Danne, PE, PTOE Project: Celebration Senior Living Apartments, 380 Units, GTC #12-138 City File #12-103253-00-PC Subject: Sight Distance Review and Traffic Impact Fee Credit Date: December 13, 2012 Purpose This memorandum has been prepared to document the sight distance available at the proposed site access onto South 328th Street and to apply for a traffic impact fee (TIF) credit based on prior use of the site by Dunn Lumber. Project Description The proposed development is located at 32723 Pacific Highway South and fronts the north side of South 328th Street, when completed the proposed development will span from 13th Place South to Pacific Highway South. An access to the site currently exists on South 328th Street that would be removed with the proposed development and replaced with access on South 328th Street nearly equidistant between 13th Place South and Pacific Highway South (approximately 250 feet exists on either side of the access). The proposed access would consist of a one-way loop with the entry and exit lanes separated by a median approximately 38 feet in width. The large median and one-way loop has been proposed with the intent to provide less internal roadway conflicts in on -site circulation and better accommodate turning radii needed for fire trucks. The property on which the proposed development is located was previously used by Dunn Lumber for two buildings totaling 20,126 square feet in gross floor area. Currently, the site has no structures. The proposed development would construct 380 senior housing apartment units. Sight Distance at Proposed Site Access Intersection The City of Federal Way uses the posted speed limit for the design speed in intersection design and the design distances documented in A Policy on the Geometric Design of Highways and Streets, published by the American Association of State Highway and Transportation Officials (AASHTO). 2802 Wetmore Avenue - Suite 220 - Everett WA, 98201 Tel: 425-339-8266 - Fax: 425-258-2922 - E-mail: info@gibsontraffic.com Celebration Senior Living Apartments Sight Distance and TIF Credit Memo Currently, the speed limit is not posted on South 328th Street, however, when South 328th Street is connected between 13th Place South and Pacific Highway South, the speed limit will be posted at 25 mph. For a 25-mph posted speed limit, AASHTO guidelines recommend the sight distances shown in Table 1. Table 1. Looking left (east) from the proposed site access, the line of sight for intersection sight distance would be clear all the way to the Pacific Highway South/South 328th Street intersection, over 300 feet away. Additionally, the stopping sight distance line of sight would be clear on South 328th Street approaching from the east. South 328th Street has not yet been extended to 13th Place South, however, city code would require that the extension of South 328th Street to be designed to meet City vertical, horizontal and set back standards which would therefore satisfy stopping and intersection sight distance requirements west of the site access. Trip Generation The trip generation for the site was based on the 8th Edition of Trip Generation published by the Institute of Transportation Engineers (ITE). Trip generation characteristics from land use code 252 (Senior Adult Housing — Attached) were used to estimate the trip generation for the proposed development because that land use code is most similar to the proposed development. A detailed trip generation table has been provided in the attachments, however, Table 2 summarizes the anticipated trip generation. Table 2. Gibson Traffic Consultants December 2012 GTC #12-138 2 Celebration Senior Living Apartments Sight Distance and TIF Credit Memo Traffic Impact Fee Credit Calculations In Preapplication Conference for the proposed development, the traffic impact fee for 380 units of senior apartment housing was estimated to be $299,100, however, that did not include credit for the prior use. As indicated in the Preapplication Conference, the City will allow a credit against this fee based on the square footage of the prior Dunn Lumber and using the Home Improvement Superstore traffic impact fee rate. The city's estimated impact fee worksheet was used to develop the following traffic impact fee estimates: • Proposed senior housing ($764.12 per dwelling unit): $290,365.60 • Credit for prior 20,126 SF Dunn Lumber (z$3.07 per SF of GFA): - $61,725.55 • Administrative Review Fee (3%): $6.859.20 • Net Traffic Impact Fee Estimate: $235,499.25 Note: The traffic impact fees are subject to change for the proposed development until a building permit application is filed. The City uses the Concurrency application to look at new development's impact on the transportation network. The purpose of the test is to verify if there is adequate capacity in the transportation network and identify possible mitigation for failing intersections. The test uses the City's adopted level of service standards (LOS) as identified in the Comprehensive Plan as a basis for determining whether new development can proceed. Concurrency application is required for all development permits within the city that generate nc,lj� trips in the PMpeak hour, except for development exempt under 1= WRC 19.90,060 of the Transportation Concurrency Management Ordinance. All new development inusl pass concierrency test before completing other land use prtwesses. When is a Concurrency Application Required? An application must be submitted concurrent with