The Process II land use application submitted on May 19, 2016, and subsequent resubmittal on July 18, 2016, is hereby conditionally approved. The proposal meets site plan and community design guideline criteria set forth in Federal Way Revised Code (FWRC) 19.60.050 as found in the enclosed Exhibit A - Findings for Process II Site Plan Approval and incorporated into this decision by reference. The remainder of this letter outlines the zoning and development review process required for this proposal and a summary of appeal procedures. REQUIRED REVIEW PROCESS The proposed improvements to the site are subject to Process II Site Plan Review pursuant to retail use requirements set forth in FWRC 19.220.010. The proposal does not exceed the city -adopted flexible thresholds set forth in FWRC 14.15.030(c) and therefore is exempt from review under the State Environmental Policy Act. CONDITIONS OF APPROVAL 1. Prior to building permit issuance, the landscape plan submitted with the building permit must be revised to depict the following: a. The location of parking lot landscaping including the square footage calculation of each area in square feet. b. The correct acreage of the site and revise the tree unit density calculation accordingly. 2. Prior to building permit final inspection, the right-of-way improvements along South 330h Street must be constructed according to the approved plans. 3. Prior to issuance of the Certificate of Occupancy, the approved BLA must be recorded at King County Records at the expense of the applicant. APPROVAL DURATION Unless modified or appealed, the Process II decision is valid for five years from the date of issuance of the decision. Time extensions to the decision may be requested prior to the lapse of approval following the provisions listed in FWRC 19.15.110. The improvements must be substantially completed within the five-year time period or the land use decision becomes void. Pursuant to FWRC 19.60.080, any person who received notice of this administrative decision may appeal the decision to the Federal Way Hearing Examiner by September 25, 2016. Any appeal must be in the form of a letter delivered to the Department of Community Development with the established fee. The appeal letter must contain a clear reference to the matter being appealed and a statement of the alleged errors in the Director's decision, including the identification of specific findings and conclusions made by the Director disputed by the person filing. However, in that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal this decision). Waiver of the right to appeal does not affect the effective date of this decision. CLOSING This land use decision does not waive compliance with fixture City of Federal Way codes, policies, and standards relating to this development. These findings are based on review of existing city documents and submitted items by the applicant received May 19, 2016 and July 18, 2016. Proposal — The project applicant proposes to demolish the existing bank and construct a new 6,912 square -foot auto parts retail store. Associated site improvements, including 39 parking stalls and landscaping are also included. The subject property consists of two parcels 797820-0050 and 797820-0060 for a total site area of 1.82 acres. The City approved a Boundary Line Adjustment application (file #16-102434-00-SU) that creates a separate building pad to the north for future development. A separate land use application and approval will be required for any future development. 2. Comprehensive Plan & Zoning Designation — The subject property is within a Community Business (BC) designation. The applicant's proposed retail store use is permitted within the BC zoning designation pursuant to FWRC 19.220.010. 3. Review Process — Retail uses located in the BC zone are subject to development review procedures of Process II `Site Plan Review' set forth in FWRC Chapter 19.60. Process 11 review requires no public notice period and concludes with a written decision issued by the Director of Community Development. Appeals of the director's decision are conducted by the city's Hearing Examiner. 4. Environmental Review —The application is exempt from review under the State Environmental Policy Act (SEPA) as it does not exceed city adopted flexible thresholds set forth in FWRC 14.15.030. 5. Height — The height of the tallest parapet is 21 feet four inches above average building elevation. The height of the structure is below the 40-foot outright height maximum. 6. Required Yards and Lot Coverage — Improvements associated with retail uses within BC zones have a zero yard setback from front, side, and rear property lines; except a 20-foot setback along residential zones (east property line). The proposed building meets the required 20-foot setback from the residential zone. No maximum lot coverage applies. Instead, the buildable area will be determined by other site development regulations, i.e., required yards, landscaping, surface water facility, etc. 7. Parking —Pursuant to FWRC 19.220.010, retail uses shall provide 1 stall for each 300 square feet of gross floor area. The proposed building measures 6,912 square feet and therefore 24 parking stalls are required.' The applicant has provided 39 stalls, which exceeds the minimum requirement. Crime Prevention through Environmental Design — The City reviewed the Crime Prevention through Environmental Design (OPTED) checklist submitted by the applicant. The purpose of the checklist