This letter corresponds to your request for formal documentation on whether the "Stringline
Setback" applies to the intended construction of an addition to your home. Your property is
located within an Urban Conservancy Environment and pursuant to Federal Way Revised Code
(FWRC) 15.05.090 and 15.05.080(5)(a)(i)(C)(a), the stringline requirement pertains to as follows:
"15.05.090
(5) Shoreline uses.
(a) Allowed uses within urban conservancy designated areas include the
following:
(1) Residential development Allowed within urban conservancy designated
areas under the requirements imposed within FWRC 15.05.080(5)(a)(i), with the
following additional restrictions:
(A) Setbacks. Residential development on marine shorelines shall maintain
a minimum setback of 50 feet from the ordinary high water mark, or other established
minimum setback necessary to protect designated critical areas per FWRC
15.05.040(4), whichever is greater. Residential development on lake shorelines shall
maintain a setback behind the stringline setback, or 50 feet from the ordinary high
water mark, or other established minimum setback necessary to protect designated
critical areas per FWRC 15.05.040(4), whichever is greater. Exceptions to minimum
setback requirements included in FWRC 15.05.080(5)(a)(i)(C), for both single-family
and multifamily development, shall apply.
"15.05.080(5)(a)(i)(C)(a)
(a) If single-family residential development is proposed on a lot where properties on
at least one side of the lot are developed in single-family residences located less than 50
feet from the ordinary high water mark, then the proposed residential development may
be located the same distance from the ordinary high water mark as the adjacent
residences (using the stringline setback method as defined in FWRC 15.05.030), but
shall in no case be closer than 30 feet from the ordinary high water mark.

Based on the submitted plan, the proposed addition is behind both the existing house and the
stringline, and, therefore meets requirements of FWRC 15.05.080(5xa)(1)(C)(a).

REQUEST FOR LETTER OF DETERMINATION
One of our contractors, Wayne Campbell, has spoken over the telephone with a gentleman
in the planning department named Matt in regards to information about the specific
requirements of the "String Law" in reference to our intent to add a handicapped addition
to our home since Chet Sabotka has become dependent on a power wheelchair and cannot
exit our home without assistance because of the 12 steps that are too steep for a ramp.
In speaking with Matt he was told we needed to submit a letter with details of the plans and
ask for an official written LETTER OF DETERMINATION before we came in to apply for
the building permit. Therefore, please accept this letter as our formal request.
Our house was built on lot #0121039056 as indicated on the attached form that was
provided by the City of Federal Way planning department in 2011 when we replaced our
existing decking. You will note that there is a beach house on lot #0121039060 and a house
on lot #0121039052. These are the two adjoining properties that would pertain to the
"string law" determination. If a line is drawn from the furthest protrusion to the water it
would be as we have indicated with the dotted blue line. The yellow marked house is our
current home with the existing garage at the street side; however, the garage does not have
any access into the house because of the 12 steps to the front door. Our proposed addition
would be in the "hatched" section and marked with an arrow.
We would ask for an expedited decision because of the extreme and immediate need for
access from the house in the event of a fire. We will plan to begin construction as soon as a
permit is granted.
