1. Zoning Designation and Use — The subject property is within the City Center Frame (CC-F) zone.
A fast food restaurant is a permitted use in CC-F zone subject to regulations set forth in FVvRC
19.230.030.
t. Land Use Application — A proposed fast food restaurant is normally subject to Use Process II
review pursuant to FVTRC 19.23 0.03 0. This proposal involves Pad C, a component of the
Celebration Center Building I/Pad C project that was previously granted a Process III approval on
June 4, 2012. The Building I component of the Celebration Center project was later granted a Site
Plan Modification Approval on May 10, 2013. The current proposal is for a Site Plan Modification
Approval (Administrative Decision) for Pad C. We'll just review it pursuant to the previous Use
Process III approval and zoning criteria. Provide 8 copies of application materials (Master Land Uss
Application, site plan, elevations, project narrative, architectural narrative, additional details as
necessary -see Use Process 11 checklist for additional items).

6. Application Fees — The City will charge an hourly review fee of $62/hr. At time of submittal you
will pay $82 (one hour review fee plus the $20 automation fee) and will pay the balance upon
completion/approval. Please contact the Permit Center at 253-835-2607 for updated fee schedules
for building permits.
7. Key Development Regulations — All site improvements must comply with the applicable FWRO
development regulations. The following general regulations will apply to the proposal.

to principal pedestrian right(s)-of-way, as determined by the director, unless: it is precluded by
existing site improvements, easements, topography, or other site constraints, as determined by the
director; or to allow streetscape amenities, public on -site open space, or other architectural
element(s) or improvements approved under Chapter 19.115 F)VRC. The minimum building
setback along all other property lines is the same as the perimeter buffer as required by Chapter
19.125 F)VRC.
Under FVVRC 19.230.030 (note #5), no maximum lot coverage is established. Instead, the
parking lot landscaping, surface water facilities, etc.
(b) Maximum Building Height — The height allowed is 65 feet above average building elevation
(ABE).
(c) Access —Under FWRC 19.230.030 (note #3), access to and from drive-thru facilities must be
approved by the public works department; drive-thru facilities must be designed so that
vehicles will not block traffic in the street while waiting in line and will not unreasonably
interfere with on -site traffic flow.
(d) Parking — Required parking is I parking space per 80 sq. ft. of gross floor area. The plan
depicts a 3,500 sq. ft. restaurant; a total of 44 spaces are required. The proposal shows 41
surface parking spaces, which was approved as part of the Use Process III for a 3,443 sq. ft. fast
food restaurant. The approved Use Process Ill site plan shows the entire project site requires
828 spaces and 1,091 spaces are provided, therefore 41 spaces are adequate, as the overall
existing site parking can accommodate the 3 additional required spaces. See enclosed code
section for dimensional requirements for parking stalls.
8. Signage — See FV%TRC 19.140 for specifics about sign requiremenli
(a) Under FWRC 19.140.060.16, although a sign permit is not required for menu board signs, they
must meet the requirements of the sign code: menu board not to exceed 32 square feet per sign
face and a maximum height of five feet (two permitted per site).
(b) See FWRC 19.140.150 for regulations pertaining to building -mounted signs. From the
materials submitted while 5 building -mounted signs are shown, it appears by the code the
building would qualify for a maximum of 3 building -mounted signs.

whirlers, propellers, festoons, blinking lights, or similar items that attract attention through

9. Rockeries — See FVvTRC 19.120.120 for specifics about retaining wall requirements of height,
location, landscaping and material composition.
(a) Per F)VRC 19.120.120.7, rockeries and retaining walls visible from a public right-of-way or
adjacent property shall be composed of rock, brick, or other textured/patterned wall styles as
approved by the planning and public works directors. Rockeries and retaining walls shall be
landscaped in accordance with the applicable standards in Chapter 19.125 F)VRC, Article I,
Landscaping.
10. Landscaping — Landscape requirements are contained in F)VRC Chapter 19.125 "Outdoors, Yards,
and Landscaping. " Following are the key landscape requirements for the project.
(a) Per FVVRC 19.125.040.4, all trash enclosures shall be screened from abutting properties amifo�:-
public rights -of -way by a 100 percent sight -obscuring fence or wall and appropriate landscape
screen.
(b) Per FWRC 19.125.040.22, building walls which are uninterrupted by window, door, or other
architectural feature(s) listed in Chapter 19.115 FV*TRC, Community Design Guidelines, FWRC
19.115.060(3)(b), that are 240 square feet or greater in area, and not located on a property line,
shall be screened by landscaping. Such planting shall include trees, ► and groundcover

