The Community Development Department has received your Process I Master Land Use (MLU)
application is hereby approved pursuant to conclusions based on findings made by the department's
Planning Division.
FINDINGS
The zoning for the subject property is City Center Frame (CC-F). The existing bank is an allowed use in
the CC-F zone pursuant to Federal Way Revised Code (FWRC) 19.230.020, Retail use. The applicant is
proposing a fagade modification, additional ATM, and minor parking lot modifications. The fagade is
being upgraded with light -gage metal channel framing and colored sheet metal panel for a new canopy
shade. An additional pre -manufactured ATM kiosk is being installed on the outermost drive-thru lane.
Minor alterations to the site include sidewalk and parking lot re -paving, installation of pedestrian curb
ramps, pedestrian connections to the public sidewalk, and relocation of parking spaces to make the site
fully -accessible. The net parking space count will remain the same; the accessible stalls are being
relocated closer to the building entrance. The existing landscaping will remain the same. ,

I . The proposed improvements are consistent with applicable chapters of FVV`RC Title 19 including,
but not limited to: Permits and Review Processes; Process I — Director's Approval; Community
Design Guidelines; and City Center Frame (CC-F).
2. The health, safety, and welfare of the citizens of the city are preserved.
3. The proposal is a minor improvement, modification, or addition to a site that is exempt from
SEPA review.
CONDITIONS OF APPROVAL
Pedestrian pathways should be delineated by separate paved routes using a variation in paved texturA
and color. The proposed asphalt striping does not meet this requirement. A final planning inspection
will be required to verify the pathway is constructed in an approved method of delineation, such as,

brick or granite pavers, or stamped and colored concrete. After installation of the site improvement
please contact Associate Planner Becky Chapin, at 253-835-2641, to schedule an inspection.
APPEALS
The effective date of this decision is May 19, 2014, or three days from the date of this letter. Pursuant to
FWRC 19.55.150, any person who received notice of the administrative decision may appeal this decision
to the Federal Way Hearing Examiner by June 2, 2014. Any appeal must be in the form of a letter
delivered to the Department of Community Development with the established fee. The appeal letter must
contain a clear reference to the matter being appealed and a statement of the alleged errors in the

disputed by the person filing.
In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal
this decision). Waiver of the right to appeal does not affect the effective date of this decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process I approval is valid for one year from the effective
date of this decision. If no further action is taken within one year, this decision will expire. Per FWRC
19.15.110. a two-vear extension mav be aranted if a written reciuest is submitted to the Citv's Department

Dear Sir/Madam,
Our client, Bank of America, is proposing some minor fagade alterations to their existing branch,
minor parking lot modifications, signage replacement, and an addition of an ATM kiosk to their existing
drive-thru - to serve a General Commercial zoned neighborhood in the City of Federal Way. The
project site is situated on the southwestern corner of South 320th Street and Pacific HWY South.
Located in the north parking lot of a shopping center, the existing banking center is currently
surrounded by a variety of businesses such as Rite -Aid, Michael's, Ross, and Radio Shack, with The
Commons shopping mall located directly east. The parking lot is square in shape, and relatively flat in
topography.

The proposed scope of work involves the addition of light -gage metal channel framing and colored
sheet metal panel for the new canopy shade (see image above) that will surround the existing B of A
banking center building (except at the drive-thru overhang), as well as installing an additional ATM to
be located on the outer most drive-thru lane. The ATM kiosk is a pre -manufactured structure (similarly
to image below), which will be delivered and installed, after site preparation is complete. Included in
the site work, are minor alterations that will be made to exterior of the banking center to make the
property fully -accessible, with the provision of: sidewalk & parking space re-paving/slope correction,
installation of pedestrian curb ramps, and adding pedestrian connection access to the public sidewalk
immediately to the north. There are no changes anticipated affecting the net parking space count.
Existing building signage will also be updated and will comply with the City of Federal Ways signage
standards. If feasible, Bank of America may pursue Building Permit approval for the mentioned work,
concurrently with the Planning Type I Review.

Bank of America will conduct an exterior lighting study and propose/install additional building -face
mounted light fixtures near the ATM as necessary to meet security standards.
