Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee (DRC) held February 26, 2004. We hope that the information discussed at that
meeting was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department, and representatives from the Lakehaven Utility District and the
Federal Way Fire Department. Some sections of the Federal Way City Code (FWCC) and relevant
information handouts are enclosed with this letter. Please be advised that this letter does not represent all
applicable codes. In preparing your formal application, please refer to the complete FWCC and other
relevant codes for all additional requirements that may apply to your project.

PROJECT DESCRIPTION
The City of Federal Way Parks, Recreation, and Cultural Services (PARCS) Department has proposed
extending the existing Bonneville Power Authority (BPA) pedestrian trail south of SW 356`h Street. The
proposed pedestrian trail would traverse Tax Parcel Number 302104-9163 and Tax Parcel Number
218000-1290. The proposal includes creating a play area with parking in the southeast corner of Parcel
Number 302104-9163. The applicant has proposed a pedestrian crosswalk in a mid -block section of SW
356"' Street to connect the existing BPA trail to the proposed extension. The site is largely encumbered
with a Class I wetland and wetland buffer.
MAJOR ISSUES
Outlined below is a summary of the major issues of your project based on the plans and information
submitted for preapplication review. These issues can change due to modifications and revisions in the
plans. These major issues only represent comments that the DRC consider most significant to your project
and do not include the majority of the comments provided. The major issues section is only provided as a
means to highlight critical requirements or issues. Please be sure to read the entire department comments
made in the next section of this letter.

• Community Development Planning Division
The Tacoma Second Supply Pipeline Project runs along the entire length of the eastern portion of
the subject site. Formal application must accurately depict the location of the pipeline and the
100-foot construction easement associated with the pipeline. Please enclose a copy of this
recorded easement for staff review.
• Public Works Development Services Division
If future construction on this site creates 5,000 square feet or more of new impervious surface,
surface water flow control will be required per the 1998 King County Surface Water Design
Manual (KCSWDM), and the City of Federal Way Addendum to the 1998 KCSWDM. The
project lies within a Level 3 flow control area, thus the applicant must design the flow control
facility to meet this performance criteria. On -site infiltration for flow control, per Chapter 5 of the
1998 KCSWDM, is encouraged.
• Public Works Traffic Division
Street frontage improvements and a pedestrian refuge island are required.
• Lakehaven Utility District
There are substantial charges in lieu of assessment owing for water for this property,
approximately $26,037.50. There are no existing sewers in the vicinity of the proposed drinking
fountain. Alternative measures will be needed to address discharge from the fountain.
DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions please contact
the representative listed for that section.
PLANNING DIVISION (Jane Gamble, 253-661-4120, 'axie.gamble citvoffederalway.com
1. Zoning; Use, and Review Process The subject site is zoned Single -Family Residential (RS7.2). The
RS zoning district permits public park uses pursuant to (FWCC) Section 22-646 (enclosed). The
proposed park use will be reviewed under the provisions of Process III, Project Approval. Under
Process lII, the Director of Community Development Services makes a decision on the application.
A. Category I Wetland — Based on the City's wetland inventory and the applicant's wetland analysis
prepared by Adolfson and Associates, the subject property contains a Class I Wetland. Pursuant
to FWCC Section 22-1357(3), Category I Wetlands shall have a standard buffer width of 200
feet. Based on the mapping that has been done for this project, the majority of the site appears to
be encumbered with this Category I Wetland and the associated 200-foot buffer. The area
proposed for the play area is outside of the wetland buffer area, in the southeastern corner of
Parcel Number 302104 9163.
According to the preapplication drawing, the length of the pedestrian trail and proposed
trail bridge are located within the 200-foot buffer. Pursuant to FWCC Section 22-1359(d),
minor improvements such as footbridges, walkways, and benches may be located within
the buffer from a regulated wetland if approved through Process III,based on the criteria

