Preliminary Short Plat Issues — Stormwater
The Short Plat does not trigger any stormwater requirements. See comments below regarding
stormwater requirements at the time a Building Permit application is submitted for building on the
new lot.
Right -of -Way Improvements
See the Traffic Division comments from Sarady Long, Sr. Transportation Planning Engineer for
traffic related items.
2. If dedication of additional right-of-way is required to install street frontage improvements, the
dedication shall be conveyed to the City through a statutory warranty deed. The dedicated area must
occur prior to Short Plat approval and have clear title prior to recording.
3. FWRC Section 19.135.280 requires that driveways serving residential uses may not be located closer
than 25 feet to any street intersection. Lots and intersections within new subdivisions or short Plats
must be designed to meet this standard.
Building Permit Issues
At the time of Building Permit application, a drainage plan shall be submitted that slows how
stormwater runoff from all new impervious surfaces will be managed. Currently, the City requires
stormwater Best Management Practices (BMP's) to be per the requirements of Appendix C of the
2016 King County Surface Water Design Manual (KCSWDM).
If infiltration is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer
must be provided to verify infiltration suitability.
A stormwater System Development Charge will be added to the Building Permit fees.
4. Any work in the City's Right of Way (such as a new driveway approach) requires a Right of Way
(ROW) Permit. The ROW Permit shall be completed and finalled, prior to the Building Permit being
finalled.
When topographic survey information is shown on the plans, the vertical datum block shall include
the phrase "DATUM: N.G.V.D: 29" or "DATUM:: K.C.A.S.," on all sheets where vertical
elevations are called out.

6. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. Site plans shall
be drawn at a scale of 1" = 20', or larger. Architectural scales are not permitted on engineering plans.
Provide cut and fill quantities on the clearing and grading plan.
8. Temporary Erosion and Sediment control (TESL) measures, per Appendix D of the 2016
KCSWDM, must be shown on the engineering plans.
9. The site plan shall show the location of any existing and proposed utilities in the areas affected by
construction.

The existing fire hydrant on S. 350th PI is sufficient for this project.
Fire hydrants shall be in service prior to and during the time of construction.
Emergency Access:
Fire apparatus access roads shall comply with all requirements of Fire Access Policy 10.006

Fire apparatus access roads shall be installed and made serviceable prior to and during the time of
construction.
Access to Lot 2 exceeds 150 feet travel distance and an approved turnaround is not provided
(minimum 80 feet in diameter).
Fire Sprinkler System:
Fire sprinklers are required for Lot 2 unless an approved turnaround is provided.
The need for a NFPA 13D fire sprinkler system for Lot 1 will be determined at the time of building
permit submission.
