SUMMARY OF PROPOSED ACTION The City of Federal Way Department of Public Works proposes to remove and replace 700 feet of existing, but undersized, storm water conveyance pipe along Military Road South, and to re - grade the drainage ditch at the terminal portion of the project to ensure a smooth flow. The proposal involves the replacement of the existing storm water conveyance pipe ranging from 12 to 18 inches with 24 inch concrete pipes. The Department of Public Works is in the process of implementing a city-wide surface water control program. The goal is to manage storm water runoff which emanates from properties and streets within the city and which eventually enters nearby streams. The department's on -going surface water management program includes specific projects such as this proposed action, as well as public education and source control programs, regular street and storm system maintenance, and investigation of local surface water complaints. The proposed project is a component of the implementation of the city-wide surface water control program. The existing conveyance system along Military Road South has been found to be inadequate to convey the existing and future storm water runoff from the basin. Flooding in this area has been reported in the past. The proposed project would correct the drainage flooding problem. A. BACKGROUND 1 - 3. Concur with the checklist. Please refer to the list of technical reports and documents above. 4. The environmental checklist was prepared on April 30, 1999. The checklist was subsequently amended on May 10, and June 14, 1999. All references to the checklist in this staff report are to the checklist as amended, June 14, 1999. 5 - 10. Concur with the checklist. 11. Concur with the checklist. The existing stormwater conveyance system along Military Road is capable of conveying the runoff of a 2-year, 24-hour storm event. This has been found inadequate to convey the existing and future stormwater runoff from the drainage basin. The portion of the flow that exceeds the conveyance capacity overflows on the road surface and causes flooding. After the construction of the proposed project, the system will be able to convey a 100- year, 24-hour storm event. The proposed project would correct the drainage flooding problem. 12. Concur with the checklist. Military Road South Drainage Improvements Final Staff Evaluation Page 3 of 10 B. ENVIRONMENTAL ELEMENTS Earth a-b. Concur with the checklist. The average grade of the proposed route is approximately 2.5 percent, with a maximum slope of 5 percent. c. Concur with the checklist. The underlying Alderwood gravelly sandy loam soil series is moderately well drained. Runoff is slow and the erosion hazard is slight. d. Concur with the checklist. The City of Federal Way Environmentally Sensitive Areas Map does not reveal this site to be in a problem area relative to landslide, seismic hazard, erosion, steep slope hazards, or 100-year flood plain. e. Concur with the checklist. Approximately 600 cubic yards of soil will be excavated and backfilled for the project. Minor regrading of the drainage ditch at the terminal portion of the project may be necessary to ensure a smooth flow. As a result, erosion potential exists. The proposed project will increase the peak flow rate at the stormwater conveyance system outfall. The potential of stream bank erosion associated with this increased peak flow rate will be mitigated by incorporating energy dissipation techniques, such as enlarged pipe and curved flow course, into the project design. f-h. Concur with the checklist. Soil disturbing activities could result in erosion and transport of sediment. Sand, silt, and soil damage aquatic habitat and are considered pollutants. Land surface modifications are regulated by Federal Way City Code (FWCC) Division 7 and the King County Surface Water Design Manual (KCSWDM). The applicant must submit a Temporary Erosion and Sedimentation Control Plan (TESC) for review and approval of the Director of Public Works prior to any soil disturbing activities. Implementation of the TESC plan will prevent and/or minimize erosion impacts during the construction phase of the project. Since the project will not result in any net increase in impervious surface, post - construction erosion impacts are not anticipated. 2. Air a. Concur with the checklist. Short term air quality impacts will result during site preparation and grading, building construction, and paving operations. Construction activity contributes to carbon monoxide and particulate matter levels through the operation of construction machinery, delivery equipment and materials, and worker access to the site by automobile. These activities include emissions of hydrocarbons Military Road South Drainage Improvements Final Staff Evaluation Page 4 of 10 and oxides of nitrogen, potentially elevating the level of photochemical oxidants, such as ozone, in the ambient air. Long term impacts will not be increased by completion of this proposal. b-c. Concur with the checklist. The applicant has proposed to reduce air impacts by watering exposed soil, covering all transport trucks, cleaning roads, managing construction traffic, and requiring emission control devices on construction equipment. The mitigative measures proposed are expected to adequately reduce impacts associated with air. Compliance with local, state, and federal air quality standards provides sufficient mitigation of these potential impacts from vehicle emissions. 3. Water a. Surface 1. Concur with the checklist. No surface water bodies exist on the site. However, a wetland is located approximately 150 feet to the east of the proposed project. The storm water conveyed by the existing storm water system discharges to this wetland. The proposed storm water conveyance system would continue to discharge to this wetland. Stream 19 (Bingaman Creek) is located approximately 450 feet to the southeast of the proposed project. In overflow conditions, the wetland discharges to Stream 19. 