Please make the following revisions: General: 1. Provide a profile of the storm drainage revisions on S 336"' St. 2. Metal Rx is acceptable as the second facility in a two -facility treatment train for Enhanced Basic water quality. Pretreatment is required. Please redesign the treatment facility for Road B. Also, make sure the correct peak storm flow is being used. The determination from Contech lists peak flow as 0.76 efs while the WWHM analysis (p. 10) calls out 1.26 cfs. 3. Revise specifications shown on Sheets C3.109 for the Stormgate to match hydraulic calculations provided by Contech. 4. Add City of Federal Way detail 3-27 for raised crosswalk to the plans. 5. Comment # 25, regarding dispersion trench sizing, does not address the issue properly. See section 1.2.3.3 of the 2009 KCSWDM. The first paragraph states that BMP's are required to "provide flow control mitigation where flow control facilities are not required" and are to be applied according to the "design specifications for each BMP in Appendix C, Section C-2." If the trenches are to be counted toward the BMP requirement, some of the buildings need additional trenches due to the sizing criteria in Section C. If they are not, then please state how the project meets the BMP requirement without those buildings. S12eci Ic sheets. 6. Sheet C0.01 — Add the symbol for a type 1 CB to the legend (notation is there, no corresponding symbol is provided) 7. Sheet C3.05 —Add "solid lid" to the notes for CB's 100 and 110. 8. The Contech Stormgate sizing sheet. 16. An explanation of the revisions to the treatment system in S 336`h St, and how this will impact the wetland. 17. An explanation of the inlet that is offsite, in the landscaping, north of the Emergency Vehicle Access. Is there any additional water being added to the wetland as a result of this inlet? Traffic Department Comments: 18. Sheet C3.08 — Remove Speed Limit sign at Sta 70+60.50 19. Delete "No Left Turn" sign in Construction Notes #15 and replace with "One -Way" (R6-1) sign. These are private signs. 20. Verify that the proposed driveway widths of 38' will be adequate for vehicles that may be reasonably expected to use the driveway such as school buses and garbage trucks. Please provide vehicle turning diagram in the submittal. 21. Sheet C3.09 — Delete Construction Notes #8 and #12 if not relevant to this project. 22. Sheet C3.09 — Construction Notes #11 specify relocation of street light and reference illumination plan, however it's not shown on the provided plan sheet IL 1.4. 23. Luminaire pole on interim private road (future public road) numbering ID shall start with 4149 (XXXX), which reference service cabinet on interim private road (13`h Pl S.). 24. Please specify service cabinet located on interim private road (13`I' PI S). There is no call out to construction notes #1 on this new cabinet. 25. Per the Rezone conditions of approval #7, the interim Berm Road and road A (13"' Pl S) will become public roads when the portion of the site east of Wetland No. 2 is developed. As such, the streetlight on these (roads should be on a different circuit from any private commercial roads and should have separate metered service for each circuit. Streetlights on the berm road and 1311' P1 S interim private road will be privately owned until such time these roads are dedicated to the city. 29. Top of pole foundation on the berm road should be flushed with the sidewalk. Please provide design information for the pole foundation bases. 30. Revise Street Frontage and Street Classification table to include proposed luminaire spacing per the design. 31. Revise Illumination and Pole Schedule specifying the berm road and 13th Pl S as interim private road. 13th Pl S is depicted as public road which is not correct. 32. Pole offset as specified in the Illumination and Pole Schedule should be from street centerline. 33. Line loss calculations for SVC 2 — Circuit 1: Verify length (L) in line loss calculations. The length as depicted is not consistent with drawing. Please provide two sets of revised plans for further review. Please make the following revisions: General Sheets CH.00-CO.20 and as applicable): 1. This review is occurring before land use approval is complete. The final plan set must conform to the approved site plan. 2. Resolution #13-641 approved on July 2, 2013, states that Roads C and E (Berm Road and Road A per this plan set) shall be dedicated and built to City standards when the area east of the wetland is developed. The berm road section (Road C per Resolution 913-641) is approved. The ultimate road cross section for Road A is a City of Federal Way '`Type R" street, which consists of a 40' paved roadway with 4' planter strip, 6' sidewalk, and 3' utility strip on both sides within a 74' right-of-way. Staff recommends building to this cross section to avoid future reconstruction. When Road A (" Road E" per Resolution) is dedicated, it must be built to full City standards. Traffic calming features must be included. 