Good afternoon.
One of the in-progress projects in your neighboring Public Works Department is the subject Phase 5 improvements to the PHS
corridor.
The project will essentially render Lakehaven's existing and to-be relocated water mains on either side of PHS inaccessible in the
near term for water main extensions or new service connections for undeveloped or under-developed parcels. The challenge is
mostly for those parcels without access to existing stub or looped lateral mains outside the project's limits.
Lakehaven is attempting to preserve,to the extent practical,the ability of those undeveloped or under-developed parcels(i.e.,those
without alternative extension or connection options)to extend or connect to Lakehaven's water system without disrupting PHS. The
presumed mechanism at this juncture is to install stub lateral mains with temporary fire hydrant terminations (in right-of-way)at
discrete and presumed"logical"and appropriately spaced locations for fire hydrants and lateral mains. The approach side of
proposed driveways,in the absence of more specific lateral main extension locations,has been preliminarily identified as the
preferred location for the stub lateral mains.
Accordingly,while the City's consultant(KPG)has identified new driveways along the corridor,we would like to confirm that the
driveways correspond to submitted site plan proposals(at a minimum),or in the absence of congruence,initiate a conversation with
the stakeholders to better ensure a coordinated approach for both the driveways and stub lateral mains.
Brian Asbury has compiled the attached summary of undeveloped or underdeveloped parcels in the corridor for which the pre-
development process was initiated(in relatively recent history)through the City. If neither your colleagues in Public Works nor KPS
have checked,I am hoping to impose on you for a pdf copy of any proposed site plans(and contact information if any)for each of
the identified projects or parcels(or others that may not be part of our records and would help focus the design effort).