2. Concur with the checklist. The proposed project will be within 150 feet of the wetland to the east. However, no portion of the proposed project will occur within the 100 foot wetland setback area. 3. Concur with the checklist. Minor regrading of the drainage ditch at the terminal portion of the project may be necessary to ensure a smooth flow. However, the regrading would be located outside the 100 foot wetland setback area. The proposed project will increase the peak flow rate at the storm water conveyance system outfall. The potential of stream bank erosion associated with this increased peak flow rate will be mitigated by incorporating energy dissipation techniques, such as enlarged pipe and curved flow course, into the project design. 4. The existing storm water conveyance system along Military Road is capable of conveying the runoff of a 2-year, 24-hour storm event. This has been found inadequate to convey the existing and future stormwater runoff from the drainage basin. Since the total runoff volume to the wetland will not be changed by the proposed project, impacts to the wetland hydrology are not anticipated. 5-6. Concur with the checklist. b. Ground 1. Concur with the checklist. The need for dewatering wells, as well as their location and depth, are subject to the weather conditions during construction of the project. It is unlikely that dewatering wells will be necessary if the project is constructed during the summer as proposed. 2. Concur with the checklist. c. Water Runoff (including storm water) 1. Concur with the checklist. Runoff in excess of the absorption capacity of the sub -basin is collected by the proposed system. The storm water conveyed by the existing storm water system discharges to the wetland to the east of the proposed project. The proposed storm water conveyance system would continue to discharge to this wetland. In overflow conditions, the wetland discharges to Stream 19. 2. Concur with the checklist. The proposal is for improvements to the existing storm water conveyance system and will include low flow sediment controls to improve water quality. Additionally, the proposal will include energy dissipation techniques to minimize stream bank erosion and resulting sedimentation. d. Concur with the checklist. The applicant must submit a TESC Plan for review and approval of the Director of Public Works prior to any soil disturbing activities. Implementation of the TESC Plan will prevent and/or minimize runoff impacts during the construction phase of the project. The proposal includes energy dissipation techniques, such as enlarged pipe and curved flow course, into the project design to minimize the potential of stream bank erosion associated with increased peak flow rate. The applicant has proposed mitigate plant impacts by replanting or replacing all vegetation removed as a result of construction activities. No significant adverse plant impacts are anticipated. Therefore, no additional mitigation measures are necessary. 5. Animals: a-d. Concur with the checklist. The site is located within the Pacific Flyway, a significant route for migratory waterfowl. However, no significant adverse wildlife impacts are anticipated. Therefore, no mitigation measures are necessary. 6. Energy and Natural Resources: a-c. Concur with the checklist. The applicant has proposed to reduce energy impacts by limiting construction equipment idling, encouraging carpooling by construction workers, locating staging areas in close proximity to the site, and phasing construction and controlling traffic to limit idling vehicles. No significant adverse energy and natural resource impacts are anticipated. Therefore, no additional mitigation measures are necessary. 7. Environmental Health: a. Environmental Health Hazards: 1-2. Concur with the checklist. The risk of environmental health hazards is always. present during construction projects. The use of standard construction practices and traffic control measures would greatly reduce the risk of an accident. The site plan has been reviewed by fire and police personnel for adequacy of emergency access and layout. All applicable state laws concerning workplace safety should be followed on the proposed project site during construction. b. Noise 1. The proposed route site is currently developed as a road and therefore experiences noises associated with the operation of vehicles. No increase in noise levels will be generated as a result of the completed project. Control measures include use of muffled equipment, acoustic shielding, and required conformance with local noise ordinances regulating hours of construction. 8. Land and Shoreline Use: a-1. Concur with the checklist. The majority of the development in the vicinity of the proposal consists of multifamily residential dwellings and neighborhood businesses. The site is located predominantly within the public right-of-way in the BN, RM1800, and RM3600 zoning districts. The site has not been identified as being located within any designated environmentally sensitive areas. The proposal does not involve construction or demolition of structures. The proposal will neither displace workers or residences; rather it is intended to provide additional capacity for storm water conveyance pipes consistent with the city-wide surface water control program. If any portion of the project is located outside the public right-of-way, the applicant shall be required to obtain construction and maintenance easements as appropriate prior to the initiation of construction activities. 