The following information provides a discussion and evaluation of required
supplemental stormwater pumps. While the use of pumps for storm water removal
is usually avoided, in this case it is necessary since the location and planned
grade for the final storm line from the site into the adjacent street system is
blocked by concrete encased major utility conduits which cannot be disturbed or
altered.
While a common solution to the situation would be to have a "submerged" line
under the concrete encasement, it is not feasible since the existing Type 1 catch
basin in the street is not deep enough to accept a lower line. (The original
connection line was very flat, and the depth of the concrete encasement is
approximately 30", making any sort of lowered gravity line infeasible.)
The design is based on field information obtained by this office and direct field
survey of the exposed catch basins and conduit concrete encasement block.
Drainage.
The site construction including paving and underground utilities is at about 90
percent. The professionally designed storm system has major detention and water
quality components which are in place. It is understood that the detention of storm
runoff from the site is based on Level 2 evaluation, with only a tiny permitted
release flow from the site into the adjacent street system.
As noted, the site storm system is in place and cannot be altered. The only
problem is getting the site storm water to the street system. Attached is a scale
profile showing the field measured location and elevation of the concrete encased
conduit block.
Proposed is the use of a duplex pump installation in the last catch basin on the
site, which is a 48" diameter Type 2. This catch basin has been installed on site
per original plan and cannot be altered or re -located.
Commercial Dayton 3/4 horsepower pumps are recommended, installed as a
duplex system in the 48" catch basin. The pumps would elevate the flow, which
would be shot into a regraded 12:�storm line connected to the street catch basin- uo

Hum Evaluation for Ade uac .
The referenced pumps have a Q rated at 80 gpm with a 5 foot head. The
proposed layout has approximately a 5 foot static head. While there are several
valves, bends and fittings, the short total run of pipe is only about 7 feet, the
estimated Q of 80 gpm may be taken as a good estimate of flow for this installed
system.
A rough MGS Flood run was made of the site. Noting that the system is detained
and released at a Level 2 rate, it is noted that the 100-year pre -developed "forest"
condition would have a Q of Q.006_Q24__cfs or 2.97 gpm. Since the capacity of the
pump is about 80 gpm, it is adequate with a high degree of safety factor. I
Note that in the event of the electric power going out, the open 12" pipe to the
street system will act as an overflow of the system. A review of the elevations of
the catch basins and other components installed on the site indicates a temporary
surcharge will have no adverse effect.
The original design catch basin 12" outlet invert elevation was 197.13. The
regraded overflow line 12 outlet will have an invert elevation of 200.5. The
resulting approximate 3.3 feet of surcharge could back up into the system.
The elevations of the "coalescing" separator, and noting its overflow feature for
excess of design storms, will allow it to continue functioning with a temporary

The surcharge will have adverse effect on the functioning of the detention
system. Note that the unitive . tiny allowable release rate of a Level 2 designed
system in effect creates a storage capacity requirement approaching a full storm
runoff volume. (For Level 2 only 1 /2 of a 2-year forested runoff release is allowed,

For this reason, additional storage required for a surcharging situation would not
greatly increase the amount of water storage. Thinking along this line, the
possibility of an actual significant surcharging event, or unusual increase in water
level in the site's systems, is remote. It would not likely not occur in the life time of
the system.
(Note that the FROP elevation differential computed for orifice release flow rates
would be affected reducing released flow Q, however the resulting back up
storage is as noted above not be seriously affected.
Pump Installation_
Attached are shop drawings for the installation of the duplex pump system.
Not specified in detail is electrical work, including make/model number of
control/alarm box. However, operational settings required for the system setup
are provided. The site owner/contractor will have the pumps and electrical related
work done by a certified electrical contractor. The contractor will use components
compatible with the pumps and specified system functions.
The control box will be located on a permanent post adjacent to the catch basin
with pumps. It will be in a non -traffic area. Functions for the control box will be..
- Emergency power shut off switch
- Overload breaker
- High water alarm
- Switch component for alternating Pump A and Pump B operation
- Timer for pump operations (optional)
Provided plumbing for the duplex pump installation will be appropriate check
valves, and shut off ball valves and accessible disconnect unions for each pump.
Polyethylene pump lift lines will be provided.
Conclusion.
While unconventional, the installation of the duplex pump system for this site is
appropriate. The pumps will be installed correctly and should have a long service
life. The chosen pumps have a capacity vastly greater than the released detained
flow rates. A physical overflow is provided should the pump's electrical systems
fail during a major storm event. The surcharging of the site's drainage
components, while not ideal, will have no real short or long term adverse effect on
the site's systems.

IN CONSIDERATION OF the approved City of Federal Way ("City") building permit for
application No. 16-105697-000-CO relating to real property legally described as:

("Property")
the undersigned as Grantor(s) declares that the above -described Property is hereby subject to a
perpetual easement for a natural or constructed storm water conveyance system ("System") and
hereby dedicates, covenants, and agrees as follows:
City shall have the right to ingress and egress over the Property to access such easement
area for inspection of and to reasonably monitor the System for performance, operational
flows or defects in accordance with the City's Surface Water Management Division
procedures.
2. If City determines that maintenance or repair work is required to be done to the System,
the Manager of the Surface Water Management Division of the Department of Public
Works ("Manager") shall give notice of the specific maintenance and/or repair required.
The Manager shall also set a reasonable time in which such work must be completed by
the Grantor, its heirs, successors or assigns. If the above required maintenance and/or

repair is not completed within the time set by the Manager, the City may perform the
required maintenance and/or repair. Written notice will be sent to the Grantor stating the
City's intention to perform such maintenance. Maintenance work will not commence until
at least seven (7) days after such notice is mailed. If, within the sole discretion of the
Manager, there exists an imminent or present danger, said seven (7) day notice period will
be waived and maintenance and/or repair work will begin immediately.
3. If at any time the City reasonably determines that any existing retention/detention system
creates any conditions detrimental to the receiving surface water system, public and/or
private property, the Manager may take any measures pursuant to Federal Way Revised
Code.
4. The Grantor shall assume all responsibility for the cost of any maintenance and for repairs
to the System. Such responsibility shall include reimbursement to the City within thirty
(30) days of the receipt of the invoice for any such work performed. Overdue payments
will require payment of interest at the current legal rate as liquidated damages. If legal
action ensues, the prevailing party is entitled to costs and/or fees.
5. The Grantor is hereby required to obtain written approval from the Manager prior to
filling, piping, cutting, or removing vegetation (except in routine landscape maintenance)
in open vegetated drainage facilities (such as swales, channels, ditches, ponds, etc.), or
performing any alterations or modifications to the drainage facilities contained within
Property as described previously. Any notice or consent required to be given or otherwise
provided for by the provisions of this Declaration of Covenant shall be effective upon
personal delivery, or three (3) days after mailing by Certified Mail, return receipt
requested.
6. Grantor agrees to indemnify, defend, and hold City, its elected officials, officers,
employees, agents, and volunteers harmless from any and all claims, demands, losses,
actions and liabilities (including costs and all attorney fees) to or by any and all persons or
entities, including, without limitation, their respective agents, licensees, or representatives,
arising from, resulting from, or connected with this Declaration of Covenant except to the
extent caused by the sole negligence of the City.
This covenant is intended to protect the value and desirability of the Property, and shall inure
to benefit all of the citizens of the City of Federal Way, and shall run with the land, and shall