is to assist in implementing the CPTED principles of 1) Natural Surveillance, 2) Access Control, and 3) Ownership. The applicant has incorporated CPTED checklist elements into the project design with entrances in full view of the street, site lighting, direct pathways to the building, and overall connectivity in architectural design. Community Design Guidelines — The building incorporates building forms, materials, and treatment methods consistent with the guidelines, including structural modulation, parapet, architectural emphasis at the building entrance, variety of material and colors, foundation landscaping, and pedestrian amenities. Site and architectural design -is consistent with FWRC Chapter 19.155, "Community Design Guidelines," based on provisions and key design elements identified as follows: The building primary entrance is clearly visible from the right-of-way, Pacific Hwy South. The entrance is emphasized by the use of transparent glass and predominant parapet visible from Pacific Hwy South. A new stamped concrete walkway is proposed at the north end of the site that will connect the existing sidewalk along Pacific Hwy South to the main entrance. The surface parking lot has adequate internal lot landscaping. Concrete barrier curbing is provided adjacent to pedestrian pathways and landscaping. The building design reflects material variations and colors of CMU block and metal sign panel. All building facades that are both longer than 60 feet and are visible from a right-of-way shall incorporate " two of four" fagade treatments pursuant to FWRC 19.115.060(2). The north, south, and west facades are subject to the two of four treatments as the facades are longer than 60 feet in length and visible from Pacific Hwy South or South 336'h Street. Modulation is utilized through the use of parapets that project 2 feet from the main building and are more than 6 feet in length. There is a pedestrian plaza in the northwest corner of the site that includes bike racks, bench, and trash receptacle. Type II landscaping has been incorporated along the north and south fagade. A canopy has been included along the south fagade. The blank walls are broken up by foundation landscaping, entrance windows, varied material, and color changes. The application demonstrates overall continuity of architectural design while implementing current design standards. 10. Commercial Service —Garbage and recycling enclosure is located adjacent to the south fagade and is obscured from view by landscaping. The enclosure will be constructed to match building color and design with CMU wall enclosure, trex board gate, and concrete cap. The enclosure will meet the minimum size requirements set forth in FWRC 19.125.150. 11. Landscaping — Pursuant to FWRC 19.125.060(6), development within the BC zoning district is required to provide a landscaping screen five feet in width along all property lines. In addition, Type I landscaping 15 feet in width is required along the perimeter of property abutting a residential zoning district. FWRC 19.130.040 states minimum number of parking stalls resulting in a fraction shall be rounded up to the next higher number. Findings for Process II Site Plan Approval File # 16-102435-00-UP/Doc. I.D. 74557 Advance Auto Parts Page 2 Type III landscaping five feet in width will be provided along north and west property line. Type III landscaping is also provided along the south side; however, it is set back from the property line in order to address grade change and adequately screen the parking along South 336"' Street. The existing wooded area will remain to the east in lieu of Type I landscaping buffer adjacent to the residential zoned property. Parked vehicles will be obscured from right-of-way by alternative substantial shrub and tree plantings to reduce the visual impacts of parking areas and screen automobiles. The landscape plan states 4,461 square feet of interior parking lot landscaping will be provided. An exact location of the parking lot landscaping is not depicted on the landscape plan. Parking lot landscaping cannot be located within the required 5-foot perimeter landscaping. Prior to approval of the associated building permit application, the applicant will be required to revise the landscape plan and show where the parking lot landscaping is located. Please refer to FWRC 19.125.070 (enclosed) for dimensional requirements of parking lot landscaping. 12. Tree Retention/Replacement — Pursuant to FWRC 19.120.130, the minimum tree density for a new use within the BC zoning district is 20 tree units per acre. Through retention and/or new planting, the subject property will be required to provide 37 tree units for the 1.82-acre site. There is a discrepancy on the total acreage of the subject property based on Sheet C-10 and L-1. As depicted on Sheet L-1, the subject property is 1.27 acres, only requiring 26 tree units. However; Sheet C-10 has 1.82 acres for both parcels. Based on the submitted BLA and King County Assessor's records the subject property is 1.82 acres. Prior to building permit application approval, please revise the landscape plan to include the correct acreage of the site. The tree unit calculation must be revised as well. Please note: the undisturbed wooded area along the east property line may be used in the tree unit density calculation. 