11. Community Design Guidelines — Review of the proposal under the city's design guidelines, F)VRC

necessarily include all applicable guidelines, and project designers must consult the guidelines in
their entirety in preparing an application. The application must include a written narrative identifying;
how the proposal complies with the applicable design guidelines, as detailed.
a. FVVRC 19.115.010(2) CPTED - Implement Crime Prevention through Environmental Design
(CPTED) principals to reduce opportunities for criminal activities to occur. The city's Police
Department and Planning Division will evaluate the formal application and review for
compliance with CPTED principals. A completed CPTED checklist must be submitted with
• application.
i. Natural Surveillance — Promote visibility of public spaces and areas.
ii. Access Control — Identify techniques that deter unauthorized access and/or inappropriate
access.
iii. Ownership — Reduce perception of areas as ownerless.

b. FWRC 19.115.050 Site Design — Refer to all sections of this chapter for site design standards.

comply with this guideline: (b) Pedestrian pathways and pedestrian areas
should be delineated by separate paved routes using a variation in paved
texture and color, and protected from abutting vehicle circulation areas with
landscaping. Approved methods of delineation include: stone, brick or
granite pavers; exposed aggregate; or stamped and colored concrete. Paint
striping on asphalt as a method of delineation is not encouraged.

facades of buildings that face a right-of-way. If they are permitted in
such a location, then they shall be visually screened from such street by
Type III landscaping and/or architectural element, or combination
thereof-, provided, such elements reflect the primary building and provide
appropriate screening.
(ii) The stacking lane shall be physically separated from the parking lot,
sidewalk, and pedestrian areas by Type III landscaping and/or
architectural element, or combination thereof, provided, such elements
reflect the primary building and provide appropriate separation. Painted
lanes are not sufficient.
(iii) Drive- thru speakers shall not be audible off site.
(iv) A bypass/escape lane is recommended for all drive-thru facilities.

Materials and design features of fences and walls should reflect that of the primary
building(s) and shall also meet the applicable requirements of FVYTRC 19.120.120,
Rockeries and retaining walls.
Note: the requirements of this provision apply to the north and south sides of the
building. (2) All building facades that are both longer than 60 feet and are visible from
either a right-of-way or residential use must incorporate a minimum of two out of four
design options intended to break up the mass of large buildings. These design options
include fagade modulation, landscaping, canopy or arcade, and associated pedestrian
plazas.
iii. (3) Building facades shall also include methods of articulation and accessory elements,
for example display windows, window openings with visible trim material, vertical
trellis, artwork, decorative masonry or metal patterns or grillwork, relief, material

Land Use Issues — for water
1The engineer shall evaluate the project for all Core and Special stormwater requirements as outlined
in the 2009 King County Surface Water Design Manual (KCSWD4 and the City • Federal Way
Addendum to the manual. At the time of land use submittal, a preliminary Technical Information
Report (TIR), addressing the relevance of the project to the eight core and five special requirements

of the KCSV%TDM will be required. A Level I downstream analysis shall also be provided in the
preliminary TIR.
2. According to the City's Flow Control Applications Map, the project lies within a Conservation flow
control area. Any flow control facilities shall be designed to meet the performance criteria outlined
in the KCSWDM for these areas.
The project also lies with an Enhanced Basic Water Quality treatment area. Any water quality
facilities shall meet the treatment options selected from the Enhanced Basic Water Quality Menu
provided in the KCSWDM.
4. Flow Control Best Management Practices (BMP's) shall be selected •and sized from the appropriate
criteria for lot size/impervious coverage per Section 5.2 of the 2009 KCSWDM.
Show the proposed location and dimensions of any proposed detention and water quality facilities on
the preliminary plans.
6. If more than one acre will be disturbed during construction, a National Pollutant Discharge
Elimination System (NPDES) permit may be required. Information regarding this permit can be