9. Housing: a-c. Concur with the checklist. No significant adverse housing impacts are anticipated. Therefore, no mitigation measures are necessary. 10. Aesthetics: a-c. Concur with the checklist. The applicant has proposed mitigate plant impacts by replanting or replacing all vegetation removed as a result of construction activities. The proposal involves improvements to the existing storm water conveyance system and adverse aesthetics impacts are not anticipated. 11. Light and Glare: a.-c. Concur with the checklist. Concur with the checklist. The proposed storm water conveyance system improvements are not anticipated to generate adverse recreation impacts. Therefore, no mitigation measures are necessary. 13. Historic and Cultural Preservation a-c. Concur with the checklist. No significant adverse historic and cultural preservation impacts are anticipated. Therefore, no mitigation measures are necessary. 14. Transportation a-g. Concur with the checklist. A right-of-way permit will be required prior to the construction of the proposed storm water conveyance system improvements. If any portion of the project is located outside the public right-of-way, the applicant shall be required to obtain construction and maintenance easements as appropriate prior to the initiation of construction activities. The applicant has proposed to reduce transportation impacts by repaving excavated portions of public right-of-way and replacing sidewalks and private driveways. Implementation of a Traffic Control Plan will reduce impacts associated with transportation during the construction period. No additional mitigative measures are necessary. 15. Public Services a-b. Concur with the checklist. The proposed project is a component of the implementation of the city-wide surface water control program. Comments from the fire and police departments do not indicate that any special emergency services will be required. 16. Utilities a-b. Concur with the checklist. Water and sewer service are not necessary for the proposed storm water conveyance system improvements. However, there are existing water and sewer facilities in the vicinity of the proposed project. Based on comments provided by the Lakehaven Utility District, any required relocation of water or sewer lines should be coordinated with the district as early in the process as possible. No additional mitigative measures are necessary. We understand that the correspondence was prepared by your daughter. Our normal procedure would be to respond directly to both you and your daughter. However, your daughter did not provide a return address, and we are unable to make out her signature on the letter. Therefore, we are only able to respond directly to you. Your letter identified several important issues regarding the proposed Military Road stormwater system improvements, including impacts to the wetland on your property_ This wetland is the discharge point for the run-off collected and conveyed by the stormwater system. We would like to take this opportunity to respond to the issues that you have identified. The Department of Public Works is in the process of implementing a city-wide surface water control program. The goal is to manage storini eater run-off which emanates from properties and streets within the City and which eventually enters nearby streams. The Department's on -going surface water management program includes specific projects such as this proposed action, as well as public education and source control programs, regular street and storm system maintenance, and investigation of local surface water complaints. The proposed project is a component of the implementation of the city-wide surface water control program. Stormwater run-off is the water that exceeds the absorption capacity of the underlying soils during a storm event. Run-off naturally flows by gravity to -a low point in a basin, where it collects. The wetland on your property is the low point of the drainage sub -basin in which it is located. Therefore, the wetland is the natural collection point for stormwater run-off generated in the drainage sub -basin. The run-off collected by the wetland is absorbed or evaporates. If the Ms. Nora M. Cranje RE: Military Road Drainage Improvements July 26, 1999 Page 2 storage capacity of the wetland is exceeded, the additional run-off discharges to Stream 19 (Bingaman Creek), which is located to the southeast of the wetland. In other words, with or without a stormwater conveyance system, the run-off generated during storm events in the drainage sub -basin will eventually flow to the wetland on your property. Without the stormwater system, the run-off would flood the road and adjacent properties as it flowed naturally to the wetland. This flooding would result in significant property damage and water pollution. The stormwater system along Military Road collects and conveys the run-off from the drainage sub -basin to the wetland, which is the natural collection point. By collecting and conveying the run-off within pipes, the stormwater system prevents flooding and the resulting property damage and water pollution. The stormwater system does not increase the amount of run-off that is generated within the drainage sub -basin or the amount of run-off that collects in the wetland. The stormwater system does not collect additional run-off from other drainage sub -basins or discharge additional sources of run-off to the wetland. The existing stormwater system is capable of conveying the runoff of a 2-year, 24-hour storm event. This has been found inadequate to convey the existing and future stormwater runoff from the drainage basin. The portion of the flow that exceeds the capacity of the stormwater system overflows on the