13. Transportation — Based on the submitted materials for 6,912 square feet of Automobile Parts Sales replacing 4,946 square feet of Drive -In Bank, the Institute of Transportation Engineers (ITE) Trip Generation - 8"' Edition, land use code 843 (Automobile Parts Sales), and 912 (Drive -In Bank), the proposed project is estimated to generate no new weekday PM peak hour trips. Concurrency review was not required. A Transportation Impact Fee is not required for this development project. 14. Street Frontage Improvements —The applicant is required to provide street frontage improvements along South 336"' Street consistent with Type `G' Street Section. This includes curb and gutter, 6- foot planter strips with street trees and streetlights, 8-foot sidewalks and a utility strip. The proposed 5-foot right-of-way (ROW) dedication is sufficient. Pacific Hwy South (SR-99) cross-section has been frilly constructed along the site frontage; therefore, no further ROW dedication or street improvements are required. 15. Stormwater — The applicant is required to mitigate the impacts of stormwater runoff caused by the proposed improvements per the standards of the 2016 King County Surface Water Design Manual and City of Federal Way Addendum. The project is also subject to FWRC 19.30.120 Non -conforming water quality improvements. Therefore, the site shall be brought into compliance with current water quality treatment standards. I.D. 74557 Advance Auto Parts Page 3 Any proposed flow control facility must meet the requirements under the Conservation Flow Control criteria. Water quality facilities must meet the requirements of the Enhanced Basic Water Quality menu. The preliminary Technical Information Report (TIR) indicates that the proposed redevelopment does not trigger the requirement for a flow control facility, and City staff concurs with this analysis; therefore, there will be no flow control facility required for this project. The developer proposes to mitigate the impacts of water quality off the site by directing stormwater runoff to a Stormfilter® water quality treatment device, prior to release into the City conveyance system. 16. Water and Sewer — Lakehaven Utility District is the water and sewer service provider. Lakehaven received water and sewer service applications for the proposed project. The Advance Auto Parts building will have new water service connections (domestic & fire -protection) from the existing water main in South 336th Street (meters to be at southern property line). The current location of the new meters is west of the existing driveway; however, due to proposed street/landscape trees in this area this location may need to be moved west or east of the driveway accordingly. The new building will use the existing sewer service connection. 17. Fire — Fire sprinkler and fire alarm systems are required. 18. Building Permit — The City's Building Division is currently reviewing the associated building permit, File #16-103450-00-CO. No work may begin until building permit approval. Decision Criteria — Staff finds the proposal is consistent with applicable site plan approval criteria required for Process II as set forth in FWRC 19.60.050. The proposal is consistent with the city's comprehensive plan; applicable provisions of FWRC Title 19 Zoning and Development Code; public health, safety, and welfare; and streets and utilities in the area are adequate to serve the anticipated demand from the proposal. The proposal is consistent with Community Design Guidelines decisional criteria set forth in FWRC Chapter 19.115. Final construction drawings will be reviewed for compliance with specific regulations, conditions of approval, and other applicable city requirements. These findings shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. Pursuant to FWRC 19.120.120, Rockeries and retaining walls, retaining walls must be a maximum of six feet in height as measured from finished grade at the base of the wall to top of wall. Please verify which height is correct and revise the drawings to meet code standards. FWRC 19.120.120(7) requires rockeries and retaining walls be composed of rock, brick, or other textured/patterned wall styles. Please provide illustrative details for the retaining wall. COMMUNITY DESIGN GUIDELINES Pedestrian Connection - Per FWRC 19.115.050(1)(b) & (c), pedestrian areas and amenities should be incorporated in the overall site design and be easily seen and accessible. Per FWRC 19.1 15.050, pedestrian pathways from rights -of way and bus stops to primary entrances and from parking lots to primary entrances, and pedestrian areas shall be accessible and should be clearly delineated. FWRC 19.115.090 requires maximized pedestrian connections/access and circulation when surface parking is located at the sides of the building or adjacent to the right-of-way. Revise the site plan to depict an additional pedestrian connection directly from the right-of-way to the main entrance. Pedestrian areas should be delineated by separate paved routes using a variation in paved texture and color. Approved methods of delineation include: stone, brick or granite pavers; exposed aggregate; or stamped and colored concrete. Building Fagade Modulation and Screening Options — Pursuant to FWRC 19.1 15.060(2), all facades in excess of 60 feet and visible from the right-of-way are required to incorporate at least two of the following four treatments: a. Fagade modulation. Minimum depth: two feet; minimum width: six feet; maximum width: 60 feet. Alternative methods to shape a building, such as angled or curved facade elements, off -set planes, wing walls and terracing, will be