Building (or EN) Permit Issues
Engineered plans are required for clearing, grading, road construction, and utility work. Plans must
be reviewed and approved by the City. Engineering review fees are $824.50 for the first 12 hours of

of a professional engineer registered/licensed in the State of Washington.
2. The Federal Way Development Standards Manual (including standard detail drawings, standard
notes, and engineering checklists) is available on the City's website at www.cit -offederalway.com to
assist the applicant's engineer in preparing the plans and TIR.
3. The applicant shall provide a geotechnical report that addresses design pavement thickness for the
roadways.
4. Bonding is required for all street and storm drainage improvements associated with the project. The
bond amount shall be 120 percent of the estimated costs of the improvements. An administrative fei�
deposit will need to accompany the bond to cover any possible legal fees in the event the bond must
be called. Upon completion of the installation of the improvements, and final approval of the Public
Works Inspector, the bond will be reduced to 30 percent of the original amount and held for a two-
year maintenance period.
5. The developer will be responsible for the maintenance of all storm drainage facilities (including the
detention and water quality facilities) and street systems during the two-year maintenance period.

During that time, the Public Works Inspector will make periodic visits to the site to ensure the
developer's compliance with the maintenance requirements. Upon satisfactory completion of the
two-year maintenance period, the remainder of the bond will be released. Maintenance for public

private roads and drainage facilities, including short plats, remain the responsibility of the individual
property owners.
6. When topographic survey information is shown on the plans, the vertical datum block shall include
the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations
are called out.
7. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. All final
approved drawings shall be drafted/plotted on 24" x 36" or 22" x 34" mylar sheet with permanent
black ink. Site plans shall be drawn at a scale of 1 20', or larger. Architectural scales are not
permitted on engineering plans.
8. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures, per
Appendix D, 2009 KCSWI)M, must be shown on the engineering plans.
9. The site plan shall show the location of any existing and proposed utilities in the areas affected by
construction.

Chick-fil-A proposes to construct a 3,500 sf quick -service restaurant with drive thru service at
Celebration Square retail shopping center at Pacific Way and South 320th Street in Federal Way, WA.
The site is currently used for parking for the existing shopping center.
Site Design
The building site is a level pad with a steeply banked slope that runs the full length of its eastern
boundary along Pacific Way South. Common access drives flank the parcel on the north and south.
These access drives form an elevated promontory of sorts. This arrangement affords the public views of
the building from the north, east and south. The building is long and roughly linear, and it's tucked in
against the north property line to take advantage of the site with respect to vehicular and pedestrian
access. Vehicles access the site from a drive aisle that runs along the parcel's western property line that
is shared with the center's adjacent parcels. Pedestrians access the site via a path connecting directly to
Pacific Way. The drive thru wraps around the building on the east, north and west elevations. This
arrangement minimizes the drive-through's impact on the parking field and frames the building's public,
southern "face".
Building Design
The building is modern. It eschews the typical "fast food" vernacular in favor of an architecture that
differentiates Chick-fil-A from its competition and renders physical the qualities that make Chick-fil-A
unique. It was conceived as a series of interpenetrating rectangular masses articulated with tall
punched openings and cantilevered canopies and canvas awnings. The main dining room is expressed as
glazed volume sheltered by a flat steel arch. This element is visible from Pacific Way and the parking
field. The kitchen, serving and other utilitarian functions are placed around the dining room in clearly
articulated volumes. The articulation of these volumes is achieved through contrasting colors, materials
and height. The shapes are simple, but the ensemble is modulated and carefully composed. The
material choices reflect Chick-fil-A's regional approach to their stores. The materials, including plaster,
glass, corrugated and plate steel and masonry echo the emerging eclectic design sensibility of the Pacific
Northwest.

Building and Pedestrian Orientation
As mentioned the site is essentially an elevated promontory. The building is situated to take advantage
of the difference in elevation between the Pacific Way South and the building pad. Each of the buildings
principal elevations is highly articulated, but the southern fagade is clearly the principal fagade, the
building's face. On the east and north the drive through is completely screened from the street and the
retaining for it forms a plinth for the building that steps down to the street acting as a backdrop for
planting and marking the beginning of the accessible path pedestrians would travel to take them from
the street to the restaurant.
This path follows the cross slope up from the street and leads to a public seating area with tables and
umbrellas. There are prominent stairs that afford more immediate access to this area as well. The
seating area is open and clearly visible from the sidewalk and street. The landscaping along the path,
stairs and seating area compliments, but does not obscure the functions. After one leaves the seating
area the sloped path switches back, runs past the pylon sign for the center and continues up to a cross
walk that affords clear access to the sidewalk in front of the building.
