The proposed scope of work includes thinning shrubbery and removing lower tree limbs in order to increase visibility within the greenbelt along the eastern property line. Decision The existing church building was built in 1987 under the jurisdiction of King County. In 1991 and 1994, the City of Federal Way approved expansions to the existing building and parking lot. As part of the 1994 expansion, in response to neighborhood concerns about visual buffering, noise and security, the Hearing Examiner required the church to install substantial landscaping buffering along the eastern property line. Pursuant to Federal Way Revised Code (FWRC) 19.125.050(1), the church is required to provide a ten -foot buffer of Type I— Solid Screen landscaping between parking and adjacent residential zones. The eastern landscape buffer width ranges between approximately 25-40 feet. As such, the City hereby approves the proposed vegetation maintenance activity with the following conditions. Conditions 1. Minimum ten -foot buffer of Type I — Solid Screen landscaping is to be maintained along the eastern property line of the Church. No thinning or trimming may take place within this ten -foot buffer. 2. Vegetation maintenance and removal of lower limbs_ is restricted to church property, outside the required ten -foot buffer. This administrative decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this site. Sent: Wednesday, August 20, 2014 11:49 AM To: Isaac Conlen C-7(-R M Aff,�T- Subject: Green belt guidelines Hello sir, my name is David Freiheit, Facilities Manager at Northwest Church, 34800 21 st Ave SW, Parcel 5423500630 We have had some difficulty with neighborhood kids and some homeless individuals setting up "camps" within the green belt on the East side of our property. We are interested in thinning out some of the shrubbery and perhaps removing the lower limbs on the trees to increase the visibility in to the area. Our parking lot is several feet higher than the neighbors backyards. We are looking for guidelines for what can and cannot be done in the belt.