considered, provided the intent of this section is met. b. Landscape screening. Eight -foot -wide Type II landscape screening along the base of the facade, except Type IV may be used in place of Type II for facades that are comprised of 50 percent or more window area, and around building entrance(s). For building facades that are located adjacent to a property line, some or all of the underlying buffer width required may be considered in meeting the landscape width requirement. c. Canopy or arcade. As a modulation option, canopies or arcades may be used only along facades that are visible from a right-of-way. Minimum length: 50 percent of the length of the facade using this option. Minimum projection: 6 feet from building facade. Minimum height: 10 feet from finished grade. d. Pedestrian plaza. Size of plaza: Plaza square footage is equal to one percent of the gross floor area of the building, but it must be a minimum of 200 square feet. The plaza should be clearly visible and accessible from the adjacent right-of-way. ■ North Facade — The building facade is both longer than 60 feet and visible from the right-of- way; the minimum two of four standards will be required for this facade. • East Fagade — The building facade is longer than 60 feet, however, not visible from the right-of- way. No facade treatment is necessary. • South Facade — The building facade is both longer than 60 feet and visible frorn the right-of- way. As shown, the facade meets the modulation requirements, but does not follow dimensional requirements for landscaping. One additional treatment, canopy or pedestrian plaza, is needed or the foundation landscaping must be increased to Type II landscaping 8 feet wide along the base of the facade. • West Facade — The building facade is both longer than 60 feet and visible from the right-of-way. As shown, the facade meets the modulation requirements, but requires an additional treatment option. The above -referenced "two of four" options shall be incorporated along the entire length of the facade, in any approved combination. Options used must meet the dimensional standards as specified above, but if more than two are used, dimensional requirements for each option may be modified. Please correct applicable sheets to incorporate the above -referenced treatments and provide a written narrative of how each facade complies with this section. Methods to Articulate Blank Walls — Pursuant to FWRC 19.115.060(3), building facades visible from rights -of -way should incorporate methods of articulation and accessory elements in the overall architectural design to break up blank walls. One of the following two treatments must be implemented to the north, south, and west building elevation which are approximately 240+ square feet of blank walls: (1) articulation such as glazing, artwork, material variations, vertical trellis, canopy, etc. must be added; or (2) foundation landscaping consisting of trees, shrubs and groundcover. Please provide a written narrative and revise the site plan/elevations to depict how you meet the screening of blank wall requirements. LANDSCAPING REQUIREMENT Perimeter Landscaping— Pursuant to FWRC 19.125.060(6), Type II landscaping five feet in width is required along all properties abutting the right-of-way. The landscape plan must be revised to depict Type 11 landscaping along the west property line abutting Pacific Hwy South. Parking Area Screening— Pursuant to FWRC 19.125.070(5), Parking areas abutting Pacific Hwy South must be screened with either a three -foot -tall berm installed within the perimeter landscaping, architectural features, or substantial plantings added to the landscaping. The landscape plan should contain a cross section to show how this requirement is net. Therefore, a pedestrian route to the north has been proposed. A pedestrian plaza area including bike racks, bench, and a trash receptacle has been added along the route to encourage public use. The pedestrian connection will link the existing bus stop, future building, and the Advance Auto Parts store. Stamped concrete will be utilized within the on -site crosswalk providing a variation in paved texture and color. Building Fagade Modulation and Screening Options — Pursuant to FWRC 19.115.060(2) all facades in excess of 60 feet and visible from the right-of-way are required to incorporate at least two of the following four treatments: a. Fagade modulation. Minimum depth: two feet; minimum width: six feet; maximum width: 60 feet. Alternative methods to shape a building, such as angled or curved fagade elements, off -set planes, wing walls and terracing, will be considered, provided the intent of this section is met. b. Landscape screening. Eight -foot -wide Type II landscape screening along the base of the facade, except Type IV may be used in place of Type II for facades that are comprised of 50 percent or more window area, and around building entrance(s). For building facades that are located adjacent to a property line, some or all of the underlying buffer width required may be considered in meeting the landscape width requirement. c. Canopy or arcade. As a modulation option, canopies or arcades may be used only along facades that are visible from a right-of-way. Minimum projection: 6 feet from building fagade. Minimum height: 10 feet from finished grade. d. Pedestrian plaza. Size of plaza: Plaza square footage is equal to one percent of the gross floor area of the building, but it must be a minimum of 200 square