Interpretation of Dog Obedience School and Dog Show Facility
Dear Ms. Pramoulmetar:
This letter is in response to your November 6, 2000, request for clarification on the appropriate
zoning district for a dog obedience school and dog show facility. These types of uses are not
specifically defined in the Federal Way City Code (FWCC). However, pursuant to FWCC Section
22-346 (enclosed), an interpretation of the provisions of the code clarifies conflicting or
ambiguous wording, or the scope or intent of the provisions of this chapter.
According to the FWCC, the Director of Community Development Services shall base an
interpretation on the following criteria: a) the defined or common meaning of the words in� the
provision; b) the general purpose of the provision as expressed in the provision; and 3) the
logical or Likely meaning of the provision viewed in relation to the comprehensive plan and the
FWCC.
On May 28, 1999, the Director of Community Development Services issued an interpretation
(enclosed) which identified a dog day care facility as an allowable use in a Business Park (BP)
zone. While a dog day care facility use is not identical to that of a dog obedience school or a
dog show facility, the Federal Way Comprehensive Plan (FWCP) states that Policy LUP36 for
Business Park designation, ...is to develop business parks which fit into their surroundings by
grouping similar industries in order to reduce or eliminate land use conflicts, allow sharing of
public facilities and services, and improve traffic flow and safety."
It has already been determined that a dog day care is permitted in this zone. By allowing for
the location of a dog obedience school and dog show facility in this zone, the objective of
grouping familiar industries would be achieved. For this reason, it has been determined that a
dog obedience school and dog show facility would be an allowed use in the BP zoning district.

It would also be possible to find consistency between your proposed use and the permitted
uses located in a Community Business (BC) zone. Pursuant to the FWCP, "Community Business
allows a large range of uses and is the City's largest retail designation in terms of area."
Currently, the FWCC permits a variety of uses related to retail entertainment and recreational
services or activitieg, s'uch as indoor pistol range and bingo hall. An arena for training and
showing dogs would net be-lnappropriate among such uses. Therefore, the City determines that
the BC zone is'also a permitted district for the business you propose.
Please be advised that before any development activity can occur at any site, it is first
necessary to establish the use on the property, and to ensure compliance with City
development standards. This is generally achieved via an application for land use approval. City
staff are available to advise you in this procedure once you have determined a specific physical
location for your proposed project. In addition, prior to opening a business, please contact the
Federal Way Management Services Department at 253-661-4072 to secure a business
registration
This interpretation is issued under the provisions of FWCC Article IV A, Interpretations. Any
person who is aggrieved by this interpretation may appeal the interpretation within 14 days of
the date of interpretation, December 16, 2000. An appeal of an interpretation will be
reviewed and decided upon using Process IV.