established in this code section. The required environmental analysis of this proposal must
address each of these criteria as part of formal submittal.
The proposed pedestrian trail is considered a minor improvement and as such will be
reviewed under the Process III application, pursuant to FWCC Section 22-1359(d). Buffer
intrusions beyond the trails, benches, and bridges require Hearing Examiner Review
pursuant to FWCC Section 22-1359(f).
The trail project includes a footbridge designed to span a small extension of the wetland in
the northeastern portion of the site. Based on the submitted drawings, it appears that the
footings of this bridge are located within the wetland itself. Pursuant to FWCC Section 22-
1358(b), the City may allow pedestrian access through a regulated wetland in conjunction
with a public park. The access, if approved, must be designed to the maximum extent
feasible to protect the wetland from any adverse effects of impacts of the access and to
limit the access to the defined access area. The impacts of the proposed footbridge must be
analyzed as part of the required environmental review of the project.
Please also be aware that the Tacoma Water Department will review the proposed bridge -
footings to assure that there is no conflict with the pipeline.
B. State Environmental Policy Act (SEPA) — Environmental review under the State
Environmental Policy Act (SEPA) is required for the proposal.
C. Submittal Requirements — Please refer to the Development Requirement checklist for
information to be submitted with the SEPA and Process III land use applications. A master
land use application is enclosed along with applicable code sections. The formal application
must include eight sets of any plans and four copies of any reports. As long as the applicant
on the master land use application is the Federal Way Parks Department, and their signature
is provided, filing fees will not be required. Building permits (required for the proposed
foot bridge) are issued after land use approval is granted. Construction may not occur until
the building permit is issued, and use of the park shall not occur until the required
improvements are installed and inspections of the improvements completed.
D. Public Notice — Public notice is required for the formal application and the environmental
determination. Please refer to the Development Requirement checklist for noticing
information to be submitted with the application.
2. Development Requirements — FWCC Section 22-646 contains requirements for yard, lot coverage,
height, and parking requirements for a public park. Refer to the enclosed redlined site plan for related
notes.
A. Required Yards — Required yard setbacks for park uses are determined on a case -by -case basis.
The play area must be set back a minimum of ten feet from the property line to accommodate
required landscaping, unless a landscape modification request is approved per FWCC Section 22-
1570.

As required by the Development Requirement checklist, the formal application must contain a
survey of the subject site that documents the location of the existing property lines and existing
improvements, if any.
B. Parking— The submitted site plan indicates four parking stalls provided within the public right-
of-way along 15"' Avenue SW. Please see the Building Division comments related to the
proposed accessible parking stall.
C. Height —Pursuant to FWCC Section 22-646, note #2, if any portion of a structure on the subject
property is within 100 feet of a low -density zone, then the maximum height of a structure shall
not exceed 15 feet above average building elevation, or the facade shall not exceed 50 feet in
length. The subject site is outside of a low -density zone and not subject to this requirement.
D. Park Use — Pursuant to FWCC Section 22-646, note #1, the City will determine the specific
structures and facilities, and the nature and extent of improvements within each park based on
four factors. Please provide a written response to each of these factors with the formal application
to justify the park improvements. Provide information about proposed park features as
appropriate.
3. Landscaping — A preliminary landscape plan prepared by a licensed landscape architect in accordance with
FWCC Chapter 22, Article XVII, "Landscaping" (enclosed), is required as part of site plan submittal.
A. Perimeter Landscaping — FWCC Section 22-1566(b), "Single -Family Residential," requires Type
III landscaping ten feet in width along all property lines of nonresidential uses in the RS zoning
district. This requirement will apply only to the geographic portion of the site proposed for
development, specifically, the play area, and the north property line adjacent to SW 356`h Street.
Tim Larson, Senior Special Projects Engineer for Tacoma Water, has indicated in a February 18,
2004 letter, that no large trees or shrubs should be planted within 20 feet of the Tacoma Second
Supply pipeline. Please see the redlined site plan for specific required landscape areas and
exclusion zones.
B. Drought Tolerant Landscaping — At least 25 percent of the new landscaping shall consist of
drought tolerant species per FWCC Section 22-1564(f). The landscape plan must demonstrate
how this is met.
4. Design Guidelines — FWCC Section 22-1638, subsections 4 - 9 and 12 -16, shall apply to residential
zoning districts per FWCC Section 22-1638(d)(1), "Community Design Guidelines." The following
table addresses guidelines that are applicable to this park proposal.