3. A licensed land surveyor must stamp at least one sheet showing all boundary survey information. 4. An overall map showing drainage and roads, keyed to the plans, must be provided. 5. Add city inspection phone #253-835-2700 to the cover sheet. 6. See attached comments from Rob Van Orsow for solid waste. Erosion Control (Sheets 1.01 7. Provide CB protection in S 336`I' St and Pacific Highway S. 8. Provide CB protection for the existing CB's in the berm road. 9. Apply TESL blanket and seed to construction within the pond banks. At a minimum, there should be at least 30' of storage from the back of the sidewalk. Staff recommends creating longer storage to ensure that entering vehicles will not back up onto S 336"' Street due to pedestrian crossing to the recreation building. Please note, earlier submittal depicted approximately 100' of storage/throat length. 11. Driveway widths should be 30' the entire length of the storage and may be increased in order to provide adequate width for vehicles that may be reasonably expected to use the driveway, as determined by the Public Works Director. 12. Pedestrian connection to S 336"' Street shall be provided from the private drive/road as conditioned in the 2013 Rezone conditions of approval. Also, the applicant should consider providing additional pedestrian connection to S 3361' Street From Building E. 13. The berm road sidewalk is required to be 6' wide. Shown incorrectly on C2.03. 14. Label "Road A" and "Road B" as shown on sheet C3.08. 15. Provide Type III barricades at the ends of Road A stubouts. 16. Staff recommends implementing additional traffic calming devices on the interim roads, particularly east of the berm road to discourage speeding. 17. Show wetland numbers from wetland inventory. Note: provide rain garden soil mix design to City for approval prior to placement. 20. The proposed raised concrete crosswalk is acceptable and should be constructed to FW DWG. No. 3-27. 21. A 5' wide planter strip is acceptable as shown, but 4' is all that is required. Streetlights belong behind the sidewalk. Grading Plays (Sheets 3.01-3.04) 22. Sheet 3.04 is missing from the plan set. 23. Any wall onsite that is over 4' tall, footing to top, will require a separate building permit. Please contact the permit counter for submittal requirements. 24. Grading around the light poles in the berm road must be shown. Storm Drainage Plan (Sheet 3.05-3.07) I: \csdc\dots\save\13349466057, doc 25. All of the dispersion trenches are shown as 50' long, no matter the size of the building or length of the flowpath. Per the 2009 KCSWDM, Section C.2.1.5, 5,000 square feet of impervious area may drain to a single 50' trench if the flowpath is 100' minimum. 10,000 square feet may drain to a 50' trench if the flowpath is at least 200' long. Some of the buildings need additional trenches. 26. Indicate what needs to be done with the existing catch basins that fall within the road/sidewalk on the berm road. Interim Road Improvements Sheet 3.08 27. Verify that catch basin spacing meets maximum CB spacing per PW Development Standards, Section 4.3.2.A; 150' (<1.O% grade), 200' (1%-3%), 30.0' (>3%). The berm road and Road A need an additional catch basin. 28. Show street signs and provide a table with summary of all signs. 29. Stationing is to be tied to an existing monument. Please indicate where the monument is located. 30. Note storm pipe material. Must meet 2009 KCSWDM standards. Reinforced concrete pipe is required within public right-of-way. 31. If these facilities cannot be used, they will have to be removed and replaced to current water quality standards. Structures must be placed outside the city sidewalk. Storm Drainage Profiles "Lines" Sheet C3.10-3.13 34. Provide a profile that includes the offsite inlet on the northwest side of the site. This inlet needs to have a trash rack since it is within a landscaped area. Indicate the actual size of the rip rap pad. 35. Provide treatment for runoff from Line A before it is released into the wetland. 36. Why is CB # 110 solid lid? Water is flowing to it from new impervious area that this project is creating. 37. Provide a profile that includes the Stormgate and Stormfrlters, along with pipes flowing into and out of the system. Also show outfall to pond. 38. For street lights located within the berm road, provide detail as to how the light poles and conduit will fit within the berm, fence, sidewalk, etc. If a special (deeper, wider, etc) foundation is required, provide a detail. 43. Landscane Plans 44. Please change all "Proposed Interim Public Access Road" to "Proposed Interim Private Access Road" 45. Provide street trees in the planter strips. The City's street tree list is enclosed. Streetlighting (Sheets ILIA-[L1.5) 46. Sheet IL1.3 is missing from the plan. 47. Provide line loss calculations. 48. Identify the power source. 49. Provide separate circuits, meters, and service cabinets for private and future public street lights. 