feet. The plaza should be clearly visible and accessible from the adjacent right-of-way. North Fagade — The building fagade is both longer than 60 feet and visible form the right-of-way; the minimum two of four standards will be required for this fagade. Response: A pedestrian plaza greater than 200 SF and including amenities has been added in the northwest corner of the site. Type 11 landscaping, 8' in width, has been added along the base of the north building fagade, thereby meeting the requirement for two (2) treatment options. it should be noted, at some point in the near future a development within the pad area will limit visibility of this fagade from the Pacific HWY ROW. East Fagade — The building fagade is longer than 60 feet, however, not visible from the right-of-way. No fagade treatment is necessary. Response: Noted. South Facade —The building fagade is both longer than 60 feet and visible from the right-of-way. As shown, the fagade meets the modulation requirements, but does not follow dimensional requirements for landscaping. One additional treatment, canopy or pedestrian plaza, is needed or the foundation landscaping must be increased to Type 11 landscaping 8 feet wide along the base of the fagade. A canopy has been added above the door at the southwest corner West Fagade - The building facade is both longer than 60 feet and visible from the right-of-way. As shown, the facade meets the modulation requirements, but requires an additional treatment option. Response: A pedestrian plaza greater than 200 SF and including amenities has been added in the northwest corner of the site to meet requirement for a second treatment option. The above referenced "two of four" options shall be incorporated along the entire length of the facade, in any approved combination. Options used must meet the dimensional standards as specified above, but if more than two are used, dimensional requirements for each option may be modified. Please correct applicable sheets to incorporate the above reference treatments and provide a written narrative of how each facade complies with this section. Response: See responses above corresponding to each elevation/fagade. Site plans and elevations have been updated accordingly. Methods to Articulate Blank Walls — Pursuant to FWRC 19.115.060(3), building facades visible from rights -of -way should incorporate methods of articulation and accessory elements in the overall architectural design to break up blank walls. In addition, per FWRC 19.125.040(22), building walls which are uninterrupted by window, door, or other architectural feature(s) listed above, that are 240 square feet or greater in area, and not located on a property line, shall be screened by landscaping. One of the following two treatments must be implemented to the north, south, and west building elevations which are approximately 240+ square feet of blank walls: (1) articulation such as glazing, artwork, material variation, vertical trellis, canopy, etc. must be added; or (2) foundation landscaping consisting of trees, shrubs and groundcover. Please provide a written narrative and revise the site plan/elevation to depict how you meet the screening of blank wall requirements. Response: As noted above the facade modulation and articulation have been addressed with glazing, material variations and color changes. Also, as noted above, a pedestrian plaza greater than 200 SF with amenities (bike rack, trash receptacle, and bench) has been added to the area northwest of the future pad. LANDSCAPING REQUIREMENT Perimeter Landscaping — Pursuant to FWRC 19.125.060(6), Type II landscaping five feet in width is required along all properties abutting the right-of-way. The landscape plan must be revised to depict Type II landscaping along the west property line abutting Pacific Hwy South. Response: Type 11 landscaping, 5' in width, has been added along the property line adjacent to Pacific Hwy South per this requirement. July 12, 2016 Advance Auto Parts, Hwy Pacific Hwy South Parking Area Screening — Pursuant to FWRC 19.125.070(5), Parking areas abutting Pacific Hwy South must be screened with either a three -foot -tall berm installed within the perimeter landscaping, architectural features, or substantial plantings added to the landscaping. The landscape plan should contain a cross section to show how this requirement is met. Response: Since a 3' berm is not feasible within the 5' landscape buffer adjacent to Pacific HWY South, substantial plantings have been added within this area to provide the intended screening. A cross section has been included on the landscape plan. PW Development Services 1) The City adopted the 2016 King County Surface Water Design Manual (KCSWDM) effective April 24, prior to this Land Use application submittal, therefore, all storm water requirements shall be per that manual. Revise the Technical Information Report so that all references and design requirements are per the 2016 KCSWDM; Response: The grading and drainage plan are consistent with the 2016 King County Surface Water Design Manual (KCSWDM). The corresponding Technical Information (Drainage) Report has been updated to reflect compliance with the 2016 KCSWDM. 