a development activity permit application that generates one or more PIM peak hour trips. The applicant may request a Concurrency feasibility analysis at any time. However, since a Concurrency feasibility analysis application is not tied to a development permit, a Capacity Reserve Certificate (CRC) will not be issued. What needs to be submitted with the Concurrency Application? The application will be vested at the time the Concurrency Applicalion is deemed complete. How much is my Concurrency permit application fees? And when do I pay this fee? Application Fees for the Concurrency application will be based on the total new trips the development is estimated to generate. The Public Works Department uses information provided (project size and land use type) in the preapplication application to estimate the number of trips and the appropriate application fee as outlined in Table 1 below. Concurrency permit application fees must be paid concurrent with the underlying land use application submittal. T11is fee may change if the proposed development is significantly different than the project scope as provided in the preapplication application. At the applicant's discretion- the applicant may hire their own Engineer licensed in the State of Washington to calculate the trip generation. No. The concurrency review process is the first phase ofyour development projects process with the Public works Department. Once staff has completed the concurrency analysis. the applicant and/or owner will be notified of the result (Pass or Fail). If the project "Passes" the concurrency test, staff will issue a Capacity Reserve Certificate (CRC) allowing the project to proceed to other applicable development permit processes. If the project "Fails" the concurrency test, staff will propose mitigation measure(s) to address the LOS failure at that particular intersection(s). Examples of mitigation measures could be: ■ Construct turn lanes ■ Modify or construct a new traffic signal ■ Other traffic control measures (such as channelization improvements) The applicant has 30 calendar days to review and response to staff proposed mitigation. Within that period, the applicant must either accept staff recommended mitigation or propose alternative mitigation measures for any LOS failure. Once an agreement has been reached on the mitigation measures, staff will issue a Capacity Reserve Certificate (CRC)_ allowing the project to proceed with other applicable permit processes. However, if the applicant fails to respond with the 30 days period, a `Denial" letter will be issue and the project will not be approved. If my project fails the concurrency test, what are my options? 1. Accept staff proposed mitigation measure(s), 2. Reduce the size of the development or change the type of uses to reduce the trip generation rate until the standard is met; 3. Delay the application until additional improvements have been identified by the City in the 6-Year (TIP) or constructed by others; 4. Propose appropriate mitigation to include Transportation Demand Management (TDM) measures. The proposed mitigation measures shall be constructed and approved concurrent with the development; usually prior to issuance of a certificate of occupancy. Depending on what option is chosen, the applicant may have to restart the concurrency application process again. Can I appeal the Concurrency Denial Notice? Yes. The applicant may appeal the concurrency denial notice as part of the appeal process for the underlying Development Permit application. How long does a Capacity Reserve Certificate last? As long as there is activity on the Development Permit and you do not change the trip generation characteristics of the development (no increase in net new trips is incurred from a c ha«gc in the project). the CRC Certificate vests the development's new trips for the life of the project_ If the project's size changes significantly as determine by the Public Works Department staff the applicant may need to go through the process again and pay another fee_ What if my project changes? Any thing that changes the trip generation rates can generate a need for an amendment to the process, and this process may start over. If the trip generation is greater than 10% of the original estimated trip generated rates the project will require an amendment and the process starts over. Please be conservative and as specific about your project as you can. if you have any questions please ask. What if I do not have a development permit ready for my project? Staff can provide the same level of analysis as a feasibility study for the project_ However, the estimated trips generated by the project analyzed will not be reserved or vested. If you decide to proceed with the project, staff will revise the analysis using any transferable data at our hourly rate. ME 1 Does this mean we will never have to prepare a Traffic Impact Analysis? No. The Public Works staff will calculate your trips and identity impacts to the City Transportation system. The following are examples of additional requirements the applicant may need to hire an Engineer to complete: • Parking Demand and Utilization • Queuing and gap analysis • Specialized Land Use and Trip Generation IN Sight Distance Analysis • Neighborhood Traffic Impacts ■ Design of Mitigation Improvements (such as signals, turn lanes, access, or new roads) • Traffic impacts over 100 trips in other peak hours (morning and weekends) What is the Concurrency Permit Process?
