PROJECT DESCRIPTION
Proposed remodel of an existing building (7,461 square feet) and change of use from an auto parts store to
automotive collision repair center. The proposal is to include a 313 square foot addition and automotive spray
booth located at the rear, located at 33120 Pacific Flighway South, Federal Way, WA, King County tax parcel
number 797820-0005.

• A Process III application and SEPA Checklist are required pursuant to FVVRC 19.15.030(3), "Review
processes for improvements and additions to developed sites."
• The Puget Sound Clean Air Agency is the Lead SEPA agency. A Process III land use review still
applies as SEPA is triggered; although, processed by another agency.
• As proposed, the increase in gross floor area triggers parking compliance. As proposed, the site does
not provide enough parking (restriping to delineate spaces may be required).
• Screen existing utility boxes visible from Pacific Highway South per Community Design Guidelines
FWRC 19.115.050(6)(b)(ii).
• Transportation Concurreng Management (FWRC 19.90) — A transportation cone envy permit, submitted
with the application (1 - 10 trips), is required for the proposed project.
• Trafic Impact Fees (FC 19.91) — A traffic impact fees payment wiU be assessed and paid prior to the
building pern-Lit issuance.
• Access Mana gement (FWIRC 19.135.260) — If there are changes to the access proposed, the
development shall meet access management standards.
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions, please contact the

COMMUNITY DEVELOPMENT — PLANNING DIVISION

Zonin g Desi gnation and Use — The subject property is zoned Commercial Business (BC). The proposed use
is an automotive collision repair center and it is currently an automotive parts and repair shop. The
proposed use is permitted under the category "Retail establishment providing vehicle, boat, or tire sales,
service, repair and/or painting, passenger vehicle rental including moving tracks," use in the BC zone as
listed within and subject to the regulations in Use Zone Chart FWRC 19.220.030.
2. Nonconfomin ,g Development — The proposal does not exceed 25 percent of the existing gross floor area of
the existing development, or 2,500 square feet of new gross floor area per FVVRC 19.30.090. Therefore,
nonconforming aspects of the development are not required to be brought into conformance. However,
please see Item #8 regarding performance and ongoing maintenance of landscaped areas.
3. State Environmental Polig Act (SEPA) Environmental Review —The proposed use of a spray booth is not
categorically exempt from SEPA, on account of the requirement for a license governing emissions to air
that is not exempt per WAC 197-11-800(l)

8. Required Parking
— The proposal shall provide a minimum of 26 parking spaces (7774 total gross floor area
[new and existing],./ 300 = 25.9 spaces).
a. Parking StuJv: The site appears to be constrained with few customer parking spaces accessible to
the public. Except as provided in FWaC 19.130(3)(d)l the number of parking spaces required by
the use zone chart is the minimum number of parking spaces required for that use.
b. Compact Spaces: The site is eligible for 25 percent compact spaces (i.e. seven spaces). Please find
the enclosed parking lot design criteria for compact space dimensions.
9. Landscapin g — Landscape requirements are contained in FWRC Chapter 19.125 "Outdoors, Yards, and
Landscaping." Following are the key landscape requirements for the project (rnAimerulnce and performance):
a. It appears the front landscape buffer is non -conforming; however, no front landscaping is
required unless parking spaces are reconfigured (i.e. landscape islands required).
b. Other landscaped areas on site, if existing, shall comply with the maintenance and performance
standards of FWRC 19.125.090.
10. OutdoorActivifies and Storag
e — Pursuant to F&RC 19,125.170(3), as part of the Process III application, the
city will administratively review and either approve or deny any application for outdoor use, activity, or
storage based on the following standards:

i. Building de modulation and screening options, (a), (b), (c), and (d). All building facades that ar;
both longer than 60 feet and visible from either a right-of-way or residential use or zone shall
incorporate facade treatment according to this section. Subject facades shall incorporate at least
two'of the four options on each fagade. Options intended to break up the mass of large buildings
include: (a) fagade modulation; (b) landscape screening; canopy, or arcade; and (d) pedestrian plaza.
ii. Building facades visible from rights -of -way should incorporate methods of articulation and
accessory elements in the overall architectural design, for example display windows, window
openings with visible trim material, vertical trellis, artwork, decorative masonry, metal patterns of
grillwork, relief, material variations, etc.

of the building and obscures the view of the appurtenances from adjacent streets and properties. Please

13. Garba ,ge and Regcfin ,g — The building must include provisions for trash and recycling facilities as described ir,
FWRC 19.125.040(4) and F"%aC 19.125.150. The exterior trash enclosure area may not be located within
landscape buffer areas, must be screened according to the landscape chapter, and must be architecturally
consistent with the design of the primary structure on site.

Land Use Issues — to water
Since the project proposes only a 313 square foot addition, no new impervious area, and less than 50 percent
of the value of existing improvements, the project as proposed does not require review for surface water
runoff control or water quality treatment.
Transportation Concurrency Analysis (FWRC 19.90)
1. Based on the submitted materials to construct a 313 square foot addition, and the Institute of
Transportation Engineers (ITE) Tiip Generation - 10th Edition, the proposed project is expected to
generate approximately one new PM peak hour trip.

2. A concurrency permit is required for this development project. The PW Traffic Division will perform a
concurrency analysis to determine if adequate roadway capacity exists during the weekday PM peak
period to accommodate the proposed development. Please note that supplemental transportation analysis
and concurrency mitigation may be required if the proposed project creates an impact not anticipated in
the six -year Transportation Improvement Plan (TIP).
3. The estimated fee for the concurrency permit application fee is an estimate and based on the materials
submitted for the preapplication meeting. The concurrency application fee must be paid in full at the time
the concurrency permit application is submitted with the land use application. The fee may change based
on any changes in the estimated weekday PM peak hour trips as identified in the concurrency application.
The applicant has the option of having an independent traffic engineer prepare the concurrency analysis
consistent with city procedures; however, the application fee remains the same.