road surface, causes flooding, and eventually flows to the wetland on your property. After the construction of the proposed project, the system will be able to convey a 100-year, 24- hour storm event. The proposed project would correct the drainage flooding problem. The proposed stormwater conveyance system would continue to discharge to the wetland on your property. Since the project will not result in any net increase in impervious surface, it will not result in additional volume of stormwater run-off. Since the total -runoff volume to the wetland will not be changed by the proposed project, impacts to the wetland are not anticipated. However, as the amount of impervious surface increases within the drainage sub -basin, the absorption capacity will decrease. Therefore, as the amount of impervious surface increases, the quantity of stormwater run-off will increase, because the water cannot be absorbed. Examples of impervious surfaces include buildings, parking lots, driveways, roads, and sidewalks. In order to mitigate the water quality and quantity impacts of additional stormwater run-off, the City of Federal Way requires new development to meet the standards of the King County Storm Water Design Manual. These standards require that the run-off generated on a project site be collected, retained, and treated before it is discharged to the stormwater system. Therefore, it is not anticipated that the size of the wetland will increase beyond its present size as a result of additional run-off generated in the future within the drainage sub -basin. The potential of stream bank erosion associated with this increased peak flow rate will be mitigated by incorporating energy dissipation techniques, such as enlarged pipe and curved flow course, into the project design. She has lived there sense July 1, 1966. On July 2nd, 1990 she wrote a letter to Jim Driscoll Land Use Examiner, asking several question regarding the notice of potential wetland on her property. Her property is now classified as over 1/2 wetlands This is a man make situation'. The ditch "Ely drainage ditch was put in place to drain off the over flow from Steel Lake." When Camelot was developed they even widen the ditch and made it deeper. "No maintenance of this ditch has been done sense the City of Federal Way took it over" But Federal Way gave the "Old Ely Drainage Ditch a ?♦'EW name they now call it a CREEK and the surrounding area wetland. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. The approvals and permits anticipated for this project include: • City of Federal Way Zoning Code Compliance or process approvals, grade and fill permit, land surface modification permit and right-of-way construction permit. 11. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. Several questions later in this checklist ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. The purpose of the project is to remove and replace 700 feet of existing, but undersized, stormwater-conveyance pipe along Military Road, and to re -grade the drainage ditch at the terminal portion of the project to the extent necessary for a smooth flow. The existing conveyance system along Military Road was found inadequate to convey the existing and future storm water runoff from the basin. Flooding has been reported in the past. The project proposes to replace the existing stormwater-conveyance pipe ranging from 12 inches to 18 inches with 24 inches concrete pipes. This project would correct the drainage flooding problem. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The project area is located within the City of Federal Way. The project is generally located in the north half quarter of Section 4, Township 21 N, Range 4 E. The site is generally contained along Military Road between South 288th Street and Military Road South, north and western boundary, and South 298`h Street and Camelot Drive, south and eastern boundary. Figure 1 shows the vicinity and location of the project area. B. ENVIRONMENTAL ELEMENTS: EARTH: 3 a. General description of the site underline one: flat, rolling, hilly, steep slopes, mountainous, other The topography of the project site slopes to the south and east in a mixed residential and neighborhood business. The difference between the highest and lowest points along the project alignment is 15 feet over distance approximately 600 feet , and the average grade is approximately 2.5 percent. b. What is the steepest slope on the site (approximate percent slope)? Over the entire project alignment, the average slope is approximately 2.5 percent with a maximum slope less than 5 percent. C. What general types of soils are found on the site (for example, clay, sand, gravel, peat, and muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. According to the King County Soil Survey, the primary soil series in the general project area is Alderwood gravelly sandy loam, 0 to 6 percent slopes (AgB), that is defined as: Alderwood gravelly sandy loam, 0 to 6 percent slopes (AgB). This series is made up of moderately well drained soils that have a weakly to strongly consolidated substratum at a depth of 24 to 40 inches. The surface layer and subsoil are very dark brown, dark - brown, and grayish -brown gravelly sandy loam about 27 inches thick. The substratum is grayish -brown, weakly consolidated to strongly consolidated glacial till that extends to a depth of 60 inches and more. Runoff is slow and the erosion hazard is slight. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. There are no indications of unstable conditions along the project route e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. Constructions for this project will be either in the right-of-way or in the easement acquired by the City. Approximately 600 cubic yards of soil will be excavated and backfilled for the construction of the storm drainage improvements (pipelines) along Military Road between South 288th Street and South 298th Street. Minor re -grading of the drainage ditch at the terminal portion of the project may be necessary to streamline the drainage. The limit of the minor re -grading is showing in the attached map. C Could erosion occur as a result of clearing, construction, or use? If so, generally describe. 0 The proposed excavation and backfill activities have the potential to cause limited erosion during construction. Timing and phasing of construction, the amount of fill removed, the effectiveness of erosion -control measures, and weather conditions would influence the extent of this erosion potential. The project may cause a flow velocity increase during a large storm event. The erosion potential associated with the velocity increase will be mitigated by incorporating energy dissipation measures at pipe outfall of the project. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? This project will not result in any net increase in impervious surfaces on the project site. h. Proposed measures to reduce or control erosion, or other impacts to the earth Construction is to be performed during dry periods (e.g., during summer months) followed by immediate restoration and enhancement of vegetation, if applicable. An erosion and sedimentation control plan (approved by the City) will be developed as part of the final design to minimize impacts of erosion during construction. Measures would include vegetative controls, structural controls such as fabric filter fences, gravel berms, and other Best Management Practices (BMPs). Monitoring and maintenance of such control measures would be conducted throughout project construction to ensure proper performance. 2. AIR: a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, and industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if know. A variety of construction activities associated with the project, if not properly mitigated, would temporarily generate particulate with a diameter less than 10 microns (PM10) and small amounts of carbon monoxide (CO). Emissions of PM10 and CO from construction activities would be temporary in duration and small in quantity compared with existing background levels from other sources such as automobiles. Excavation activities by heavy equipment will generate dust from the site. Vehicles leaving the site may deposit mud on public streets, which could then become a source of dust after it dries. b. Are there any off -site sources of emissions or odors that may affect your proposal? If so, generally describe. No off -site sources of emissions or odor would affect the proposal. C. Proposed measures to reduce or control emissions or other impacts to air, if any: Particulate emissions in the form of fugitive dust during construction activities are regulated by the Puget Sound Air Pollution Control Agency (PSAPCA). PSAPCA regulations require best available control technology to control all emissions of fugitive dust. These requirements further stipulate that fugitive dust from construction activities shall not be injurious to human health, plants and animals, or property, and shall not unreasonably interfere with the enjoyment of life and property. In addition, the operation of a vehicle that deposits particulate matter on a paved, public highway is prohibited. Incorporating mitigation measures into construction specifications for the project would reduce construction impacts to local air quality. Mitigation measures to control PM10, deposition of particulate matter, and emissions of CO during construction could include the following: • Spraying exposed soil with water would reduce emissions of PM10 and deposition of particulate matter. ■ Covering all trucks transporting materials would eliminate particulate blowing off trucks during transportation. Wetting materials in trucks or providing adequate freeboard (space from the top of the material to the top of the truck ) would reduce PM10 and deposition of particulate during transportation. • Removing particulate matter deposited on paved, public roads would reduce mud on area roadways. • Routing and scheduling construction trucks to reduce traffic delays during peak travel times would reduce secondary air quality impacts caused by reduction of traffic speeds while waiting for construction trucks. • Requiring appropriate emission control devices on all construction equipment powered by gasoline or diesel fuel would reduce CO emissions in vehicular exhaust. Using relatively new, well -maintained equipment would reduce CO emissions. 3. WATER: a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year round and seasonal streams, saltwater, lakes, ponds, wetlands : 0 If yes, describe type and provide names. If appropriate, state what stream or river it flows into. There are no surface water bodies on or in the immediate vicinity of this project. There is a major stream 500 feet south of the project site. The stream flows into the Lower Green River Basin. The existing storm drainage pipe that is to be replaced on Military Road as part of the project discharges to a wetland about 200 feet to the east. In overflow condition, the wetland discharges to Bingaman Creek. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Part of project is within 200 feet of the wetland on the east. The wetland and its 100 feet setback area is shown on the attached map. Currently the existing system is capable of conveying 2-year 24-hour design storm. After the construction of the project, the system will be able to convey a 100-year 24-hour design storm. With the existing system, the portion of the flow that exceeds the conveyance capacity will overflow on the road surface and will find its way to the wetland. Since the total runoff volume to the wetland will not be changed by the project, the project has no significant adverse impact on the wetland hydrology. During the storm event that is larger than a 2-year 24-hour design storm, the project will increase the peak flow rate at the pipe outfall. The potential of stream bank erosion associated with this flow rate increase during the large storm event will be mitigated by constructing energy dissipater within the outfall structure or immediately outside of the outfall. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. Excavation activities in and along the pipeline route will not affect local water bodies. The possible minor re -grading at the terminal portion of the existing pipeline will not require filling or dredging within 100 feet of wetland setback area. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. No surface water withdrawals or diversions will be required as part of this project. 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. 7 The proposed project does not lie within a 100-year floodplain. Localized street flooding occurs along the project route, hence the storm drainage pipe replacement is being proposed. However, the flooding is not the result of surface water levels of a floodplain. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No discharges of waste materials into surface waters are anticipated as a result of the construction of this project. b. Ground: 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities if known. During pipeline construction, temporary dewatering wells may be used to lower shallow groundwater in this construction area to enable the construction of the replacement pipeline during high ground water table. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: domestic sewage; industrial, containing any toxic chemicals; agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) is(are) expected to serve. The proposed project will not require the discharge of waste material to groundwater from septic tanks or other systems. C. Water Runoff (Including Storm Water): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Runoff in excess of the soil/surface absorption capacity originates within the sub -basin. The existing system is not adequately sized to handle major storm runoff events. The proposed project consisting of pipe enlargements will remedy existing and future inadequacies to the basin's stormwater conveyance system. 2) Could waste materials enter ground or surface waters? If so, generally describe. The quality of storm drainage from the local sub -basin is typical of a residential/commercial area in that the major runoff components emanate from streets, parking lots, and commercial operations yards. L This project will increase the system's capacity and includes low flow sediment controls that will improve water quality. d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any: During the construction of the facilities proposed for this project, diversion of runoff water will be provided where appropriate. The erosion control plan developed for this project will address runoff control as well. Federal Way's Department of Public Works is involved in implementing a citywide surface water control program. The goal is to generally manage storm water runoff which emanates from properties and streets within the City and which eventually enters nearby streams. The Department's on -going surface water management program includes specific projects such as this proposed action, as well as public education, regular street sweeping and storm system cleaning, and investigation of local surface water complaints. Source controls are promoted as part of this program, as well. 4. PLANTS: a. Check or circle types of vegetation found on the site: b. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any: 0 Shoulder areas, embankments, slopes, in which vegetation is removed will be replanted with grasses, trees, and shrubs as appropriate. 5. Proposed measures to preserve or enhance wildlife, if any: Does not apply 6. ENERGY AND NATURAL RESOURCES: a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Energy would be required for construction of drainage improvements, and would include diesel and gasoline fuel used by construction vehicles and equipment, and by workers accessing the site. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. The project would not affect the potential use of solar energy by adjacent properties. 10 C. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: Proposed measures to control energy impacts during construction would include the following: Limiting idling of construction and employee vehicles; encouraging carpooling or vanpooling of construction workers to and from the work site; locating construction staging areas as close as possible to the site; and phasing construction and designing efficient detours to limit idling traffic. 7. ENVIRONMENTAL HEALTH: a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste that could occur as a result of this proposal? If so, describe. The proposed project will be constructed near sanitary sewer, potable water and natural gas pipelines (see -attached drawings). A survey of as -built utilities has been prepared and areas where in -ground utilities cross the proposed stormwater pipeline improvements measures shall be taken to ensure careful construction management practices will be followed to minimize construction -related accidents or injuries. There is not anticipated to be any potential for exposure to toxic or hazardous materials, explosion risks, or other environmental health hazards associated with the construction or operation of the project. 