2) Street frontage improvements are required along S 336th St. Street improvements shall be shown that reflect those in our Type Street Section (City detail drawing 3-2G). The Type V improvements should begin at the eastern end of the existing curb, gutter, and sidewalk, extending and maintaining the alignment of the existing curb and gutter, and transitioning from the existing 10-foot-wide sidewalk to the 6-foot planter/8-foot sidewalk section, to the east side of the property. Using this grade change will minimize confusion entering and leaving the site. The dumpster enclosure is situated at the rear of the property at the NE corner behind where the future building is to be constructed. The West Elevation, at the entrance, is constructed of painted smooth faced and split faced CMU block to 19'-4" above finished grade. There is a 16" bump -out 47'-6" wide at this wall showing customers where to enter the building. The bump -out extends up 2' beyond the main building perimeter walls. The South elevation will represent similar characteristics of the West elevation with the exception of an entrance. Customers will not be able to access this side of the building. The North and East elevations are the same. Painted split faces and smooth faced CMU block. The combination of these finishes provides clean, linear expanses. Project Description The proposed Advanced Auto Parts store site is located at 33370 Pacific Highway S as shown in the Attachment A vicinity map. The project includes a new 6,912 square foot auto parts store on a site that includes a former 4,989 sf bank with drive-thru. Vehicle access to the site is proposed at an existing right- in/right-out only driveway on Pacific Highway S (SR 99), and a full access driveway on S 3361h Street. A preliminary site plan is included in Attachment B. Trip Generation The trip generation estimates for the proposed and existing uses were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 91h Edition. Reductions to the trip generation estimates were made to account for pass -by trips. Pass -by trips are trips that are made by vehicles that are already on the adjacent streets and make intermediate stops at a commercial use on route to a primary destination (i.e. from work to home). The pass -by trips were based on methodology and studies documented in the ITE Trip Generation Handbook, 3rd Edition. The net new trips generated by the proposed Advanced Auto Parts project were calculated by subtracting the trips associated with the former use on the site (bank) and pass -by trips from the total gross project trips. The resulting net new weekday daily, AM and PM peak hour trips associated with the project are summarized in Table 1. Detailed trip generation calculations are included in Attachment C. Project Description The proposed Advanced Auto Parts store site is located at 33370 Pacific Highway S as shown in the Attachment A vicinity map. The project includes a new 6,912 square foot auto parts store on a site that includes a former 4,989 sf bank with drive-thru. Vehicle access to the site is proposed at an existing right- in/right-out only driveway on Pacific Highway S (SR 99), and a full access driveway on S 3361h Street. A preliminary site plan is included in Attachment B. Trip Generation The trip generation estimates for the proposed and existing uses were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generaffoo Manual, 91h Edition. Reductions to the trip generation estimates were made to account for pass -by trips. Pass -by trips are trips that are made by vehicles that are already on the adjacent streets and make intermediate stops at a commercial use on route to a primary destination (i.e. from work to home). The pass -by trips were based on methodology and studies documented in the ITE Trip Generation Handbook, 3rd Edition. The net new trips generated by the proposed Advanced Auto Parts project were calculated by subtracting the trips associated with the former use on the site (bank) and pass -by trips from the total gross project trips. The resulting net new weekday daily, AM and PM peak hour trips associated with the project are summarized in Table 1 . Detailed trip generation calculations are included in Attachment C. Using this grade change will minimize confusion entering and leaving the site. The dumpster enclosure is situated at the rear of the property at the NE corner behind where the future building is to be constructed. The West Elevation, at the entrance, is constructed of painted smooth faced and split faced CMU block to 19'-4" above finished grade. There is a 16" bump -out 47'-6" wide at this wall showing customers where to enter the building. The bump -out extends up 2' beyond the main building perimeter walls. The South elevation will represent similar characteristics of the West elevation with the exception of an entrance. Customers will not be able to access this side of the building. The North and East elevations are the some. Painted split faces and smooth faced CMU block. The combination of these finishes provides clean, linear expanses. The results of our analysis are summarized in the information below. Existing Conditions There is an existing illumination system along the opposite side of the property frontage on S 336rh Street. As a result of the illumination analysis, TENW concluded that the existing conditions DO meet the target criteria established for an Arterial (pavement width over 44 ft) street classification. Target Criteria The Target Criteria for this project is summarized in the tables below. The current classification for S 3361h Street is a Minor Arterial with a pavement width of 50 ft. Target criteria are established from Drawing No. 3-38 from the 2015 City of Federal Way Development Standards (Rev. Feb 2015).
