Dear Mr. Wade:
The City Planning Division has conducted a review of the materials and information you submitted to the
City on March 10, 2016, in response to my initial review comments emailed to you on February 4, 2016.
Upon review of your response, City staff has determined that the proposed City of Hope Ministries does
constitute a change of use fi-om the previous land uses at the subject site.
The proposed new use is classified as a church use, which is a permitted use in the BC zoning district
pursuant to Federal Way Revised Code (FWRC) 19.220.130.
Since the land use is considered a change of use to a church use, the application must comply with the
Change of Use standards contained in FWRC 19.15.025, before occupancy of the building is allowed.
Pursuant to FWRC 19.15.025, the appropriate parking stall count for the proposed church must be
implemented for the site. FWRC 19.220.130 requires 1 parking stall for each 5 seats or 10 lineal feet of
bench seating. At this time, I am unable to determine the precise number of parking stalls that will be
required for the church use, as the seating area has not been submitted to and approved by the City
Building Division. As stated above, the number of seats penmitted in the church will factor in to
determining the required minimum number of parking stalls. You and/or an architect will need to submit
an appropriate floor plan showing the seating count. Once the seating plan is approved, then the precise
number of required parking stalls can be determined.
So, at this time the number of required parking stalls cannot yet be determined. I am quite confident that
the existing four or five existing paved parking stalls will not be enough stalls for the proposed church
use. Therefore, you have a couple of potential options as summarized below for implementation of
additional parking stalls.
One potential option is to execute a shared parking agreement with the adjacent daycare facility. Before
submitting a shared parking agreement you would need to provide the City with a brief analysis of
parking demand for both the daycare and church, outlining hours of operation and parking demand for,
each of the two uses pursuant to FWRC 19.130.120.
The parking agreement signed by Jeffrey Cowart that you submitted to the City is not acceptable as it
does not provide adequate assurances of parking, and no analysis of parking demand for the daycare and

church was submitted with the agreement. I have enclosed a different shared parking agreement template
that could be used if shared parking is deemed as 'an acceptable option for the proposed church.
Alternatively, you can develop your own draft shared parking agreement for City review, prior to
executing the agreement.
A second potential option for parking would be to implement and formalize adequate parking behind the
existing building. This option may prompt new paving and stormwater improvements at the site, however
without knowing the quantity of new paved parking stalls and driveway area, City staff is unable to
determine what amount of improvements are required. In order for City staff to determine what
requirements would apply for paving a new parking area, you would need to provide information to the
City regarding factors such as existing surface material, amount of paving, number of stalls, stormwater
runoff, etc. You would need to hire a licensed civil engineer to design a paved parking area.
In general, paved parking areas are required under FWRC 19.130.100; however, the City has the ability to
modify the parking area surface material as allowed under this code section. You and/or your civil
engineer would need to identify how a (gravel) parking area would meet the criteria in FWRC 19.130.100
(1-4) if you are considering the use of a gravel parking area.
Please note, the Federal Way Building Division is in the process of reviewing your change of use
proposal and will also be providing you written comments to address before you can occupy the building.

Wednesdays from 7pm to 8:30 pm. Also, there will be Sunday morning worship beginning at 11
am.