Land Use Issues — Stormwater
1. A portion of this site lies within the 100-foot water easement by Tacoma Water for the Tacoma Water
distribution pipeline. Show the boundary of this water easement on the design plans.
If future construction on the proposed site creates 5,000 square feet or more of new impervious
surface, water flow control will be required per the 1998 King County Surface Water Design Manual
(KCSWDM), and the City of Federal Way Addendum to the 1998 KCSWDM. If flow control is
required, this would meet the requirements for a Targeted Drainage Review. The project lies within a
Level 3 flow control area, thus the applicant must design the flow control facility to meet this
performance criteria. On -site infiltration for flow control, per Chapter 5 of the 1998 KCSWDM, is
encouraged.
Water Quality Treatment is not required, as the project creates less than 5,000 square feet of Pollution
Generating Impervious Surface (PGIS).
3. At the time of land use site plan submittal, a preliminary Technical Information Report (TIR),
addressing the relevance of the project to the eight core and five special requirements of the
KCSWDM, will be required. A Level 1 downstream analysis shall also be provided in the preliminary
TIR. The City has 1" = 100', five-foot contour planimetric maps or 1" = 200' drainage basin maps that
may be used for basin analysis.
4. Soil logs will need to be provided to verify infiltration suitability.

Show on the preliminary plans, with dimensions, the proposed location of the detention facilities, if
they are required.
Right -of -Way Improvements
1. See the Traffic Division comments from Raid Tirhi, P.E., Senior Traffic Engineer, for traffic related
items.
2. In addition to any required frontage improvements, curb, gutter and sidewalk shall be required to abut
the entire proposed parking area shown on 15`h Avenue SW.
3. If dedication of additional right-of-way is required to install street frontage improvements, the
dedication shall be conveyed to the City through a statutory warranty deed. The dedicated area must
have clear title prior to recording.
4. All stormwater treatment and detention requirements outlined above will be applied to new
impervious area within the public right-of-way.
5. Frontage improvement requirements apply to the parcel's entire street frontage, not just the portion of
the site that is being developed.
6. FWCC Section 16-47 requires that overhead utility lines be relocated underground if over 500 feet, or
three spans are affected by a public works project. This condition will be applied to 151l' Avenue SW.
Building (or EN) Permit Issues
1. The "Federal Way Development Standards Manual" (including standard detail drawings, standard
notes, and engineering checklists) is available on the City's website at www.rityoffederalway.com to
assist the applicant's engineer in preparing the plans and TIR.
2. A final TIR shall be prepared for the project and submitted with the permit application. The final TIR
will require the signature/seal of a professional engineer registered/licensed in the State of
Washington.
The applicant shall provide a geotechnical report that addresses design pavement thickness for the
roadways.
4. The applicant shall reimburse the City for the cost of all required regulatory, warning, and street name
signs that are installed, prior to acceptance by the City, of all other required improvements.
5. The developer will be responsible for the maintenance of all storm drainage facilities (including the
detention and water quality facilities), and street systems for the two-year maintenance period. During
that time, the Public Works Inspector will make periodic visits to the site to ensure the developer's
compliance with the maintenance requirements.