50. Street lighting within the multifamily roadway (west of the wetland) should meet standards for safety. 51. Pole numbering ID shall be (XXXX-YY-AAZZ-BB) per Detail Sheet DWG No. 3-39B. 52. Junction boxes and pull boxes shall be placed outside the sidewalk wherever possible. If placed within the sidewalk, they shall have slip resistance lids which shall be wither Mebacl manufactured by IKG Industries or S1ipNot Grade 3-coarse manufactured by W.S. Molnar Company. 53. Provide service cabinet for future public road lighting within the future right-of-way. The service cabinet for private streetlights must be located outside future right-of-way. 54. Luminaire poles and conduit on the private and interim private roads must be located behind the sidewalk within the utility strip to meet City standards and minimum setback requirements. P.10 — The site does receive runoff from S 336t1' Street, which is treated and discharged at the westerly curb returns on S 336t" St. Please discuss how this water will be discharged and treated once the site is developed, and how this will affect existing wetlands. If the existing treatment system has to be replaced, the new treatment facilities must meet current standards. 56. Explain the need for an offsite inlet on the northwest side of the site. How much water is being received? The runoff from Line A must be treated before it is released into the wetland. 57. P. 18 ESC Analysis — Please address dust control and flow control as required in the 2009 KCSWDM Section D.3. 58. Is all clearing and grading occurring at once, or will it be done in phases? 59. Response: Today, this access entrance contains a catch basin that collects runoff from portions of South 336fh Street and conveys it through a train of treatment facilities before daylighting out well above the wetland buffer. The proposed site will construct curb, sidewalk, and planter area to essentially remove this access. A new inlet will be installed at the flow line and will connect to the existing pre -settling structure and will collect the same area of runoff that is conveyed to the existing catch basin. After treatment through the existing treatment train, runoff will be directed west and south via a 24" bypass pipe that discharges into the wetland buffer. Response: The area north of the emergency vehicle access and west of Building E contains topographic features that essentially create a pond in the area. An inlet was placed at the low point of this area to prevent ponding and collect runoff and convey it south via the 24" bypass system that outfalls into the wetland buffer. No new water is being collected and conveyed to the wetland. Explanation added in Section 4 of the TIR. The Manager shall also set a reasonable time in which such work must be completed by the Grantor, its heirs, successors or assigns. If the above required maintenance and/or repair is not completed within the time set by the Manager, the City may perform the required maintenance and/or repair. Written notice will be sent to the Grantor stating the City's intention to perform such maintenance. Maintenance work will not commence until at least seven (7) days after such notice is mailed. If, within the sole discretion of the Manager, there exists an imminent or present danger, said seven (7) day notice period will be waived and maintenance and/or repair work will begin immediately. 3. If at any time the City reasonably determines that any existing retention/detention system creates any conditions detrimental to the receiving surface water system, public and/or private property, the Manager may take any measures pursuant to Federal Way Revised Code. 4. The Grantor shall assume all responsibility for the cost of any maintenance and for repairs to the System. Such responsibility shall include reimbursement to the City within thirty (30) days of the receipt of the invoice for any such work performed. Overdue payments will require payment of interest at the current legal rate as liquidated damages. If legal action ensues, the prevailing party is entitled to costs and/or fees. 5. The Grantor is hereby required to obtain written approval from the Manager prior to filling, piping, cutting, or removing vegetation (except in routine landscape maintenance) in open vegetated drainage facilities (such as swales, channels, ditches, ponds, etc.), or performing any alterations or modifications to the drainage facilities contained within Property as described previously. Please contact the permit counter for submittal requirements. Response: Understood, and we will make separate building permit application for any walls greater than 4 feet. 24. Grading around the light poles in the berm road must be shown. Response: The existing "pond" slopes at the berm are already near 2H. I V. As such, grading around the light pole foundations would likely require impact to the wetland to toe out the revised slope. So, alternatively, the protect proposes longer pole foundation bases as specified on the enclosed, updated Illumination Plans and Details. Storm Drainage Plan Sheet 3.05-3.07 25. All of the dispersion trenches are shown as 50' long, no matter the size of the building or length of the flowpath. Per the 2009 KCSWDM, Section C.2.1.5, 5,000 square feet of impervious area may drain to a single 50' trench if the flowpath is 100' minimum. 