Dear Ms. Ferguson:
The City of Federal Way's Community Development Services Department received your zoning inquiry
on May 12, 2003. You are inquiring about where various groupings of pet related activities are permitted
within the City. In order to best answer your inquiry; the following table indicates where each of the
proposed uses you have identified would be allowed as an independent business activity.

Since your proposed activity groupings do not identify which activity, if any, would be the principle
activity, the above six uses were considered the principle use of a business. However, if you were to have
one of the above uses as a principle use, for example a pet day care/boarding operation, a small retail
display shelf would be looked upon as an accessory use to that permitted principle use.
Since pet grooming is the only use not specifically allowed by the code, you could request a formal
interpretation as to where such a use would be allowed in the City. I have enclosed a copy of the Federal
Way City Code (FWCC) provisions related to interpretations.
I have also enclosed two previous interpretations that identify the appropriate location for certain pet
services as well as FWCC sections that relate to retail permitted uses. Please let me know if you have any

Dear Ms. Ferguson:
The City of Federal Way's Community Development Services Department received your inquiry on April
16, 2003, about what zones various business activities for small animals would be permitted. The Federal
Way City Code (FWCC) Section 22-982(2) defines small animals as dogs, cats, rabbits, and other
domestic animals.
The FWCC does not directly define the combination of the various uses you have proposed because of the
divergent mix of business components suggested. Some of the uses, for example pet grooming, pet
daycare, and obedience school, would be permitted in the commercial zones (Community Business [BC]
and Neighborhood Business [BN]), as long as all activity remained indoors. Based on a code
interpretation from May 28, 1999, outdoor kennels are permitted in the Business Park (BP) zone, but
without retail. As you can see, no one zone encompasses all of your proposed uses.
At this point you have two choices. First, you could organize the use or series of uses to be consistent
with the specific uses allowed in individual zoning districts (e.g. limit the use to retail, service, or kennel
activities). Second, you could request an interpretation regarding if and where a more comprehensive mix
of pet services might be allowed. I would request that you limit this question to one specifically defined
mix of activities rather than a series of alternatives. I have enclosed the necessary materials you will need
if an interpretation is requested.

Dear Ms. Chamberlain,
Further to our telephone conversation earlier, this letter is a request
for you to please identify in what zones the following business
activities would be permissible.
In activity one — pet grooming, obedience classes, pet daycare,
small retail and small pet overnight boarding — indoor kennels
only.
In activity two — indoor/outdoor pet boarding with facilities for
bathing and/or grooming the boarders before going home. f� F
If obedience classes and/or pet daycare are allowed in the same
zone as outdoor boarding, would you please let me know.
If it is more logical, you could let me know in which zones the
following business activities are allowed:
1. Dog and cat grooming
2. Obedience classes
3. Pet daycare
4. Retail
5. Small pet boarding — indoor kennels only
6. Pet boarding — indoor/outdoor kennels
As I mentioned, I am not set on any particular mix of activities. I
hope to purchase a piece of property and will do the activities as
allowed by that property's zoning.
