On September 24, 2001, 1 completed a reconnaissance to determine whether any wetlands are located on or within 200 feet of the property. No property corners could be -found in the field, and therefore the property boundaries were approximately located using the parcel map provided by you. The map scale on the parcel map was approximated and measurements made from the northeast property boundary to determine the property corners. No wetlands are located on the site. One wetland lies offsite of the western property boundary. This wetland is identified as 31-21-04-181 in the Federal Way Wetland Inventory. The approximate wetland boundary was located at several points, the distance paced to the approximated property boundary, and mapped. The map is attached. At its closest point, the wetland edge was about 18 feet from the approximated western property boundary. It generally ranged from 18 to 23 feet from the property boundary. This wetland is an isolated depressional wetland. According to the Federal Way Zoning Code, Section 22-1, this wetland should be classified as a Category III as it appears to be approximately half an acre in size and it has one wetland class consisting of shrub -sapling vegetation dominated by redosier dogwood, spirea, and salmonberry. The minimum recommended buffer for Category III wetlands greater than 10,000 square feet in area is 50 feet. Thus at its greatest extent, the wetland buffer extends 32 feet inside the approximated property boundary, as shown in the attached map. The wetland buffer to the south, east, and north of the wetland is forested. It is vegetated by black cottonwood, alder, western red cedar, and an understory of redosier dogwood, salmonberry, swordfern, and salal. The buffer in these areas is undisturbed and appears to be in good condition. The remainder of the property is vegetated with these species, as well as big -leaf maple, beaked hazelnut and western hemlock. Several trees on the property are greater than 20 inches in diameter. The buffer to the west of the wetland lies in the back yard of a single-family residence. It appears that there is adequate area on the remainder of the property to construct a single-family residence and septic field outside the buffer and any required building setbacks. Please convey to him that if he gives the go- ahead for a delineation but we find that there are no wetlands on or within 200 ft. of the site, we only charge him ;for the time we spend in the field. For both scopes, I have only included the cost of a letter that records our findings and provides the wetland classification and buffers.