Adequate space allocation must be provided for interior and exterior garbage, recycling, food waste,
waste oil, yard debris, hazardous waste, or biohazard collection containers. Nfinitnurn recycling space
allocation is established by FWRC 19.125.150.
# For basic solid waste and recycling needs within a single enclosure, clear interior dimensions measuring
10 feet deep by 20 feet across are recommended, along with a two -door swing -open or roll -open gate
that spans the front width of the enclosure. When gate doors are opened, no structure or hardware
should remain above grade across the enclosure opening. Gate pins/holes are preferred for holding gat -
in closed and open positions to ease service access and maximize the life of gate hardware. I
Sites may require a larger enclosure, or multiple enclosures, to accommodate on -site user access and/or
additional waste types and containers.
Plan for user access to interior waste and recycling storage areas/cont ° ers, and to exterior containers
screened by enclosure(s).
Plan for unobstructed, safe enclosure ingress and egress for service vehicles, directly in line with
enclosure openings. Allow appropriate turning radii for service vehicles and minimize potential "blind
spots" during ingress and egress.

WATER
• A Water Certificate of Availability issued separately by Lakehaven may be required to be submitted with
any land use and/or building permit applications (check with land use agency for
requirement). Certificate is valid for one (1) year from date of issuance. If Certificate is needed, allow 1-
2 work days to issue for typical processing. 2020 cost for a Water Certificate of Availability is $80.00.
• Hydraulic model results (FF #66, copy attached) indicate that Lakehaven's standard maximum
allowable system liquid velocity of 10 ft/s, at no less than 20 psi, is exceeded at a fire flow rate above
2,400 GPM (for two (2) hours or more). This flow figure depicts the calculated performance of the
existing water distribution system under high demand conditions. Fire flow rates greater than available
in the existing distribution system may be accommodated through water distribution system
improvements. Onsite hydraulic system calculations may need to be determined during design of the
onsite water distribution system improvements. Please contact Lakehaven for further detail.
w The site has one. (1) existing water service connection (Svc 10, /"x3/4" meter). The existing meter
needs to be evaluated under UPC & Lakehaven standards; to determine if it's adequate for the proposed
use.
• A water service connection application submitted separately to Lakehaven is required for each new service
connection to the water distribution system, or any modification to an existing water service connection
(e.g., larger meter/service, irrigation, abandonment of existing service(s), re -activation, etc.), in
accordance with standards defined in Lakehaven's current Fees and Charges Resolution'. Non-single-
family properties require separate domestic (per building, typically,� some exceptions oUovved), irrigation
(if irrigated landscaped areas are incorporated into the site deve|opnnend, and fire protection (if required
orinstalled) water service connections &meters.
To satisfy premise isolation requirements, the installation @'satisfactory testing of an approved beckMovv
prevention assembly (BPA) adjacent to each service meter is required pursuant to VVAC 246-290-490 &
Lakehavan standards regarding premise isolation. Because the potential cross -connection hazard(s)
cannot be determined at this time, Lakehaven cannot specify the nnininourn required BPA device. Contact

SEWER

Resolution'. Minimum pipe slope for gravity sewer service connections is 296. In addition to all other
sewer service installation standards, installation of Type 1, 48" monitoring manhole is typically required
on the private building sewer line, for all new or modified non-residential connections. Also, if applicable,

Have you had your Pre -Application meeting yet (see the attached emails)? Your questions below are items that should
be discussed at that time. Staff will fill out a Process Ill submittal checklist customized to your proposal and provide that
with the Pre -Application meeting summary so that you know which documents you need to pull together for the formal
land use submittal. For example, if Lakehaven doesn't have many/any comments at the Pre -Application meeting, then
Certificates may not be a necessary submittal item. Your photo sheet is fine as long as you provide dates for the images
so that it is clear how recent the photos are; Google images can be a year or more older.

The Planning Division received your application for a Zoning Compliance Review for Change of Use at 33210 Pacific •wy
South. After review of the request, the City has determined that no Change of Use is required. The pervious use of the site
was mechanical repair, machine shop, auto parts retail sales and office; with the mechanical repair/machine shop area
having a larger footprint in the building. The proposed new use is Collison repair which is the same use chart and paragrap
as the existing mechanical repair (FWRC 19,220,030, Vehicle and equipment sales, service, repair, rental.) As such, the
Collision repair is not considered a change of use from the existing mechanical repair/machine shop. The City will refund
you the fee for the Zoning Compliance Review, submitted May 24, 2019.
As long as there are no site improvements, such as parking lot reconfiguration or addition of outdoor storage areas, and/or
major fagade changes land use review is not required. Going forward you will need a building permit for the interior work
and business registration with the City. Please note, the paint booth requires State Environmental Policy Act (SEPA) revie

proposed, so information provided to Bob about required applications reflects that. |fthe proposal includes abuilding
addition for a paint spray booth, then what is required to be submitted is:

a. You can pursue a waiver by emailing the Community Development Director and addressing the criteria

The refund will come from the City's finance department and may take a week or so to process, so I can't send hard copies of the
SEPA checklist/application with the refund. You can come in to the Permit Center counter if you would like to discuss the project in
person or get hard copies of any of the attached handouts/applications. If you have any additional questions please feel free to contact