1) Describe special emergency services that might be required: Construction -related accidents or injuries may require response by local fire, police, aid units, or ambulances. 2) Proposed measures to reduce or control environmental health hazards, if any: None are necessary. b. Noise: 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, and operation, other)? There are no noise sources in the project area that would affect the proposed project. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, and operation, other)? Indicate what hour's noise would come from the site. 11 Construction activities would generate short-term noise during the construction period of the project. Project construction would involve removing of paved surfaces and repaving, excavation, pipeline placement activities, and replanting activities. The most prevalent noise source at construction sites would be engine -powered equipment during daylight operating hours. Local noise regulations set permissible levels for operation of construction equipment. The regulations do not apply, however, to construction equipment during daytime hours, when project activities would occur. Because trucks would be present during most phases, noise from construction trucks usually would affect more people. Maximum noise levels from construction equipment could range from about 70 to 100 dBA at 50 feet and from 50 to 90 dBA at 200 feet. During construction, noise levels could temporarily increase at sensitive receptors along some sections of the pipeline route. The final project would generate no significant noise impacts. 3) Proposed measures to reduce or control noise impact, if any: To reduce construction noise at nearby receptors, the following construction measures have been identified: • Equipping engines of construction equipment with adequate mufflers, intake silencers, and engine enclosures to reduce their noise emissions by 5 to 10 dBA • Shielding noisy equipment with acoustic barriers to reduce noise levels • Specifying the quietest equipment available to reduce noise emissions by 5 to 10 dBA • Turning off construction equipment during prolonged periods of nonuse to eliminate noise from construction equipment during those periods • Requiring contractors to maintain all equipment and train operators to reduce noise levels and increase efficiency of operation • Limiting construction activities to between 7 AM and 8 PM Monday through Saturday to eliminate construction noises during the more sensitive nighttime hours and to comply with local noise regulations. No construction is permitted on Sundays without the Community Development Director's approval. • Locating stationary equipment away from receiving properties to decrease noise from that equipment relative to the increased distance 8. LAND AND SHORELINE USE: a. What is the current use of the site and adjacent properties? 12 Multiple family residences and neighborhood businesses border the project area, generally. b. Has the site been used for agriculture? If so, describe: The site is not known to have been used for agriculture. C. Describe any structures on the site: There are no structures that will be impacted by this project. Nearly the entire pipeline route is within the paved public right-of-way. d. Currently the existing system is capable of conveying 2-year 24-hour design storm. After the construction of the project, the system will be able to convey a 100-year 24-hour design storm. With the existing system, the portion of the flow that exceeds the conveyance capacity will overflow on the road surface and will find its way to the wetland. Since the total runoff volume to the wetland will not be changed by the project, the project has no impact on the wetland. During the storm event that is larger than a 2-year 24-hour design storm, the project will increase the peak flow rate at the pipe outfall. The potential of stream bank erosion associated with this flow rate increase during the large storm event will be mitigated by constructing energy dissipater within the outfall structure or immediately outside of the outfall. SEPA Checklist — The checklist must be revised to reference the following information: A.10 - Revise the checklist to state that in addition to the SEPA process, a right of way permit is required for work in the right of way. B.1.e - Are there any portions of the project that are not in the right of way? If so, depict the privately owned sections on a map, and indicate whether easements will be obtained. In addition, indicate the method preferred to cross Military Road South with the project; (ie: cut and cover, boring, etc). List approximate quantities of grading and filling for each method. B. Lf - Revise the checklist to add that erosion at the terminal portion of the project may occur, and the methods proposed to mitigate erosion impacts. B.3.a.1 - Revise the checklist to state that there is a wetland within 100 feet of the subject site, and a major stream 500 feet south of the subject site. The stream flows into the Lower Green Basin. B.3.a.2 - Revise the checklist to state that in addition to terminal portion of the work being performed within 100 feet of the wetland, pipe replacement will occur within 200 feet of the wetland. Provide statements regarding potential adverse environmental impacts to the regulated wetland and wetland setback from the project, including hydraulic impacts, volume impacts, erosion potential and potential impacts to other properties. List mitigation measures to be implemented to ensure that the wetland and setback areas are not adversely impacted. This information must be provided by a qualified expert, and must address the requirements of Federal Way City Code (FWCC) section 22-1359(b).
