Subject: Fremantle (Lourie) Short Plat 09-104423 SU
Request for Extension
On behalf of the applicant, we respectfully request a 2-year extension to the preliminary
short plat approval for this project. Outlined below are justification responses to the City’s
approval extension criteria.
a) Substantial Progress: Site improvement and right-of-way improvement plans have
been approved. This included updating the stormwater design to comply with
current (2016) standards. Bonds have been posted to the City. Work on the project
in the form of side sewer installation has started.
b) Circumstances: The final design and construction schedule was set back several
months by the Governor’s order deeming work on residential construction projects
to be non-essential. Overall, the shut downs and labor shortages related to Covid
prevention measures also caused delays. Also, the water main replacement by
Lakehaven resulted in minor design changes.
c) Public Health: The extension will not create a code violation, nuisance, erosion or
sedimentation problems, or have a negative impact on public health, safety or
welfare.
d) Physical Conditions/Codes:
i. The project is designed to meet the current stormwater standards.
ii. Traffic impact fees will be paid at the time of building permit in accordance
with the fee schedule in affect at that time.
iii. As a 4-lot project, this short plat creates only 3 new building sites. It will
not be an impediment to other development projects in the vicinity.