6. When topographic survey information is shown on the plans, as may be required, the vertical datum
block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where
vertical elevations are called out.
7. All drawings shall be drafted/plotted on 24" x 36" or 22" x 34" mylar sheet with permanent black ink.
Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. Site plans shall
be drawn at a scale of 1" = 20', or larger. No architectural scales are permitted on engineering plans.
8. Erosion control measures will be required where earth -disturbing activities will occur. Erosion
control measures shall conform to Appendix D, Erosion and Sediment Control Standards, of the
(KCSWDM).
9. The site plan shall show the location of any existing and proposed utilities in the areas affected by
construction.
PUBLIC WORKS TRAFFIC DIVISION (Raid Tirhi, 253-661-4142, raid.tirhiCa),cityoffederalwa►r.or ]
Per FWCC Section 22-1474, the applicant would be expected to construct half -street improvements
consistent with the planned roadway cross -sections as shown in Map III-7 of the Federal Way
Comprehensive Plan (FWCP) and Capital Improvement Program (CIP) shown as Table 111-19. Based
on the materials submitted, staff conducted a limited analysis to determine the required frontage
improvements in meeting the (FWCC). Based on the analysis and FWCC, the applicant would be
expected to construct half -street improvements on the following streets:
A. 15`I' Ave SW is a Type W street, consisting of a 28' street with curb, gutter, 4'
planter strip with trees, 5' sidewalk, and street lights in a 52' right-of-way.
B. SW 356`h Street is a Type C street, consisting of a 72' street with curb gutter, 6'
planter strip with trees, 8' sidewalk, and streetlights in a 106' right-of-way.
2. The applicant may make a written request to the Director of Public Works to modify, defer, or waive
the required improvements. Staff would support a modification request to provide an additional eight -
foot wide paved street for parking with curb and gutter and a five-foot sidewalk for a portion of the
road that accommodates the required number*of parking stalls. At a minimum, street illumination at
the intersection with SW 3601h Street shall be provided.
3. The minimum standard parallel parking stall shall be an 8' x 25'.
4. We refer any ADA parking stall and access design requirements to the appropriate division to review.
5. The proposed pedestrian crossing across SW 356`I' Street should include a raised pedestrian refuge
island treatment.

be needed to address discharge from the fountain.
General Comments
The District's Capital Facilities Charges are calculated on the basis of Equivalent Residential Units
(ERU). Residential equivalency will be estimated based on anticipated water use. A minimum of one full
ERU will be assessed. The owner will be required to provide water consumption information from a
similar facility,or a reliable estimate of the anticipated water use. Actual water consumption will be
monitored and additional charges may be assessed within five years of original connection. The District's
current Capital Facilities Charges are $3,212/ERU for water and $2,702/ERU for sewer.
There are charges in lieu of assessment owing for water for Tax Parcel -Number 302104-9163, at the rates
of $5.24 per front foot on 15"' Avenue SW, and $78.52 per front foot on SW 356`h Street. A deduction of
150 feet will be allowed on SW 3561h Street to address the corner.
CLOSING
This letter reflects the information provided at the preapplication meeting and is intended to assist you in
preparing plans and materials for formal application. We hope you found the comments useful to your
project. We have made every effort to identify major issues to eliminate surprises during the City's
review of the formal application. The completion of the preapplication process in the content of this letter

Thank you for your letter of February 9, 2004 soliciting comments on the proposed BPA
Trail Phase IV and Park south of South 356th Street in Federal Way which will effect the
City of Tacoma's Pipeline Easement.
We have reviewed your proposed Design Concept Plan dated August 18, 2003 and have
determined that the proposed trail and play area plan is not in conflict with the use of our
100 -foot right of way easement encumbering the easterly edge of the proposed trail area
subject to the following comments:
• Please do not allow any plantings of large trees or shrubs within 20 feet of the
pipeline, as these will interfere with the cathodic protection zinc ribbon anode
buried along the pipeline and our access to pipeline appurtenances.
• Please be aware that the proposed trail and play area may need to be closed (to
protect public) for short periods of time in the event of necessary major pipeline
maintenance or repairs.
We request an opportunity to review any grading plans prior to construction to assure that
adequate protective cover remains over the pipeline.