10,000 square feet may drain to a 50' trench if the flowpath is at least 200' long. Some of the buildings need additional trenches. Response: The gravel dispersion trenches proposed are not proposed for the purpose of achieving flow control or water quality credit under either Full or Basic Dispersion. No (tow control is required for this project as it discharges to the onsite regional facility and the runoff source is the building roofs which does not require treatment. The dispersion trenches are simply for the purpose of spreading out the flow upstream of the native buffer areas to encourage sheet flow and limit the potential for erosion. 26. Indicate what needs to be done with the existing catch basins that fall within the road/sidewalk on the berm road. Response: The existing structures do not align with the curb or sidewalk, and cannot be adjusted to do so practically. As such, the existing catch basins within the berm are proposed to be removed and replaced as shown on the enclosed EN plans. Interim Road Improvements Sheet 3.08 27. Verify that catch basin spacing meets maximum CB spacing per PW Development Standards, Section 4.3.2.A; 150' (<1.0% grade), 200' (1 %-3%), 300' (>3%). The berm road and Road A need an additional catch basin. Response: Additional catch basis have been added and the storm drainage system has been revised to achieve the spacing requirements as suggested for the offsite interim roads. 28. Provide treatment for runoff from Line A before it is released into the wetland. Response: There is no untreated release form tine A (or Line B). This system discharges to the two -train StormFilter system prior to discharge to the downstream wetland. 36. Why is CB # 110 solid lid? Water is flowing to it from new impervious area that this project is creating. Response: CB 110 has a solid lid to prevent surface water catchment because it is part of the bypass system being installed to collect and safely convey runoff from the offsite, vegetated areas to the east. The new outfall for the South 3361h Street drainage facilities is also part of this bypass system. Runoff from the paved EVA access road on the adjacent property and onsite parking lot areas flow to CB 130 (east of CB I OOBP) to be conveyed to the onsite treatment facilities. 37. Provide a profile that includes the Stormgate and Stormfilters, along with pipes flowing into and out of the system. Also show outfall to pond. Response: The profiles have been updated to include the StormFilter and StormGate bypass run that outfolls to the wetland as well as the facilities along the berm road. A profile along the flow path from the StormGate through the StormFilter facilities was not shown for clarity. Instead, additional pipe reach and elevation information was added to the StormGate and StormFilter details on sheets CC3.108 and C3.109 to describe the flow path and specific grade relationships of each. 38. Provide a size for the rock pad at the outfall to the pond. Response: The size of the pipe outfall is provided in the referenced Pipe Outlet Protection detail. Use the dispersion trench shown in the 2009 KCSWDM, C.2.1.13. The quarry spall cover over the grovel trench backfill is intended to protect the gravel surface from getting plugged by leaves and debris. This cover also provides structural cover to protect the level gravel edge from eroding and ultimately losing its function to level spread. 42. Students living in this area will currently ride a bus to Panther Lake Elementary, Illahee Middle School and Todd Beamer High school. School service areas are reviewed each year and necessary boundary changes may be made to accommodate enrollment increases. Student safety must be considered for all students who would walk to the schools and to school bus stops from this development. Sidewalks and other planning features that assure safe walking conditions for students are factors the district must consider as we comment on development within our service areas. Upon review of the School Access Analysis, the district has determined that the proposed bus stops located on S 336`h St just west of 131h PI S for Panther Lake students and on Pacific Hwy 5, south of S 336`h 5t for Illahee and Todd Beamer students are not acceptable. The District is opposed to placing bus stops on either S 3361h St or Pacific Hwy S. The District would like to place a bus stop within the development. In order to do that, the District would like a bus loop located toward the south end of the development on the access road to Pacific Hwy S. There would need to be adequate lighting and sidewalks to allow students to walk safely from their homes to the bus stop.
