The City of Federal Way has completed administrative review of the above -referenced Boundary Line
Adjustment (BLA) application. The proposal is to remove the interior lot line between tax parcels
304020-0079 and 304020-0081. Zoning for both parcels is Community Business (BC). The application
was deemed complete on December 17, 2015.
The Department of Community Development hereby approves the BLA based on the survey drawing
prepared by AHBL, resubmitted on June 21, 2016 and June 23, 2016.
DECISIONAL CRITERIA
City staff has determined the BLA meets decisional criteria set forth in Federal Way Revised Code
(FWRC) Chapter 18.10:
The BLA is a minor alteration in the location of lot boundaries on existing lots. The BLA will not
increase the number of lots, nor diminish the size of open space or other protected environments. The
proposal is to remove the interior lot line between tax parcels 304020-0079 and 304020-0081.
2. The BLA will not diminish the size of any lot so as to result in a lot of less square footage than
prescribed in the BC zoning district. FWRC Chapter 19.220 does not contain prescriptive lot size
minimums for the proposed special needs housing use.
3. The BLA will not result in the reduction of setbacks or site coverage to less than prescribed in the BC
zoning district. The BLA was required to prevent the structure from being built over a property line.
No site (lot) coverage limitations are prescribed for this use in the BC zone.
4. All lots resulting from the BLA will be in conformance with the design standards of the city's
subdivision title.
RECORDATION
Pursuant to FWRC 18.10.060, all boundary line adjustments shall be recorded with the king County
Division of Elections and Records. To finalize the BLA process, please use the enclosed Resubmittal
Information form and subunit to the Permit Center one signed and notarized drawing (paper or mylar), two
paper copies of the signed/notarized drawing, and a check payable to City of Federal Way for recording

Dear Mr. Follansbee:
The City of Federal Way's Department of Community Development is in receipt of the above -referenced
Boundary Line Adjustment (BLA) application. The applicant proposes to remove the interior lot line
between tax parcels 304020-0081 and 304020-0079. Pursuant to Federal Way Revised Code (FWRC)
18.10.040, within 28 days of receiving a BLA application the city shall determine whether all information
and documentation required for a complete application has been submitted.
NOTICE OF COMPLETE APPLICATION
The BLA application was deemed complete as of December 17, 2015. This determination of
completeness is based on a review of your submittal relative to applicable requirements referenced within
FWRC Chapter 18.10 "Boundary Line Adjustments."
A 120-day time line for reviewing the BLA application has started as of this date. The city's development
regulations allow the department 120 days from the date that an application is deemed complete to take
action on the application. However, the 120-day time line can be stopped any time the city requests
corrections and/or additional information.
TECHNICAL COMMENTS
During the course of complete application review, staff completed technical review of your application.
The following items must be addressed prior to the department issuing approval of the BLA application.
Insert the City BLA number (15-106075-00-SU) in the space provided in the BLA Title Block (both
sheets 1 and 2).
2. Remove the King County Health Department signature block from Sheet 1.
3. Provide permanent survey control monuments on the lot corners and notify staff when this is done so
we can verify.
4. The name and title of the signator needs to appear in the authorization. Provide proof of authority to
sign on behalf of the Multi -Service Center.

Once the minor revisions above are made, please provide two paper copies (or email a PDF) of the BLA
document with the enclosed resubmittal form.
Pursuant to FWRC 18.05.080, if an applicant fails to provide additional information to the City within
180 days of being notified that such information is requested, the application shall be deemed null and
void and the City shall have no duty to process, review, or issue any decisions with respect to such an
application.

CONDITIONS
The term mortgage, when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquired actual knowledge of any defect, lien, encumbrance, adverse claim or other
matter affecting the estate or interest or mortgage thereon covered by this Commitment other than those shown in
Schedule B hereof, and shall fail to disclose such knowledge to the Company in writing, the Company shall be
relieved from liability for any loss or damage resulting from any act of reliance hereon to the extent the Company is
prejudiced by failure to so disclose such knowledge. If the proposed Insured shall disclose such knowledge to the
Company, or if the Company otherwise acquires actual knowledge of any such defect, lien, encumbrance, adverse
claim or other matter, the Company at its option may amend Schedule B of this Commitment accordingly, but such
amendment shall not relieve the Company from liability previously incurred pursuant to paragraph 3 of these
Conditions.
Liability of the Company under this Commitment shall be only to the named proposed Insured and such parties
included under the definition of Insured in the form of policy or policies committed for and only for actual loss
incurred in reliance hereon in undertaking in good faith (a) to comply with the requirements hereof, or (b) to
eliminate exceptions shown in Schedule B, or (c) to acquire or create the estate or interest or mortgage thereon
covered by this Commitment. In no event shall such liability exceed the amount stated in Schedule A for the policy
or policies committed for and such liability is subject to the insuring provisions and Conditions and the Exclusions
from Coverage of the form of policy or policies committed for in favor of the proposed Insured which are hereby
incorporated by reference and are made a part of this Commitment except as expressly modified herein.
4. This Commitment is a contract to issue one or more title insurance policies and is not an abstract of title or a report
of the condition of title. Any action or actions or rights of action that the proposed Insured may have or may bring
against the Company arising out of the status of the title to the estate or interest or the status of the mortgage thereon
covered by this Commitment must be based on and are subject to the provisions of this Commitment.
The policy to be issued contains an arbitration clause. All arbitrable matters when the Amount of Insurance is
$2,000,000 or less shall be arbitrated at the option of either the Company or the Insured as the exclusive remedy of

CONDITIONS
1. The term mortgage, when used herein, shall include deed of trust, trust deed, or other security instrument.
2. If the proposed Insured has or acquired actual knowledge of any defect, lien, encumbrance, adverse claim or other
matter affecting the estate or interest or mortgage thereon covered by this Commitment other than those shown in
Schedule B hereof, and shall fail to disclose such knowledge to the Company in writing, the Company shall be
relieved from liability for any loss or damage resulting from any act of reliance hereon to the extent the Company is
prejudiced by failure to so disclose such knowledge. If the proposed Insured shall disclose such knowledge to the
Company, or if the Company otherwise acquires actual knowledge of any such defect, lien, encumbrance, adverse
claim or other matter, the Company at its option may amend Schedule B of this Commitment accordingly, but such
amendment shall not relieve the Company from liability previously incurred pursuant to paragraph 3 of these
Conditions.
3. Liability of the Company under this Commitment shall be only to the named proposed Insured and such parties
included under the definition of Insured in the form of policy or policies committed for and only for actual loss
incurred in reliance hereon in undertaking in good faith (a) to comply with the requirements hereof, or (b) to
eliminate exceptions shown in Schedule B, or (c) to acquire or create the estate or interest or mortgage thereon
covered by this Commitment. In no event shall such liability exceed the amount stated in Schedule A for the policy
or policies committed for and such liability is subject to the insuring provisions and Conditions and the Exclusions
from Coverage of the form of policy or policies committed for in favor of the proposed Insured which are hereby
incorporated by reference and are made a part of this Commitment except as expressly modified herein.
4. This Commitment is a contract to issue one or more title insurance policies and is not an abstract of title or a report
of the condition of title. Any action or actions or rights of action that the proposed Insured may have or may bring
against the Company arising out of the status of the title to the estate or interest or the status of the mortgage thereon
covered by this Commitment must be based on and are subject to the provisions of this Commitment.
5. The policy to be issued contains an arbitration clause. All arbitrable matters when the Amount of Insurance is
$2,000,000 or less shall be arbitrated at the option of either the Company or the Insured as the exclusive remedy of
