Staff Analysis South 316th Street is classified as a Principal Collector corresponding to Street Section Type V, which consists of a 44-foot wide roadway with 12-foot sidewalks and,? 3-foot utility strip within a 74-foot right of way. The existing South 316th Street improvements along the Pink Elephant property consist of a 44- foot roadway, 6.5-foot (+/-) sidewalk with a combination of short timber retaining wall and rockery behind the sidewalk, within a 60-foot right of way. There is no street lighting along this section of S 316th St. Construction of the required improvements (12-foot sidewalk) would be difficult, due to the iifference in elevation along the frontage — the Pink Elephant site sits approximately 2-4 feet 9bove the sidewalk elevation — and would also further constrain circulation of vehicles on an already constrained site. Given the narrow sidewalk width and topographic constraints, there's also no space for street light or street tree well construction along this frontage. Additionally, if the City were to require the additional 7-feet of right of way be dedicated, it it *f wg-v li-tie-sioricewhere in the existinu Parkin riving area of the site.
