COMMISSIONER'S COMMENTS • Chair Lana Bostic thanked the Commission for their hard work leading up to the Health & Resource Fair and presented a thank you gift to Amy Glandon on behalf of the Commission. • Commissioner Debbie Harvey noted that she would need to leave the event early due to a medical appointment. • Commissioner Tammy Dziak asked about the CERT program and whether it was coming back. Deputy Mayor Susan Honda stated that a new Emergency Manager had begun with the city and would be implementing it again. Commissioner Dziak asked if he might be able to attend a meeting and talk with the Commission. Ms. Amy Glandon to reach out. • Vice -Chair Catherine North inquired whether anyone heard of the radio advertising that Life Point Law was doing for the event. The consensus was that no one had. 4. COMMISSION BUSINESS A. APPROVAL OF APRIL 12T", 2023 AND APRIL 21ST, 2023 MEETING MINUTES Commissioner Tammy Dziak moved approval of the April 12th, 2023 and April 21st, 2023 meeting minutes as presented; second by Commissioner Kenneth Pratt. Motion passed unanimously. B. HUMAN SERVICES COMMISSION PRESENTATION / GUESTS: KIM BACHRACH, HUMAN SERVICES COORDINATOR, PATTI SPAULDING-KLEWIN, HUMAN SERVICES COMMISSION, KATHERINE FIESTA, CHAIR OF HUMAN SERVICES COMMISSION, KATHY SCANLON, VICE -CHAIR OF HUMAN SERVICES COMMISSION Chair Katherine Festa introduced herself and explained that the Human Services Commission (hereafter referred to as HSC) is a working commission that reviews requests Page 1 of 3 for proposals, grades applications, recommends the allocation of funding for city partners. She noted that it is one of the busiest commissions and in 2022, they reviewed over 80 applications for funding. Ms. Patti Spaulding-Klewin introduced the different funding, including General Fund and CDBG (Community Development Block Grant). She noted that the senior programs that applied were for the Senior Center Food Bank and other food banks within the city. Ms. Spaulding-Klewin stated that agencies apply directly with the City of Federal Way for supplemental income and that the City pays on a reimbursement basis based on performance and service units. Ms. Kim Bachrach introduced the Human Services chapter in the Comprehensive Plan and stated that they are currently working at the subcommittee level on the vision for the chapter. Once that is completed, they will cast the goals and policies and make recommendations to Council. They are planning on including seniors and housing into this chapter. Ms. Bachrach stated that they are currently working on feedback from the community through agencies and residents to see what the needs are, to find the gaps, and work on improvements over the next 10 years. She requested input on how to reach out to the seniors for the best option for feedback. Vice -Chair Kathy Scanlon noted that they are working within the subcommittee level with copies of the comprehensive plans from the City of Spokane, Kent and Redmond to review how they introduced their human services chapter. The City of Federal Way's will not be a copy. Ms. Bachrach stated that they will be working on the feedback portion through the summer, finalize the comprehensive plan by the fall, and present to Council in November or December. Commissioner Debbie Harvey asked if there could be a program to assist seniors with prescriptions. Chair Festa and Ms. Bachrach stated no funding requests had been made to them but that they were open to receiving applications from agencies. Chair Lana Bostic thanked them for their presentation and reminded them about the Health & Resource Fair on May 11th, 2023. Ms. Amy Glandon was requested to send out the information regarding ARPA funding and the Human Services Commission Meeting information. C. FEDERAL WAY FARMER'S MARKET PRESENTATION / GUEST: ROSE EHL, FEDERAL WAY FARMER'S MARKET EVENTS DIRECTOR Chair Lana Bostic introduced Rose Ehl from the Federal Way Farmer's Market with introduction that the Farmer's Market opens on Saturday May 13th. Ms. Rose Ehl noted that this is the 201h year for the Farmer's Market and it runs May through October. She stated that many successful food vendors got their start with the Farmer's Market and now own their own brick & mortar shops. Ms. Ehl showed the flyer for Opening Day and noted the events taking place, including: speeches by delegates, vendor recognition for longevity with the Farmer's Market, Mother's Day gifts for moms, and that IHOP is supplying breakfast to everyone who shows up at 8:30am. Ms. Ehl also introduced the 2023 Senior Farmer's Market Nutrition Program, noting that based on eligibility, seniors can receive checks weekly up to $80 to go towards their groceries. The deadline to apply is May 191h, 2023. Vice -Chair Catherine North asked if the Taste of Federal Way would be taking place this year, and Ms. Ehl noted it would be on September 23rd, 2023. She stated that the Farmer's Market is still being held in the parking lot at the Commons Mall. D. BROCHURE DRAFT REVIEW & EDIT ASSIGNMENTS Ms. Amy Glandon introduced the draft brochures for the 2023 printing, noting that historically, the brochures have been printed in black and white with a color cover, however, a mistake was made in printing last year which printed the brochures in full color. Ms. Glandon noted that she requested estimates for both types of printing to compare pricing. She also recommended that the Commission choose to go with the most cost-effective printing availability so that the budget for the Commission goes further this year, which would mean black and white with color covers. She said it was ultimately a Commission decision. Page 2 of 3 Commissioner Kenneth Pratt moved approval to print the brochures in black and white with a color cover; second by Vice -Chair Catherine North. Motion passed unanimously. Commissioner Debbie Harvey moved approval to use the UPS Store for the printing as the lowest responsive bidder; second by Commissioner Tammy Dziak. Motion passed unanimously. Vice -Chair Catherine North moved approval to allow Ms. Amy Glandon to make edits to the brochure and send to print without a second review from the Commission; second by Commissioner Tammy Dziak. Motion passed unanimously. SENIOR HEALTH & RESOURCE FAIR FINAL PREPARATIONS Ms. Amy Glandon and Vice -Chair Catherine North reviewed assignments, printing, and next day timeline of events in preparation for the Senior Health and Resource Fair. The Commission at large expressed their excitement. **Deputy Mayor Honda left the meeting at 3:40pm and did not return.** 5. STAFF REPORT Ms. Amy Glandon noted that through the event and the brochures, there have been many connections made, including with Davina Nolten with Virginia Mason Franciscan in Milton. She sent information to Ms. Glandon regarding a drive -through food bank event where you can receive food you need for free and also a free medical event. Ms. Glandon thanked the Commission for all of their hard work over the last year and passed out cards to each Commission -member. 6. OTHER BUSINESS • None. 7. Other people have likely posted information online about individuals and businesses trying to run scams. • Resist the pressure to act quickly. Scammers create a sense of urgency to produce fear and lure victims into immediate action. Call the police immediately if you feel there is a danger to yourself or a loved one. • Be cautious of unsolicited phone calls, mailings, and door-to-door service offers. • Never give or send any personal identifiable information, money, jewelry, gift cards, checks, or wire information to unverified people or businesses. • Make sure all computer anti -virus and security software and malware protections are up to date. Use reputable anti -virus software and firewalls. • Disconnect from the internet and shut down your device if you see a pop-up message or locked screen.
