wooden fence line stops there and turns into the EPA while there are still a group of trees that run along the West side of the North West entrance that are not within the wooden fence line but rather sit in a barked bed. There was still some construction equipment onsite in this area as well but nothing impacting the nearby trees. Method's used to determine tree location and tree health: Trees were identified by numbered aluminum tags attached to the western side of the tree where permitted. They are located on the property starting with Tag#1 located near the center of the wetland wooden fence moving North West following the fence line to the entrance off of Pacific Hwy S. All the trees on site were examined using the Matheny and Clarkl criteria for determining the potential hazard of trees in an urban environment as well as the Tree Risk Assessment in Urban Areas and The Urban/Rural Interface by Julian Dunster2. Tree diameters were measured at DSH (diameter standard height - 4.5' above ground) using a logger's tape. Inventory See attached spreadsheet Discussion: The outer edge of this EPA is in failure. It is made up mostly of Alder, Cottonwood and Cedar. The Alders are all dead or dying with most of them having a lean towards the Car Wash, one of which has already failed shown in the pictures included. The Alders are all in very bad condition and the continued saturation of the area is only going to add to the failures if not addressed quickly. The cottonwood trees are all typical of species and should be addressed as so being located to close to the Car Wash entrance. As these trees are prone to sudden limb drop these particular trees and where located should be addressed sooner than later. The cedars are dying out most likely due to impact from construction but the changing weather patterns are contributing to the failures as well. Conclusion/Recommendations: I think if we were able to create a habitat buffer for the larger trees it would benefit in many ways. 1) detour transients from hiding in the woods 2) eliminate hazards to property, people 3) allow for future plantings once the area has had time to acclimate to the new surroundings. The large Western Red Cedars that are dead or dying should be turned into environmental habitat snags to eliminate hazards with the debris left in the EPA. All work is to be supervised by a Certified Arborist to ensure all practices are being done by code. This border should be monitored and assessed yearly or after any major weather events to help maintain and prevent future hazards.
